This study borrows concepts from healthcare economics and uses cost utility analysis (CUA) to select an optimum portfolio of water quality enhancement projects in Perth, Western Australia. In CUA, costs are handled via standard discounted cash flow analysis, but the benefits, being intangible, are measured with a utility score. Our novel methodology combines CUA with a binary combinatorial optimisation solver, known as a 'knapsack algorithm', to identify the optimum portfolio of projects. We show how water quality projects can be selected to maximise an aggregate utility score while not exceeding a budget constraint. Our CUA model applies compromise programming (CP) to measure utility over multiple attributes in different units. CUA is shown to provide a transparent and analytically robust method to maximise benefits from water quality remediation investments under a constrained budget. 相似文献

Kriging is an accepted method of characterizing the groundwater elevation surface at sites where the water level data are available but where there may be insufficient additional data necessary for groundwater flow modeling. Groundwater surface interpolation via kriging is readily performed using commercial, state of the practice software, but some practitioners may not be able to justify such efforts because the process is not validated within studies documented in the peer‐reviewed literature. This paper describes the available kriging software and literature studies and then uses a case study to compare practical groundwater surface modeling to the studies available in the scientific literature. The literature review shows that the state of the practice as represented by the commercial software approach is consistent with the literature. Specifically, cokriging with groundwater elevation as the primary variable with trend removal and ground‐surface elevation as the secondary variable is an appropriate point of departure in practice. The literature review‐based summary of variogram model parameters (model type, nugget, sill, range, and trend model) was not useful as a quality‐control step to assess the reasonableness of variogram parameters identified by the standard practice of software‐assisted iteration when applied to the case‐study data set. The literature review indicated that groundwater elevation kriging has been performed using as few as 10 data points but a comparison of the case‐study simulated groundwater elevations and groundwater gradient magnitudes and directions indicated that the 30‐well threshold more commonly found in the literature was an appropriate minimum at the study site. 相似文献

Since the 1990s there have been a number of government and market led initiatives to improve the welfare of layer hens in the United Kingdom, Australia and the USA. The focus of these regulatory and market initiatives has been a shift away from the dominant battery-cage system to enriched cages, barn/aviary and free-range production systems. Government regulations have played an important role in setting some minimum welfare standards and the banning of battery cages in the UK and in some US states. However the commodification and market segmentation of higher welfare standards has also seen the growth in production and demand of cage-free and free-range eggs in all three countries. This paper maps and compares the developments in government regulation and market segmentation of layer-hen welfare in the UK, Australia and the USA. The role of labelling and certification in facilitating commodification and market segmentation will be examined, including the public controversies and legal conflicts over egg labelling. The key state, market and civil society actors in each country will also be identified, and their role in driving or resisting higher standards examined, including the increasingly influential role of animal welfare organizations and food corporations. 相似文献

DOI: 10.1111/j.1752‐1688.2012.00646.x Abstract: The plunging behavior of two tributaries in Onondaga Lake, New York, is quantified based on a program of monitoring, process studies, and modeling. The dynamics of buoyancy of the tributaries are resolved with hourly measurements of temperature (T), specific conductance (SC), and turbidity (Tn) at the mouths, and observations every 6 h in the lake. Negative buoyancy of the tributaries is found to diminish and change rapidly during runoff events compared to dry periods. In‐lake patterns of the transport of plunging inflow are resolved for dry weather conditions using a dye tracer, and following a runoff event through measurements of T, SC, and Tn. The hydrodynamic/transport model ELCOM (Estuary Lake and Coastal Ocean Model) is demonstrated to perform well in simulating these patterns. Analyses conducted with the model establish the importance of diurnal effects and in‐lake mixing mediated by wind, the need for temporally detailed measurements during runoff events, and modifications of the plunging behavior of the urban tributary as it passes through a harbor. The model provides critical information to support rehabilitation programs for the lake by quantifying the transport of the two largest tributaries, particularly the distribution of the loads between the upper waters and stratified layers. The model predicts that 10% of the urban tributary load enters the upper waters of the lake within 24 h for a dry weather period; this portion increases to 30% for a runoff event. 相似文献

