In this work, a novel approach is proposed for expressing the risks of process plants consisting of a large number of scenarios, in the form of a risk metrics of leading indicators to prevent potential high profile industry accidents. The methodology includes: 1) risk estimation of a portfolio by CPQRA (or QRA), 2) monetization of the tangible risks with the inclusion of the lost time of production, 3) estimation of the maximum portfolio loss using Value-at-Risk approach, 4) inclusion of intangible risks using FN-curve and, 5) generation of F$-curve of tangible risks. The proposed methodology can particularly help in understanding the stakes at risk by performing the overall cost-benefit analysis, for identifying the most risky scenarios and identifying critical equipments to enable better risk-informed decision making in order to adopt appropriate risk mitigation measures. This work establishes the groundwork for developing measures for understanding and comparing the large number of risk values derived from QRA studies for large portfolios. It will aid in less subjective decision making as it enables the decision maker to choose the most preferred portfolio option among alternatives. Uncertainties of input data as well as of simulation models used in process safety analysis (PSA) are key issues in the application of risk analysis results. Mostly, it is connected with an incomplete and uncertain identification of representative accident scenario (RAS) and other vague and ambiguous information required for the assessment of particular elements of risk, especially for determination of frequency as well as severity of the consequences of RAS. The authors discuss and present the sources and types of uncertainties encountered in PSA and also methods to deal with them. There are different approaches to improve such analysis including sensitivity analysis, expert method, statistics and fuzzy logic. Statistical approach uses probability distribution of the input data and fuzzy logic approach uses fuzzy sets. This paper undertakes the fuzzy approach and presents a proposal for fuzzy risk assessment. It consists of a combination of traditional part, where methods within the process hazard analysis (PHA) are used, and “fuzzy part”, applied quantitatively, where fuzzy logic system (FLS) is involved. It concerns frequency, severity of the consequences of RAS and risk evaluation. In addition, a new element called risk correction index (RCI) is introduced to take into account uncertainty concerned with the identification of RAS. Objective: This article estimates the safety potential of a current commercially available connected vehicle technology in real-world crashes.Method: Data from the Centre for Automotive Safety Research's at-scene in-depth crash investigations in South Australia were used to simulate the circumstances of real-world crashes. A total of 89 crashes were selected for inclusion in the study. The crashes were selected as representative of the most prevalent crash types for injury or fatal crashes and had potential to be mitigated by connected vehicle technology. The trajectory, speeds, braking, and impact configuration of the selected in-depth cases were replicated in a software package and converted to a file format allowing “replay” of the scenario in real time as input to 2 Cohda Wireless MK2 onboard units. The Cohda Wireless onboard units are a mature connected vehicle technology that has been used in both the German simTD field trial and the U.S. Department of Transport's Safety Pilot project and have been tuned for low false alarm rates when used in the real world. The crash replay was achieved by replacing each of the onboard unit Global Positioning System (GPS) inputs with the simulated data of each of the involved vehicles. The time at which the Cohda Wireless threat detection software issued an elevated warning was used to calculate a new impact speed using 3 different reaction scenarios and 2 levels of braking.Results: It was found that between 37 and 86% of the simulated crashes could be avoided, with highest percentage due a fully autonomous system braking at 0.7 g. The same system also reduced the impact speed relative to the actual crash in all cases. Even when a human reaction time of 1.2 s and moderate braking of 0.4 g was assumed, the impact speed was reduced in 78% of the crashes. Crash types that proved difficult for the threat detection engine were head-on crashes where the approach angle was low and right turn–opposite crashes.Conclusions: These results indicate that connected vehicle technology can be greatly beneficial in real-world crash scenarios and that this benefit would be maximized by having the vehicle intervene autonomously with heavy braking. The crash types that proved difficult for the connected vehicle technology could be better addressed if controller area network (CAN) information is available, such as steering wheel angle, so that driver intent can be inferred sooner. More accurate positioning in the real world (e.g., combining satellite positioning and accelerometer data) would allow the technology to be more effective for near-collinear head-on and rear-end crashes, because the low approach angles that are common in such crashes are currently ignored in order to minimize false alarms due to positioning uncertainty. 相似文献

