The relationship between environmental protection (EP), the economy, and jobs has been an issue of harsh contention for decades. Does EP harm the economy and destroy jobs or facilitate economic growth and create jobs? We address this issue by summarizing the results of the Jobs and the Environment Initiative, research funded by nonprofit foundations to quantify the relationship between EP, the economy, and jobs. We estimate the size of the US environmental industry and the numbers of environment-related jobs at the national level and in the states of Florida, Michigan, Minnesota, North Carolina, Ohio, and Wisconsin. This is the first time that such comprehensive, detailed estimates have been developed.  相似文献

With a significant list of achievements in traffic safety over some 40 years, Australia’s most successful initiatives have emerged from consideration of the scientific basis for achieving effective results. Over time, the increasing use of scientific methods has matured to an extent whereby road safety strategies for entire jurisdictions are now being formed and optimised on the basis of evidence-based mathematical modelling of predicted strategy performance over periods of ten or more years ahead. This paper describes the approach used in the State of Western Australia (WA) to support the development of its new strategy, ‘Towards Zero’, addressing the 12-year period from 2008 to 2020. Also described is the early development of the modelling approach in the State of Victoria, Australia, subsequently applied, refined and adapted to Western Australia. The ‘Towards Zero’ strategy aims to ensure that road safety policies continue to evolve within a strategic framework, based on Australasia’s Safe System framework, which was derived from the best elements of the Swedish Vision Zero and the Dutch Sustainable Safety visions.The process for the development of the strategy involved a greater degree of community and stakeholder engagement than has been the case previously, based on the fundamental belief that the community should be provided with the best evidence about what works no matter how controversial, so that it can debate and consider the options available to improve safety.It is equally important to have a strategy based on the best possible evidence. The Monash University Accident Research Centre (MUARC) was appointed by the WA Office of Road Safety to identify, describe and recommend proven counter-measures within the Safe System framework and develop a series of scientifically sound directions and options.This paper outlines the modelling technique used by MUARC along with results and summarises the community consultation process.  相似文献

A numerical model (Queen's University Multi-Phase Flow Simulator, QUMPFS) was used to assess the rate of trichloroethylene (TCE) dense, non-aqueous phase liquid (DNAPL) migration through fractured clay, with special attention focused on the influence of interbedded sand lenses. The presence of these sand lenses was found to increase the time required for the non-wetting phase to migrate through the full 30 m vertical extent of the clay sequence from a few days to several years. Applied vertical hydraulic gradients were found to be moderately influential in systems consisting solely of fractured clays, yet one of the dominant factors controlling speed of vertical migration when sand lenses were present. Larger displacement pressure of the sands relative to that of the fractures leads to slower DNAPL migration rates, due to the delays that occur during build-up of capillary pressures. Dissolution of DNAPL and subsequent matrix diffusion of the aqueous phase has little effect on the rate of DNAPL migration through systems consisting of fractured clay only, yet slows the rate of migration in systems containing sand lenses. In all cases examined, the rate of DNAPL loading to the lower aquifer far exceeded the rate of aqueous phase mass loading. It was also found that DNAPL reaches the lower aquifer at approximately the same time as the aqueous phase plumes even for systems experiencing downward groundwater flow due to the attenuation of the aqueous phase through matrix diffusion.  相似文献

Fishing the line near marine reserves in single and multispecies fisheries.   总被引:3,自引:0,他引:3  
Throughout the world "fishing the line" is a frequent harvesting tactic in communities where no-take marine reserves are designated. This practice of concentrating fishing effort at the boundary of a marine reserve is predicated upon the principle of spillover, the net export of stock from the marine reserve to the surrounding unprotected waters. We explore the consequences and optimality of fishing the line using a spatially explicit theoretical model. We show that fishing the line: (1) is part of the optimal effort distribution near no-take marine reserves with mobile species regardless of the cooperation level among harvesters; (2) has a significant impact on the spatial patterns of catch per unit effort (CPUE) and fish density both within and outside of the reserve; and (3) can enhance total population size and catch simultaneously under a limited set of conditions for overexploited populations. Additionally, we explore the consequences of basing the spatial distribution of fishing effort for a multispecies fishery upon the optimality of the most mobile species that exhibits the greatest spillover. Our results show that the intensity of effort allocated to fishing the line should instead be based upon more intermediate rates of mobility within the targeted community. We conclude with a comparison between model predictions and empirical findings from a density gradient study of two important game fish in the vicinity of a no-take marine-life refuge on Santa Catalina Island, California (USA). These results reveal the need for empirical studies to account for harvester behavior and suggest that the implications of spatial discontinuities such as fishing the line should be incorporated into marine-reserve design.  相似文献

