Understanding how hydraulic factors control alluvial river meander migration can help resource managers evaluate the long-term
effects of floodplain management and bank stabilization measures. Using a numerical model based on the mechanics of flow and
sediment transport in curved river channels, we predict 50 years of channel migration and suggest the planning and ecological
implications of that migration for a 6.4-km reach (river miles 218–222) of the Sacramento River near the Woodson Bridge State
Recreation Area, California, USA.
Using four different channel management scenarios, our channel migration simulations suggest that: (1) channel stabilization
alters the future channel planform locally and downstream from the stabilization; (2) rock revetment currently on the bank
upstream from the Woodson Bridge recreation area causes more erosion of the channel bank at the recreation area than if the
revetment were not present; (3) relocating the channel to the west and allowing subsequent unconstrained river migration relieves
the erosion pressure in the Woodson Bridge area; (4) the subsequent migration reworks (erodes along one river bank and replaces
new floodplain along the other) 26.5 ha of land; and (5) the river will rework between 8.5 and 48.5 ha of land in the study
reach (over the course of 50 years), depending on the bank stabilization plan used. The reworking of floodplain lands is an
important riparian ecosystem function that maintains habitat heterogeneity, an essential factor for the long-term survival

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass
as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues,
particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international
consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention.
National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and
agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic
from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts,
account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues
relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should
be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management.
Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing
these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass
production can make an effective contribution to the stabilization of atmospheric GHG concentrations. 相似文献

Over recent decades urban and regional development agendas in the United Kingdom have become dominated by the discourses of sustainable development, holistic regeneration and community capacity-building. It is in this context that brownfield development has emerged as a core feature in strategies to regenerate urban areas. Bringing brownfields back into use tends to be, a priori, presented as a 'good thing' that will have broader economic, environmental and social benefits. This paper assesses the role that brownfield development plays in urban and regional policy agendas in the UK. It begins by identifying the rationales for, and concerns associated with, the brownfield development process in the UK, before discussing the trajectories of policy under the New Labour government since 1997. It argues that at present too much is expected from brownfield-led regeneration programmes and that wider benefits will only accrue if these programmes are embedded within a wider and more comprehensive set of development projects and policy agendas. 相似文献

Decisions made during the course of investigating and remediating a contaminated site, as well as the technology used, are most often driven exclusively by physical, technical, and health-based concerns. Additionally, in both determining and managing the potential risks posed by a remediation project, the focus tends to be placed primarily on health risks. However, a contaminated site and its remediation are neither static over time nor do they exist in a vacuum. Other elements of risk associated with the site and remedial activities include continuing regulatory oversight and compliance, public and agency relations, remedial technology costs, current and future land-use issues, and future technological/regulatory risks. Agencies, consultants, contractors, and facility management must consider these other non-health-related elements of risk. Additionally, efforts made to communicate a project's decisions, technologies, and risks are often made in a defensive or reactive posture, resulting in ineffective communication and an alienated, angry, or distrustful public. ABSTRACTClimate change has increased the need for clean, nonpolluting energy sources to decrease dependence on fossil fuels. Alternative energy sources, mainly solar and horizontal wind, have been the primary focus for producing clean energy. New technologies are being developed, such as the Solar Vortex (SoV), which was developed at the Georgia Institute of Technology, and relies on a vertical wind resource to generate power. The National Renewable Energy Lab (NREL) has resource models representing solar and horizontal wind resources across the 48 United States. This research developed a vertical wind resource model that is comparable in resolution to NREL’s solar and horizontal wind resource models and uses the model for estimating power output for the SoV. This model complements NREL’s existing resource models and supports the deployment of an additional clean energy generation technology. Grizzly bears ( Ursus arctos horribilis ), mountain lions ( Puma concolor ), wolverines ( Gulo gulo ), wolves ( Canis lupus ), and lynx ( Felis lynx ) are all top-level carnivores in the Rocky Mountains of the northern U.S. and southern Canada. Because of their body size and high trophic position, these species require abundant prey species and large habitat areas—requirements that make their conservation a controversial public policy problem. Because the challenge of conserving these species extends beyond biological issues, it is necessary to involve other relevant disciplines and perspectives in understanding and solving the problem. Our examination of the context, content, and process of large carnivore conservation policies suggests more effective and active roles for scientists in designing solutions to the problem of landscape-level carnivore conservation. Scientists must develop an understanding of the range of participants in the policy process and the ways in which these participants receive and utilize information. This knowledge of the policy process could help scientists to better understand their roles in framing and clarifying policy questions, projecting the consequences of various alternatives, and presenting policy information in appropriate fora. 相似文献

Contamination of soil and groundwater by trinitrotoluene (TNT) is a widespread problem confronting military bases and ammunition manufacturing facilities throughout the United States. Phytoremediation provides a promising treatment of TNT-contaminated groundwater and wastewater because many plants contain the necessary enzymes to degrade explosives such as TNT. Two phytoremediation methods are proposed in this article: controlled reactors and constructed wetlands. Controlled reactors provide greater control of operating parameters, a reduced possibility of contaminant migration, control of animals feeding on the plants, and minimization of competition from other plant species. Constructed wetlands have relatively low capital costs, and the wetland becomes a desirable ecological resource. Because cost, as opposed to reactor size, appears to be the most significant factor for military base cleanup, this project focused on the constructed wetland approach. To estimate the disappearance of TNT and its breakdown products from a constructed wetland, a first-order, nonreversible reaction, plug-flow, finite-difference model was developed. Batch scale experiments were conducted to define disappearance kinetics for individual chemical species. The results of the model suggest that reasonably sized wetlands may be used to treat a wastestream with an influent TNT concentration of 2.25 ppm at flow rates ranging from 10 to 5,000 gpm. Economic comparisons to other published costs for competing technologies are promising. 相似文献

Little is known about the occurrence and distribution of the herbicide diuron [3-(3,4-dichlorophenyl)-1,1-dimethyl urea] in soil, ground water, and surface water in areas affected by grass-seed production. A field study was designed to investigate the occurrence and distribution of diuron and its transformation products at a poorly drained field site located along an intermittent tributary of Lake Creek in the southern Willamette Valley of Oregon. The experimental sites consisted of a field under commercial grass seed production with a cultivated riparian zone and a second site that was part of the same grass seed field but with a noncultivated riparian zone. Diuron and its transformation product DCPMU [3-(3,4-dichlorophenyl)-1-methylurea] were the only significant residues detected in this study. Concentrations of diuron in surface water declined from a maximum of 28 microg/L immediately following application to low levels that persisted as long as flow was present. Diuron and DCPMU concentrations in shallow ground water (15-36 cm below ground surface) were highest (2-13 microg/L) in the zone immediately adjacent (0.5 m) to Lake Creek and indicated the influence of stream water on shallow ground water near the stream. Diuron and DCPMU detected in soil prior to the second season's application indicated the persistence of diuron and DCPMU from the previous year's application. Surface runoff during the rainy season removes only a very small percentage (<1%) of the applied herbicide. In addition, no evidence was obtained for the downward transport of diuron or its transformation products to deep ground water. 相似文献