In coastal dunes, landscape changes are a rule, rather than an exception. This paper gives an overview of changes in landscape
and vegetation with a focus on the past century. The history of dunes is characterised by phases of sand drift, alternated
with geomorphological stability. The historical development of dune woodland during these stable phases has been documented
for sites all over Europe. Vegetation reconstructions of historical open dune habitats however is very difficult due to limited
preservation of fossil remains. People have drastically altered coastal dune landscapes through centuries of exploitation
and more recently development of the coast. Historical land use has generally pushed vegetation back into a semi-natural state.
During roughly the past century a tendency of increasing fixation and succession is observed on coastal dunes throughout northwest
Europe. Six causes of change are discussed. 1) Changes in land use, mainly abandonment of agricultural practices, have led
to the development of late successional stages such as scrub and woodland. 2) Crashing rabbit populations due to myxomatosis
in the 1950s caused vigorous grass growth and probably stimulated scrub development. 3) A general tendency of landscape fixation
is observed due to both natural and anthropogenic factors. 4) Eutrophication, mainly due to atmospheric nitrogen deposition
is clearly linked to grass encroachment on acidic but also on some calcareous dunes. 5) The impact of climate change on vegetation
is still unclear but probably lengthening of growing season and maybe enhanced CO2 concentrations have led to an acceleration of succession. 6) A general anthropogenisation of the landscape occurs with rapid
spread of non-native species as an important consequence. The reconstruction of a natural reference landscape is considered
largely unattainable because of irreversible changes and the long tradition of human impact, in many cases since the development
of the dunes. Two contradictory elements need reconciliation. First, the general acceleration of succession and scrub and
woodland development in particular is partly caused by a decreased anthropogenic interference in the landscape and deserves
more appreciation. Second, most biodiversity values are largely linked to open, early succession dune habitats and are threatened
by the same tendency. Apart from internal nature management, in which grazing plays an important part, re-mobilisation of

Social insects need to defend their nest against robbery, parasitism and predation. The stingless bee Tetragonisca angustula is unique in that it has guards that hover near the nest entrance in addition to guards that stand at the entrance. We tested
both the general hypothesis that hovering guards increase the effectiveness with which flying intruders are detected and the
specific hypothesis that hovering guards improve the detection of workers of the obligate robber bee, Lestrimellita limao. In an intraspecific study comparing colonies, we found a strong positive relationship between the number of hovering guards
and the distance at which a dummy robber bee or L. limao worker, experimentally moved towards the nest entrance, was detected. These results were mirrored in an interspecific study
showing that four species of stingless bees with similar population colonies but which lacked hovering guards, detected L. limao only at the nest entrance, in contrast to T. angustula. In addition, we found that a greater number of attacks by guards occurred when dummies were impregnated with citral, a major
component of L. limao mandibular gland odour. Our results support the hypothesis that T. angustula hovering guards increase the detection perimeter for flying intruders, especially L. limao. 相似文献

