Heavy-duty diesel vehicle idling consumes fuel and reduces atmospheric quality, but its restriction cannot simply be proscribed, because cab heat or air-conditioning provides essential driver comfort. A comprehensive tailpipe emissions database to describe idling impacts is not yet available. This paper presents a substantial data set that incorporates results from the West Virginia University transient engine test cell, the E-55/59 Study and the Gasoline/Diesel PM Split Study. It covered 75 heavy-duty diesel engines and trucks, which were divided into two groups: vehicles with mechanical fuel injection (MFI) and vehicles with electronic fuel injection (EFI). Idle emissions of CO, hydrocarbon (HC), oxides of nitrogen (NOx), particulate matter (PM), and carbon dioxide (CO2) have been reported. Idle CO2 emissions allowed the projection of fuel consumption during idling. Test-to-test variations were observed for repeat idle tests on the same vehicle because of measurement variation, accessory loads, and ambient conditions. Vehicles fitted with EFI, on average, emitted approximately 20 g/hr of CO, 6 g/hr of HC, 86 g/hr of NOx, 1 g/hr of PM, and 4636 g/hr of CO2 during idle. MFI equipped vehicles emitted approximately 35 g/hr of CO, 23 g/hr of HC, 48 g/hr of NOx, 4 g/hr of PM, and 4484 g/hr of CO2, on average, during idle. Vehicles with EFI emitted less idle CO, HC, and PM, which could be attributed to the efficient combustion and superior fuel atomization in EFI systems. Idle NOx, however, increased with EFI, which corresponds with the advancing of timing to improve idle combustion. Fuel injection management did not have any effect on CO2 and, hence, fuel consumption. Use of air conditioning without increasing engine speed increased idle CO2, NOx, PM, HC, and fuel consumption by 25% on average. When the engine speed was elevated from 600 to 1100 revolutions per minute, CO2 and NOx emissions and fuel consumption increased by >150%, whereas PM and HC emissions increased by approximately 100% and 70%, respectively. Six Detroit Diesel Corp. (DDC) Series 60 engines in engine test cell were found to emit less CO, NOx, and PM emissions and consumed fuel at only 75% of the level found in the chassis dynamometer data. ABSTRACT: The evolution of ground-water law in eight states in the Midwest (Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, and Wisconsin) is examined, and a review of transitions in ground-water doctrines is presented. Two underlying themes in changing ground-water management are communicated. First, ground-water law is evolving from private property rules of capture based on the absolute ownership doctrines to rules requiring conservation and sharing of ground water as a public resource. Second, in both courts and state legislatures, a proactive role of ground-water management is emerging, again, with an emphasis on sharing. Both of these trends are apparent in the Midwest. In the last decade midwestern states have (1) seen significant shifts in court decisions on ground-water use with greater recognition of the reciprocal or mutually dependent nature of ground-water rights, and (2) seen increased legislative development of comprehensive ground-water management statutes that emphasize the reciprocal liabilities of ground-water use. Denitrification walls have significantly reduced nitrogen concentrations in groundwater for at least 15 yr. This has spurred interest in developing methods to efficiently increase capture volume to reduce N loads in larger watersheds. The objective of this study was to maximize treatment volume by locating a wall where a large groundwatershed was funneled toward seepage slope headwaters. Nitrogen concentration and load were measured before and after wall installation in paired treatment and control streams. Beginning 2 d after installation, nitrogen concentration in the treatment stream declined from 6.7 ± 1.2 to 3.9 ± 0.78 mg L and total N loading rate declined by 65% (391 kg yr) with no corresponding decline in the control watershed. This wall, which only comprised 10 to 11% of the edge of field area that contributed to the treatment watershed, treated approximately 60% of the stream discharge, which confirmed the targeted approach. The total load reduction measured in the stream 155 m downstream from the wall (340 kg yr) was higher than that found in another study that measured load reductions in groundwater wells immediately around the wall (228 kg yr). This indicated the possibility of an extended impact on denitrification from carbon exported beyond the wall. This extended impact was inauspiciously confirmed when oxygen levels at the stream headwaters temporarily declined for 50 d. This research indicates that targeting walls adjacent to streams can effectively reduce N loading in receiving waters, although with a potentially short-term impact on water quality. 相似文献

