In the UK for the period 1994-99, a broad range of environmental projects were given financial support through the European Agriculture Guidance and Guarantee Fund under the Objective 1 and Objective 5b programmes. This paper is concerned with the ex-post evaluation of these projects set within a Sustainable Development framework. The aim was to identify project types or characteristics that offered the greatest return on investment. A classification of six broad project types was adopted. The evaluation revealed that there were significant differences between individual projects with respect to the type and scale, and temporal and social distribution of the benefits they delivered. In particular, as well as delivering environmental and economic benefits, many projects made a significant contribution to the development of human and social capital. The paper concludes that it is possible to improve the basis for future project selection in order to maximise the returns on environmental investments in the context of sustainable development. 相似文献

The UK National Air Quality Strategy has required local authorities to review and assess air quality in their area of jurisdiction and determine locations in their areas where concentrations of specific air quality pollutants are predicted to exceed national air quality objectives in the future. Statutory air quality management areas (AQMAs) are designated where air quality is predicted to be above specified objective concentrations by specific target dates, and statutory air quality action plans will be necessary to improve the local air quality within these areas. Over 124 local authorities in England (including London), Wales and Scotland anticipate declaring AQMAs following the conclusion of the statutory air quality review and assessment process. However, other influences are being exerted on the local air quality management process and AQMA decision-making processes. Such influences include regional and sub- regional collaborative working between local authorities and government agencies and wider political decision-making processes. Some regions of Great Britain (encompassing England (including London), Scotland and Wales) anticipate many AQMA designations, whilst other regions are not anticipating any such designations despite apparently similar air quality circumstances. Evidence for regional or sub-regional variations in the locations of anticipated AQMAs are examined through an evaluation of the outcomes of the scientific review and assessment process undertaken by local authorities declaring AQMAs, and through a local authority survey to identify influences on decision-making processes at a level above that of the local authority. Regional variation is reported in the type of pollutant causing AQMAs to be declared, in the numbers of AQMAs in regions and in the spatial distribution of AQMAs across Great Britain. 相似文献

gray squirrels/ha on the Clemson University campus. Eleven additional surveys would have decreased the percent coefficient
of variation from 30% to 20% and would have cost approximately $114. Estimating urban gray squirrel density using line transect
surveys is cost effective and can provide unbiased estimates of density, provided that none of the assumptions of distance

Economic interpretations of sustainable development have concentrated on the need to maintain the aggregate capital stock intact, so as to ensure a constant stream of welfare through time. A sectoral approach to sustainability, in terms of this model, will be justified if substitution possibilities between that sector and the rest of the economy are limited. This assumption is examined in relation to the water sector, and it is found that further assumptions about substitution possibilities need to be made within the sector itself. Suggestions are offered as to how such substitutions might be made to advantage, which is contrasted to recent water management practices in England and Wales. It is argued that assumptions about substitution possibilities are in general overly restrictive, with the result that sustainability objectives fall short of optimum levels that could be achieved. 相似文献

ABSTRACT: A study was conducted to determine the effects of mining and reclaiming originally undisturbed watersheds on surface-water hydrology in three small experimental watersheds in Ohio. Approximately six years of data were collected at each site, with differing lengths of premining (Phase 1), mining and reclamation (Phase 2), and post-reclamation (Phase 3) periods. Mining and reclamation activities showed no consistent pattern iii base-flow, and caused slightly more frequent higher daily flow volumes. Phase 2 activities can cause reductions in seasonal variation in double mass curves compared with Phase 1. Restoration of seasonal variations was noticeably apparent at one site during Phase 3. The responses of the watersheds to rainfall intensities causing larger peak flow rates generally decreased due to mining and reclamation, but tended to exceed responses observed in Phase 1 during Phase 3. Natural Resources Conservation Service (NRCS) curve numbers increased due to mining and reclamation (Phase 2), ranging from 83 to 91. Over the last few years, commentators on all sides of the environmental debate have (with a few exceptions) joined hands to pillory the traditional model of environmental regulation in this country. The catch phrase “command and control” has become emblematic of everything that was seen as being wrong with the old system. The current push for “reinvention” of environmental regulation reinforces the concept that although traditional methods have produced progress, they have outlived their usefulness. At the same time, ISO 14000 has emerged as one of the hottest topics in the environmental field—a form of reinvention of environmental management that has been embraced by many as the solution to an array of problems. While it is still early in the game, initial results indicate that when used effectively, ISO 14000 can be a powerful tool for the environmental manager. However, misuse of ISO 14000 could represent a throwback to command and control rather than a management tool for the new millennium. Summary Pesticide residues in soil, water, food, wildlife and other media have been analysed in several monitoring studies. The purpose was to establish the distribution of these residues across a defined area, ascertain their trend over a specific period and use the results to assess environmental compliance and safety. In the present review the availability of information on pesticide residues in various Canadian environmental components was sought. With the possible exception of localized pesticide contamination of some private water supply wells, ground and surface water, most analyses revealed concentrations below guideline limits. Only a few cases were reported of mishandling, misuse and poisoning from pesticides. Continuing surveillance programmes and in-depth and well-organized monitoring studies, with special focus on areas that are vulnerable to contamination, by both provincial and federal governments, are largely responsible for the encouraging results. This experience in the control of pesticide use and monitoring of residues in the environment should be of particular interest in developing countries.Dr A.Y. This paper assesses the status of coastal zones in the context of expected climate change and its related impacts, as well as current and future socioeconomic pressures and impacts. It is argued that external stresses and shocks relating to sea-level rise and other changes will tend to exacerbate existing environmental pressures and damage in coastal zones. Coastal zones are under increasing stress because of an interrelated set of planning failures including information, economic market, and policy intervention failures. Moves towards integrated coastal zone management are urgently required to guide the coevolution of natural and human systems. Overtly technocentric claims that assessments of vulnerability undertaken to date are overestimates of likely future damages from global warming are premature. While it is the case that forecasts of sea-level rise have been scaled down, much uncertainty remains over, for example, combined storm, sea surge, and other events. In any case, within the socioeconomic analyses of the problem, resource valuations have been at best only partial and have failed to incorporate sensitivity analysis in terms of the discount rates utilized. This would indicate an underestimation of potential damage costs. Overall, a precautionary approach is justified based on the need to act ahead of adequate information acquisition, economically efficient resource pricing and proactive coastal planning. 相似文献

ABSTRACT: Atrazine and atrazine-residue (atrazine + two metabolites - deethylatrazine and deisopropylatrazine) concentrations were examined to determine if consideration of these atrazine metabolites substantially adds to our understanding of the distribution of this pesticide in groundwater of the midcontinental United States. The mean of atrazine.residue concentrations was 53 percent greater than that of atrazine alone for those observations above the detection limit (> 0.05 μg/l). Furthermore, a censored regression analysis using atrazine-residue concentrations revealed significant factors not identified when only atrazine concentrations were used. Thus, knowledge of concentrations of these atrazine metabolites is required to obtain a true estimation of risk of using these aquifers as sources for drinking water, and such knowledge also provides information that ultimately may be important for future management policies designed to reduce atrazine concentrations in ground water. 相似文献