The World Health Organization (WHO)/United Nations Children??s Fund (UNICEF) Joint Monitoring Programme (JMP) for Water Supply and Sanitation was designed to provide reference figures for access in individual countries to safe water. The JMP is based on non-administrative or nongovernment data from national-level surveys such as the Multiple Indicator Clusters Survey (MICS) or Demographic Health Survey. In the 2007 JMP report, India is noted to have water supply coverage of 89% (95% in urban areas and 85% in rural areas) compared to the Government of India estimates of 95%. The central state of Madhya Pradesh is noted by the Government of India to have coverage of 60%. However, the definition of access to safe water currently does not consider the quality or safety of the water being consumed. This paper, therefore, presents results from the application of a statistical tool (random multiple cluster technique??termed Rapid Assessment of Drinking Water Quality [RADWQ]) to Indore Zone in Madhya Pradesh. When results provided by the RADWQ technique are compared to the JMP MICS data, coverage levels reported in the JMP are reduced by up to 40% due to the high risk of microbiological (thermotolerant coliforms) contamination. In Indore Zone, the coverage of safe water reduced from 42% to 25% through the inclusion of the water safety parameters. Biodiversity offsets aim to counterbalance the residual impacts of development on species and ecosystems. Guidance documents explicitly recommend that biodiversity offset actions be located close to the location of impact because of higher potential for similar ecological conditions, but allowing greater spatial flexibility has been proposed. We examined the circumstances under which offsets distant from the impact location could be more likely to achieve no net loss or provide better ecological outcomes than offsets close to the impact area. We applied a graphical model for migratory shorebirds in the East Asian–Australasian Flyway as a case study to explore the problems that arise when incorporating spatial flexibility into offset planning. Spatially flexible offsets may alleviate impacts more effectively than local offsets; however, the risks involved can be substantial. For our case study, there were inadequate data to make robust conclusions about the effectiveness and equivalence of distant habitat-based offsets for migratory shorebirds. Decisions around offset placement should be driven by the potential to achieve equivalent ecological outcomes; however, when considering more distant offsets, there is a need to evaluate the likely increased risks alongside the potential benefits. Although spatially flexible offsets have the potential to provide more cost-effective biodiversity outcomes and more cobenefits, our case study showed the difficulty of demonstrating these benefits in practice and the potential risks that need to be considered to ensure effective offset placement. 相似文献

Implementation of CO2 capture and geological storage (CCGS) technology at the scale needed to achieve a significant and meaningful reduction in CO2 emissions requires knowledge of the available CO2 storage capacity. CO2 storage capacity assessments may be conducted at various scales—in decreasing order of size and increasing order of resolution: country, basin, regional, local and site-specific. Estimation of the CO2 storage capacity in depleted oil and gas reservoirs is straightforward and is based on recoverable reserves, reservoir properties and in situ CO2 characteristics. In the case of CO2-EOR, the CO2 storage capacity can be roughly evaluated on the basis of worldwide field experience or more accurately through numerical simulations. Determination of the theoretical CO2 storage capacity in coal beds is based on coal thickness and CO2 adsorption isotherms, and recovery and completion factors. Evaluation of the CO2 storage capacity in deep saline aquifers is very complex because four trapping mechanisms that act at different rates are involved and, at times, all mechanisms may be operating simultaneously. The level of detail and resolution required in the data make reliable and accurate estimation of CO2 storage capacity in deep saline aquifers practical only at the local and site-specific scales. This paper follows a previous one on issues and development of standards for CO2 storage capacity estimation, and provides a clear set of definitions and methodologies for the assessment of CO2 storage capacity in geological media. Notwithstanding the defined methodologies suggested for estimating CO2 storage capacity, major challenges lie ahead because of lack of data, particularly for coal beds and deep saline aquifers, lack of knowledge about the coefficients that reduce storage capacity from theoretical to effective and to practical, and lack of knowledge about the interplay between various trapping mechanisms at work in deep saline aquifers. 相似文献

This paper examines the relationship between North American beef consumption and deforestation in South and Central America.
Some writers have argued that consumption of hamburgers in North America, particularly hamburgers consumed in fast food restaurants,
contributes to the depletion of the rainforest in South and Central America. We survey the published policy literature on
the causes of rainforest depletion in the region. We also review the published estimates of the rate and extent of clearing
of rainforest that has occurred in South and Central America since 1970. Finally, we review the data on beef imports and consumption
in Canada and the United States in a effort to assess the importance of South and Central America as suppliers of beef to
the North American market. We conclude that the relationship between beef consumption in North America should not be considered
an important cause of forest depletion in South and Central America. Domestic policies and market forces in the countries
where rainforests are located are the leading causes of rainforest depletion in this region. This lesson seems to have been
lost on some popular and even some textbook writers on this subject.
