This article analyses overcapacity in the world copper industry during the 1980s and reviews projections of mine capacity to 1990 and 1996 by the research staffs of the World Bank, the International Wrought Copper Council, and the Intergovernmental Council of Copper Exporting Countries. The process of restoring demand-supply balance in the copper industry is analysed under alternative assumptions for rates of growth in world consumption and certain conclusions are reached on the implications for copper prices during the 1990s.  相似文献

Abstract: Consideration of the social values people assign to relatively undisturbed native ecosystems is critical for the success of science‐based conservation plans. We used an interview process to identify and map social values assigned to 31 ecosystem services provided by natural areas in an agricultural landscape in southern Australia. We then modeled the spatial distribution of 12 components of ecological value commonly used in setting spatial conservation priorities. We used the analytical hierarchy process to weight these components and used multiattribute utility theory to combine them into a single spatial layer of ecological value. Social values assigned to natural areas were negatively correlated with ecological values overall, but were positively correlated with some components of ecological value. In terms of the spatial distribution of values, people valued protected areas, whereas those natural areas underrepresented in the reserve system were of higher ecological value. The habitats of threatened animal species were assigned both high ecological value and high social value. Only small areas were assigned both high ecological value and high social value in the study area, whereas large areas of high ecological value were of low social value, and vice versa. We used the assigned ecological and social values to identify different conservation strategies (e.g., information sharing, community engagement, incentive payments) that may be effective for specific areas. We suggest that consideration of both ecological and social values in selection of conservation strategies can enhance the success of science‐based conservation planning.  相似文献

Democratic theory holds that active participation in governmental planning and decision making is critical to furthering the public interest. As a result, public participation in urban planning in the US is arguably the most extensive and intensive in the world. Required by federal, state and local laws, citizen involvement is a staple of local plan making. However, as this paper shows, citizen interest in participating in the formulation of hazard mitigation policies in comprehensive plans is low, despite mounting evidence of perils to life and property from floods, hurricanes and earthquakes. Using evidence from case studies in Florida and Washington, the causes of disinterest are dissected and ways to increase public input to hazard mitigation policies in local comprehensive plans are recommended.  相似文献

Abstract:  Many species of wildlife depend on riparian habitats for various life-history functions (e.g., breeding, foraging, overwintering). Although this unique habitat is critical for many species, delineations of riparian zones and buffers for various taxa are lacking. Typically when buffer zones are determined to mitigate edge effects, they are based on criteria that protect aquatic resources alone and do not consider impacts to wildlife and other terrestrial resources. Using two different survey methods (area-constrained daytime searches and nighttime visual encounter searches), we estimated core terrestrial habitat and buffer widths for stream-breeding salamanders in southern Appalachian streams from May to August 2004. A core terrestrial habitat of 27.0 m encompassed 95% of the salamander assemblage (four species of stream plethodontids), and an additional 50 m (to buffer edge effects) yielded a total buffer of 77.0 m. When each species of the assemblage was analyzed separately, the maximum core terrestrial habitat needed for the Blue Ridge two-lined salamander ( Eurycea wilderae ), a dominant member and the farthest-ranging species from the stream, was 42.6 m. Thus, we recommend an overall buffer width of 92.6 m in southern Appalachian streams. To protect stream amphibians and other wildlife dependent on riparian areas, land managers and policy makers must consider conserving more than aquatic resources alone. Developing core terrestrial habitat estimates and buffer zone widths for wildlife populations is a critical first step in the conservation of many semiaquatic organisms and protecting biodiversity.  相似文献

The consideration of information on social values in conjunction with biological data is critical for achieving both socially acceptable and scientifically defensible conservation planning outcomes. However, the influence of social values on spatial conservation priorities has received limited attention and is poorly understood. We present an approach that incorporates quantitative data on social values for conservation and social preferences for development into spatial conservation planning. We undertook a public participation GIS survey to spatially represent social values and development preferences and used species distribution models for 7 threatened fauna species to represent biological values. These spatially explicit data were simultaneously included in the conservation planning software Zonation to examine how conservation priorities changed with the inclusion of social data. Integrating spatially explicit information about social values and development preferences with biological data produced prioritizations that differed spatially from the solution based on only biological data. However, the integrated solutions protected a similar proportion of the species’ distributions, indicating that Zonation effectively combined the biological and social data to produce socially feasible conservation solutions of approximately equivalent biological value. We were able to identify areas of the landscape where synergies and conflicts between different value sets are likely to occur. Identification of these synergies and conflicts will allow decision makers to target communication strategies to specific areas and ensure effective community engagement and positive conservation outcomes. Abstract:  Urbanization negatively affects natural ecosystems in many ways, and aquatic systems in particular. Urbanization is also cited as one of the potential contributors to recent dramatic declines in amphibian populations. From 2000 to 2002 we determined the distribution and abundance of native amphibians and exotic predators and characterized stream habitat and invertebrate communities in 35 streams in an urbanized landscape north of Los Angeles (U.S.A.). We measured watershed development as the percentage of area within each watershed occupied by urban land uses. Streams in more developed watersheds often had exotic crayfish ( Procambarus clarkii ) and fish, and had fewer native species such as California newts ( Taricha torosa ) and California treefrogs ( Hyla cadaverina ). These effects seemed particularly evident above 8% development, a result coincident with other urban stream studies that show negative impacts beginning at 10–15% urbanization. For Pacific treefrogs ( H. regilla ), the most widespread native amphibian, abundance was lower in the presence of exotic crayfish, although direct urbanization effects were not found. Benthic macroinvertebrate communities were also less diverse in urban streams, especially for sensitive species. Faunal community changes in urban streams may be related to changes in physical stream habitat, such as fewer pool and more run habitats and increased water depth and flow, leading to more permanent streams. Variation in stream permanence was particularly evident in 2002, a dry year when many natural streams were dry but urban streams were relatively unchanged. Urbanization has significantly altered stream habitat in this region and may enhance invasion by exotic species and negatively affect diversity and abundance of native amphibians.  相似文献