Odor and greenhouse gas (GHG) emissions from stored pig (Sus scrofa) manure were monitored for response to changes in the crude protein level (168 or 139 g kg(-1), as-fed basis) and nonstarch polysaccharide (NSP) content [i.e., control, or modified with beet pulp (Beta vulgaris L.), cornstarch, or xylanase] of diets fed to pigs in a production setting. Each diet was fed to one of eight pens of pigs according to a 2 x 4, full-factorial design, replicated over three time blocks with different groups of animals and random assignment of diets. Manure from each treatment was characterized and stored in a separate, ventilated, 200-L vessel. Repeated measurements of odor, carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O) emissions from the vessels were taken every two weeks for eight weeks. Manure from high-protein diets had higher sulfur concentration and pH (P < or = 0.05). High-NSP (beet pulp) diets resulted in lower manure nitrogen and ammonia concentrations and pH (P < or = 0.05). Odor level and hedonic tone of exhaust air from the storage vessel headspaces were unaffected by the dietary treatments. Mean CO2 and CH4 emissions (1400 and 42 g d(-1) m(-3) manure, respectively) increased with lower dietary protein (P < or = 0.05). The addition of xylanase to high-protein diets caused a decrease in manure CO2 emissions, but an increase when added to low-protein diets (P < or = 0.05). Nitrous oxide emissions were negligible. As a consequence of the U.S. effort to increase infrastructure security and resilience, the Department of Homeland Security (DHS) and other U.S. federal agencies have identified 16 critical infrastructure sectors that are considered vital to the nation’s well-being in terms of economic security, public health, and safety. However, there remains no articulated set of values that justify this particular list of infrastructure systems or how decision-makers might prioritize investments towards one critical sector over another during a crisis. To offer a more integrated and holistic approach to critical infrastructure resilience, this research employs the capabilities approach to human development, which offers an alternative view of critical infrastructure that focuses on the services that infrastructure provides rather than its physical condition or vulnerability to threats. This service-based perspective of infrastructure emphasizes the role of infrastructure in enabling and supporting central human capabilities that build adaptive capacity and improve human well-being. We argue that the most critical infrastructure systems are those that are essential for providing and/or supporting central human capabilities. This paper examines the DHS designation of criticality from a capabilities perspective and argues for a capabilities basis for making distinctions between those systems that should be considered most critical and those that might be temporarily sacrificed. A key implication of this work is that an across sector approach is required to reorganize existing critical infrastructure efforts around the most valuable infrastructure end-services. 相似文献

ABSTRACT: Temporary transfers of water for dry year water supply are analyzed for cost and operational feasibility. The temporary transfer is implemented as part of a water rights option agreement (WROA) between a lesson and a lessee. First, engineering analysis determines the technical feasibility and operations plan under the Colorado doctrine of prior appropriation. The cost of the WROA to a water utility is estimated. Other considerations in the agreement are discussed. The Arctic is nutrient limited, particularly by nitrogen, and is impacted by anthropogenic global warming which occurs approximately twice as fast compared to the global average. Arctic warming intensifies thawing of permafrost-affected soils releasing their large organic nitrogen reservoir. This organic nitrogen reaches hydrological systems, is remineralized to reactive inorganic nitrogen, and is transported to the Arctic Ocean via large rivers. We estimate the load of nitrogen supplied from terrestrial sources into the Arctic Ocean by sampling in the Lena River and its Delta. We took water samples along one of the major deltaic channels in winter and summer in 2019 and sampling station in the central delta over a one-year cycle. Additionally, we investigate the potential release of reactive nitrogen, including nitrous oxide from soils in the Delta. We found that the Lena transported nitrogen as dissolved organic nitrogen to the coastal Arctic Ocean and that eroded soils are sources of reactive inorganic nitrogen such as ammonium and nitrate. The Lena and the Deltaic region apparently are considerable sources of nitrogen to nearshore coastal zone. A number of models have been developed to explain nurses' turnover behavior. The common theme that emerges from these models is that turnover behavior is a multistage process that includes attitudinal, decisional, and behavioral components. The purpose of this study was to assess both the direct and indirect impact of certain pay policies upon the turnover intentions of paediatric nurses. The two major questions addressed were: What was the relative impact of job satisfaction, pay satisfaction, and organizational commitment upon the turnover intentions of paediatric nurses eligible for these pay policies? What model accurately portrays the relationship among these three independent variables and turnover intentions? Exploration of the causal pathways among these variables and demographic factors revealed complex models of association. The results suggest that job satisfaction has only an indirect influence on the intention to quit, whereas organizational commitment has the strongest and most direct impact. A further finding that pay satisfaction had both direct and indirect effects on turnover intent was consistent with administrators' assumptions underlying the pay policies. Control variables such as having a degree, having children, and working 12-hour shifts were found to have both direct and indirect influences upon pay satisfaction and turnover intent. © 1998 John Wiley & Sons, Ltd. 相似文献
