This paper challenges “Big Society (BS) Localism”, seeing it as an example of impoverished localist thinking which neglects social justice considerations. We do this through a critical examination of recent turns in the localist discourse in the UK which emphasise self-reliant communities and envisage a diminished role for the state. We establish a heuristic distinction between positive and negative approaches to localism. We argue that the Coalition Government's BS programme fits with a negative localist frame as it starts from an ideological assumption that the state acts as a barrier to community-level associational activity and that it should play a minimal role. “BS localism” (as we call it) has been influential over the making of social policy, but it also has implications for the achievement of environmental goals. We argue that this latest incarnation of localism is largely ineffective in solving problems requiring collective action because it neglects the important role that inequalities play in inhibiting the development of associational society. Drawing upon preliminary research being undertaken at the community scale, we argue that staking environmental policy success on the ability of local civil society to fill the gap left after state retrenchment runs the risk of no activity at all. 相似文献

While the techniques and technologies associated with contaminated sediment remediation are relatively mature, there are several issues associated with these practices that make them unattractive. The inability of currently used mechanical mixing implements to place amendments in aqueous environments and their intrusive behavior toward benthic communities are just two examples of a necessity for an improved delivery method. Waterjets may be a viable option for placement of particulate remediation amendments, such as activated carbon and granular iron, at depth. A custom waterjet nozzle and injection system has been fabricated by the authors to examine this delivery concept. The developed injection system's performance was tested by characterizing the waterjet‐delivered amendment (activated carbon and granular iron) distributions in a surrogate sediment. The delivered amendment distributions followed similar patterns for a range of injection times and a variety of amendments. The injection depths, however, were dependent upon the type of amendment being injected. These findings have led to a better understanding of what occurs during an amendment injection, which can be used for a more controlled placement of remediation amendments using this technique in the future. The laboratory results indicate that the subject waterjet system may have the potential for field‐scale applications, especially for granular iron delivery, as the authors were able to place between 60 and 70 wt percent into a surrogate sediment bed along the path of injection. © 2011 Wiley Periodicals, Inc. 相似文献

Even when environmental data quantify the risks and benefits of delayed responses to rapid anthropogenic change, institutions rarely respond promptly. We propose that narratives complementing environmental datasets can motivate responsive environmental policy. To explore this idea, we relate a case study in which a narrative of economic loss due to regionally rapid ocean acidification—an anthropogenic change—helped connect knowledge with action. We pose three hypotheses to explain why narratives might be particularly effective in linking science to environmental policy, drawing from the literature of economics, environmental policy, and cognitive psychology. It seems that yet-untold narratives may hold similar potential for strengthening the feedback between environmental data and policy and motivating regional responses to other environmental problems. 相似文献

This paper adds to the literature on skills for sustainable communities by examining the role and processes of learning in “communities of practice” that exist within a “grassroots association”. Interviews were conducted with participants in the communities of practice of a student group called Green Action, which engages with environmental issues in practical ways. The findings demonstrate how learning occurred in the communities of practice, how participants gained skills and knowledge for sustainable consumption, and how learning in the communities of practice appeared to help Green Action to sustain itself in the long-term. This paper could serve as a useful demonstration to others as to how to apply the theories and concepts from the literature on communities of practice when researching skills and knowledge for sustainable communities. The emerging challenge of managing increasing volumes of urban sewage has resulted in municipalities pursuing sustainable ways to manage urban biosolids and their by-products. Using content analysis of public debates, and situating the debate within science, policy and facility siting literature, this study examines claims and counterclaims relating to the siting of a biosolid processing facility in rural Ontario. The equivocal evidence on the health and environmental effects of biosolids resulted in a heated “expert versus lay” debate. The study critically evaluates the importance of trust and the shifting role of scientific evidence in politicised settings, while making relevant policy recommendations. 相似文献