Critical loads have become a well-establishedpart of the work programme of the UnitedNations Economic Commission for Europe (UNECE) Conventionon Long-Range Transboundary Air Pollution (CLRTAP). Thelinking of ecosystem response to deposition level is thecentral principal of the critical loads approach. Foreach ecosystem, a biological indicator is chosen, asuitable chemical criterion selected and a criticalchemical limit assigned. The Bc:Al ratio is the mostwidely used chemical criterion for setting criticalloads. However, critical loads based on this criterionare very sensitive to marine deposition. In regions whichreceive high depositions of marine-derived base cations,such as the Republic of Ireland (ROI) and the UnitedKingdom (UK), critical loads based on the Bc:Al criterionwill inevitably be high. Therefore, it is proposed thatcritical loads are estimated using multiple chemicalcriteria with appropriate critical limits to protect thechosen biological indicators. The range of publishedchemical criteria have been applied to the ROI and theUK. The chemical criterion corresponding to the mostsensitive critical load have been mapped and thecontribution of each to the final maps investigated. Thesimulations indicate that the most sensitive criteria forsetting critical loads are based on specifying critical Hor Al concentrations. However, the choice of critical limits andmodel parameters will ultimately effect the criticalloads. Therefore, it is important that appropriate criticallimits are chosen to protect the biological indicator andreceptor ecosystem from long-term damage.  相似文献

Current legislation within Europe aimed at limitingecosystem damage resulting from inputs of atmosphericpollution is based on the critical load concept. Mineralweathering rates are central to the calculation ofcritical loads (acceptable levels) of acid deposition.The authors have undertaken a number of studies whichillustrate the complications and limitations inherent inpredicting mineral weathering rates and the implicationswhich these have for critical loads calculations andmapping. Calculated weathering rates and critical loadsfor two acid-sensitive parent materials (greywackes andgranites) are presented and are used to illustrate theimpact that uncertainty can have on critical loadexceedances. The results have obvious implications forportraying the uncertainties of critical loads to policy makers.  相似文献

Critical loads have for several years been employed bypolicymakers to aid in the development of strategies for aciddeposition abatement. They provide an effects-based approachwhereby an acid deposition flux greater than the critical load(known as critical load exceedance) implies that long-termharmful effects on a selected target organism will occur.Implicit in this approach are two assumptions: first, theexceedance of a critical load will harm the target organism,and second, the severity of biological impact is related to themagnitude of exceedance. However, static models give noindication of when the predicted damage might occur. One suchmodel, the Steady-State Water Chemistry (SSWC) model, employs aseries of empirical relationships to derive the pre-industrial,baseline leaching rate of base cations from measured waterchemistry using the so-called `F-factor'. The SSWC model setsthe critical load relative to pre-industrial base cationleaching (a permanent buffer of acid deposition) and a selectedacid neutralizing capacity (ANC) value which corresponds with aknown likelihood of damage to a biological target organism.Here we interpret the meaning of critical load exceedance as aprediction of steady-state ANC, and explore the relationshipbetween exceedance of the critical load and current chemistry. We demonstrate that a critical loadexceedance with the SSWC model does not necessarily indicatethat the critical chemical threshold (zero ANC) has alreadybeen crossed, and there may be no correlation betweenexceedance and biological status. A reformulation of the SSWCmodel is proposed which provides a direct link between currentdeposition and current chemical conditions, and is thereforemore likely to indicate current biological damage. Thereformulation illustrates the discrepancy between currentchemical status and that predicted by the SSWC model atsteady-state, which is a function of the `F-factor'.  相似文献

Guangzhou is a city in southern China that has experienced very rapid economic development in recent years. The city's air has very high concentrations of various pollutants, including sulphur dioxide (SO2), oxides of nitrogen (NOx), ozone (O3) and particulate. This paper reviews the changes in air quality in the city over the past 15 years, and notes that a serious vehicular-related emissions problem has been superimposed on the traditional coal-burning problem evident in most Chinese cities. As NOx concentrations have increased, oxidants and photochemical smog now interact with the traditional SO2 and particulate pollutants, leading to increased health risks and other environmental concerns.
Any responsible NOx control strategy for the city must include vehicle emission control measures. This paper reviews control strategies designed to abate vehicle emissions to fulfill the city's air quality improvement target in 2010. A cost-effectiveness analysis suggests that, while NOx emission control is expensive, vehicular emission standards could achieve a relatively sizable emissions reduction at reasonable cost. To achieve the 2010 air quality target of NOx, advanced implementation of EURO3 standards is recommended, substituting for the EURO2 currently envisioned in the national regulations. Related technical options, including fuel quality improvements and inspection/maintenance (I/M) upgrades (ASM or IM240), are assessed as well.  相似文献

ABSTRACT: Water yields from a permanent icefield were increased by 28 percent through surface dusting with carbon black. On July 4, 1972, approximately 15 acres (60,700 m2) of a permanent icefield were treated with 150 lbs. per acre (16.8 g/m2) of commercial carbon black. The icefield was located on the eastern slope of the Colorado Front Range at an elevation of 11,500 feet (3500 m). The carbon black was applied by helicopter using a dry applicator slung below a helicopter. The treatment effect was evaluated by control plot observations of melt and streamflow comparison before and after treatment. The ablation plot studies and runoff comparison with an adjacent watershed both indicated a 28 percent increase in ablation and meltwater runoff, respectively, for the months of July and August. The study indicates icefields could be used as cold-storage reservoirs for use in periods of critical water shortages.  相似文献