The ecoregions of the Middle Atlantic Coastal Plain, Southeastern Plains, Piedmont, and Blue Ridge provide a continuum of
land cover from the Atlantic Ocean to the highest mountains in the East. From 1973 to 2000, each ecoregion had a unique mosaic
of land covers and land cover changes. The forests of the Blue Ridge Mountains provided amenity lands. The Piedmont forested
area declined, while the developed area increased. The Southeastern Plains became a commercial forest region, and most agricultural
lands that changed became forested. Forests in the Middle Atlantic Coastal Plain declined, and development related to recreation
and retirement increased. The most important drivers of land conversion were associated with commercial forestry, competition
between forest and agriculture, and economic and population growth. These and other drivers were modified by each ecoregion’s
unique suitability and land use legacies with the result that the same drivers often produced different land changes in different

A goal in urban water management is to reduce the volume of stormwater runoff in urban systems and the effect of combined sewer overflows into receiving waters. Effective management of stormwater runoff in urban systems requires an accounting of various components of the urban water balance. To that end, precipitation, evapotranspiration (ET), sewer flow, and groundwater in a 3.40‐hectare sewershed in Detroit, Michigan were monitored to capture the response of the sewershed to stormwater flow prior to implementation of stormwater control measures. Monitoring results indicate that stormflow in sewers was not initiated unless rain depth was 3.6 mm or greater. ET removed more than 40% of the precipitation in the sewershed, whereas pipe flow accounted for 19%–85% of the losses. Flows within the sewer that could not be associated with direct precipitation indicate an unexpected exchange of water between the leaky sewer and the groundwater system, pathways through abandoned or failing residential infrastructure, or a combination of both. Groundwater data indicate that groundwater flows into the leaky combined sewer rather than out. This research demonstrates that urban hydrologic fluxes can modulate the local water cycle in complex ways which affect the efficiency of the wastewater system, effectiveness of stormwater management, and, ultimately, public health. 相似文献

We argue that the environment, broadly construed, has a profound effect on human cognition, action, and well-being. If this is true, then the field of environmental psychology has a far larger potential to aid humanity than is generally realized. We suggest that the field would be more likely to achieve this potential if it viewed environments from the perspective of human informational needs, and focused on environmental/informational patterns that have the potential to make it easier for people to help themselves. Further, achieving such benefits could be greatly enhanced by taking advantage of the many opportunities available for collaborating with researchers in other areas of psychology. The reasonable person model is offered as a perspective that could facilitate moving in these various new directions while taking advantage of the considerable existent knowledge about human–environment interactions that is currently underappreciated. 相似文献

We used a GIS-based approach to examine the influence of road density and physical watershed features (watershed size, wetland
cover, and bedrock type) on water quality in coastal marshes of Georgian Bay, Ontario. We created a GIS that included landscape
information and water-quality data from a 9-year synoptic survey of 105 coastal marshes covering 28 quaternary watersheds.
Multiple regressions and partial correlations were used to discern confounding effects of human-induced (road density) versus
natural physical watershed determinants of water quality. Road density was the dominant factor influencing many water quality
variables, showing positive correlations with specific conductivity (COND), total suspended solids (TSS), and inorganic suspended
solids (ISS) and a negative correlation with overall Water Quality Index scores. Road density also showed positive correlations
with total nitrate nitrogen (TNN) and total phosphorus (TP). By comparison, larger watershed area was the main factor leading
to elevated TP concentrations. The proportion of the watershed occupied by wetlands explained the largest amount of variation
in TNN concentrations (negative correlation) and was also negatively correlated with COND and positively correlated with TSS
and ISS when we controlled for road density. Bedrock type did not have a significant effect in any of the models. Our findings
suggest that road density is currently the overriding factor governing water quality of coastal marshes in Georgian Bay during
the summer low-flow period. We recommend that natural variation in physical watershed characteristics be considered when developing
water quality standards and management practices for freshwater coastal areas. 相似文献
