Groundwater over-pumping is a major problem in several countries around the globe. Since controlling groundwater pumping through water flow meters is hardly feasible, the surrogate is to control electricity usage. This paper presents a framework to restrict groundwater pumping by implementing an annual individual electricity quota without interfering with the electricity pricing policy. The system could be monitored online through prepaid electricity meters. This provides low transaction costs of individual monitoring of users compared to the prohibitive costs of water flow metering and monitoring. The public groundwater managers' intervention is thus required to determine the water and electricity quota and watch the electricity use online. The proposed framework opens the door to the establishment of formal groundwater markets among users at very low transaction costs. A cost–benefit analysis over a 25-year period is used to evaluate the cost of non-action and compare it to the prepaid electricity quota framework in the Batinah coastal area of Oman. Results show that the damage cost to the community, if no active policy is implemented, amounts to (−$288) million. On the other hand, the implementation of a prepaid electricity quota with an online management system would result in a net present benefit of $199 million.  相似文献

Sound, cost efficient management strategies in developed coastal zones can be reinforced by a thorough understanding of risks associated with the combination of anthropogenic and natural drivers of change. A Regional Risk Assessment (RRA) methodology was developed for the assessment of the potential impacts of climate change in the Tunisian coastal zone of the Gulf of Gabes. It is based on the use of Multi-Criteria Decision Analysis techniques and Geographic Information Systems and is designed to support the development and prioritization of adaptation strategies. The RRA focuses on sea-level rise and storm surge flooding impacts for human and natural systems, i.e., beaches, wetlands, urban areas, agricultural areas, and terrestrial ecosystems. Results suggest that for both of the studied climate change impacts, i.e., sea-level rise and storm surge flooding, the area potentially exposed is limited to a narrow, low elevation region adjacent to the shoreline. However, the exposed areas showed a high relative risk score, obtained by the integration of exposure and susceptibility factors. Beaches have the lowest relative risk scores, while wetlands and terrestrial ecosystems have the higher relative risk scores. The final outputs of the analysis (i.e., exposure, susceptibility, and risk maps) can support end-users in the establishment of relative priorities for intervention and in the identification of suitable areas for human settlements, infrastructure, and economic activities, thus providing a basis for coastal zoning and land-use planning.  相似文献

The present work presents a study of the biological treatment of fish processing wastewa at salt concentration of 55 g/L. Wastewater was treated by both continuous stirred-ta reactor(CSTR) and membrane bioreactor(MBR) during 50 and 100 days, respectively. Th biological processes involved salt-tolerant bacteria from natural hypersaline environme at different organic loading rates(OLRs). The phylogenetic analysis of the correspond excised DGGE bands has demonstrated that the taxonomic affiliation of the most domin species includes Halomonadaceae and Flavobacteriaceae families of the Proteobacteria(Gamm proteobacteria class) and the Bacteroidetes phyla, respectively. The results of MBR w better than those of CSTR in the removal of total organic carbon with efficiencies from 97 to 98.6%. Nevertheless, salinity with increasing OLR aggravates fouling that requires m cleaning for a membrane in MBR while leads to deterioration of sludge settleability a effluent quality in CSTR.  相似文献

A case of 45,X/46,X,+mar mosaicism was detected in a male fetus (27 weeks' gestation) referred for karyotype analysis following the observation of a short femur at the ultrasound scan. Analysis of 12 Y-chromosome loci by fluorescent in situ hybridization (FISH) and polymerase chain reaction (PCR) demonstrated that the marker chromosome is of Y origin and corresponds to an authentic isochromosome for the short arm of the Y chromosome, i(Yp). The breakpoint on this marker is in YQ11·1 close to the centromere. The present report illustrates the importance of FISH and PCR techniques as a complement to cytogenetic methods for accurate identification and characterization of chromosome rearrangements in prenatal diagnosis.  相似文献

The study uses a rather unusual method, dendrochronology, to investigate the growth and survival of Atriplex portulacoides L. and Artemisia maritima L. on salt marshes at two field sites on the Dutch North Sea barrier islands of Terschelling and Ameland. By providing information on longevity of these typical salt-marsh shrubs, dendrochronology offers an indirect way to investigate the influence of management regime – grazing in this case – on marsh quality and areal extent. Diminishment of salt marshes is a continuing concern in the northern Netherlands. The two shrub species studied here, A. portulacoides and A. maritima, are common to salt marshes. With their extensive roots and branches, they facilitate sedimentation and stabilize salt marshes. Using dendrochronology, this study found that annual growth rings could be identified to determine shrub age and growth. In A. portulacoides these rings took the form of a narrow band of terminal parenchyma. In A. maritima they were made up of unlignified marginal parenchyma together with higher vessel density at the beginning of the growing season. Growth rings indicated that intense grazing was clearly detrimental to the survival of A. portulacoides at the Terschelling site. However, grazing facilitated survival of A. maritima at the Ameland site by reducing light and nutrient competition from grasses. No growth trends could be found, however, as the lifespan for both species is short and many other influences on shrub growth could be identified.  相似文献

We examine the dynamic relationships between per capita carbon dioxide emissions, real gross domestic product (GDP), non-hydroelectric renewable energy (NHRE) consumption, agricultural value added (AVA), and agricultural land (AGRL) use for the case of Argentina over the period 1980–2013 by employing the autoregressive distributed lag bound approach to cointegration and Granger causality tests. The Fisher statistics of the Wald test are examined, and the existence of a long-run cointegration between variables is proved. There are long-run bidirectional causalities between all considered variables. The short-run Granger causality suggests bidirectional causality between AVA and agricultural land use, unidirectional causalities running from AGRL to NHRE and from NHRE to AVA. Long-run elasticity estimates suggest that increasing AGRL reduces carbon emissions; increasing AVA increases GDP and reduces pollution, AGRL, and NHRE; and increasing NHRE reduces AVA and AGRL. Thus, it seems that agriculture and renewable energy are substitute activities and compete for land use. We recommend that Argentina should continue to encourage agricultural production. The substitutability between agricultural and non-hydroelectric renewable energy productions, and their competition for agricultural land use, should be at least reduced or even stopped by encouraging research and development in second-generation (or even in third-generation) biofuel production and in new technologies for renewable energy and for agriculture more efficient in land use.

Agricultural water management is a complex decision-making problem involving multiple criteria of different nature as well as multiple decision agents with different interests. To handle this multiplicity of objectives and interests a pragmatic approach based on compromise programming is proposed in this paper. The methodology is applied to an agricultural water management problem in Tauste, Spain. Public, environmentalist and private decision makers are considered. The approach proposed reveals itself as a pragmatic alternative to other approaches based on aggregate utility functions with very sound theoretical underpinnings but with few possibilities of actually being put into practice.  相似文献
