The introduction of national parks in areas where existing authorities have traditionally been responsible for developing policies, preparing plans and making decisions on development proposals, can be a threat to longstanding interests. This paper explores this problem by examining the struggle for control of planning in one of Scotland's first national parks, the Cairngorms. Recent research (McCarthy et al., 2002McCarthy JLloyd GIllsley B(2002)National parks in Scotland: balancing environment and economy Research briefing European Planning Studies 10 (5) pp. 665–670[Web of Science ®][Google Scholar]) has established the policy context for this investigation. Informed by research focusing on the consultation process which led to the establishment of the national park, this paper analyzes how alternative approaches to the allocation of planning powers were captured in competing storylines, around which polarized coalitions of interest formed. Opening such insights into the considerations that shape institutional design—a combination of contested problem framing and straightforward political struggles over the locus of regulatory power—starkly reveals the challenges to the new park authority as it seeks to establish consensus between conflicting interests. 相似文献
On the basis of a Solomon Islands case study, we report that tropical rainforests hitherto perceived as untouched, pristine, virgin, etc., are actually sites of former settlement, extensive forest clearance, and irrigated/swidden agriculture. An unusually wide range of sources--rainforest ecology, forest classification and mapping, ethnobotany, land-use history, oral traditions, ethnographic and archaeological observations--supports our conclusions. These observations have bearings for contemporary perspectives on scenarios for rainforest regeneration after logging. They also force a revision of certain assumptions concerning Melanesian prehistory and historical demography, and indicate that interdisciplinary links between botany, archaeology and social anthropology are needed to achieve a better appreciation of rainforest dynamics. 相似文献
An epoxy-based thermoplastic polyester, poly(hydroxy ester ether), was incubated under aerobic conditions in a laboratory-scale compost system for 168 days to evaluate its potential for biodegradation. Radiolabeled test polymer [uniformly 14C ring-labeled, poly(hydroxy ester ether)] was incorporated into a mature compost and a sludge-amended compost at a loading of 3 mg test polymer/g compost. 14C-Cellulose was used as the positive control and a biologically inhibited control reactor was used to assess abiotic degradation of the test polymer. Degradation of the test polymer was assessed by measuring the amount of 14C-CO2 from each of the test reactors. In addition, at selected time intervals subsamples of the compost were collected and serially extracted with water, methanol, and dimethylformamide to monitor degradation of the 14C-test polymer and provide a partial characterization of the degradation intermediates. Extensive degradation of 14C-poly(hydroxy ester ether) was observed in the test reactors with degradation half-life of the parent polymer (t1/2) of approximately 32 days. By the end of the study, only 2% of the total 14C activity in the test reactors was attributed to intact polymer, with most of the measurable 14C activity converted to either 14C-CO2 (26% of total 14C activity) or nonextractable products (accounting for 60% of the total activity). In contrast to the test reactors, only 3% of the 14C-poly(hydroxy ester ether) added to the biologically inhibited control reactor was mineralized to 14C-CO2. The results obtained from the microbially active and biologically inhibited compost systems indicate that the poly(hydroxy ester ether) polymer was degraded, at least in part, by a biologically mediated process. 相似文献
ABSTRACT: The influence of sediment resuspension on the water quality of shallow lakes is well documented. However, a search of the literature reveals no deterministic mass-balance eutrophication models that explicitly include resuspension. We modified the Lake Okeechobee water quality model - which uses the Water Analysis Simulation Package (WASP) to simulate algal dynamics and phosphorus, nitrogen, and oxygen cycles - to include inorganic suspend. ed solids and algorithms that: (1) define changes in depth with changes in volume; (2) compute sediment resuspension based on bottom shear stress; (3) compute partition coefficients for ammonia and ortho-phosphorus to solids; and (4) relate light attenuation to solids concentrations. The model calibration and validation were successful with the exception of dissolved inorganic nitrogen species which did not correspond well to observed data in the validation phase. This could be attributed to an inaccurate formulation of algal nitrogen preference and/or the absence of nitrogen fixation in the model. The model correctly predicted that the lake is light-limited from resuspended solids, and algae are primarily nitrogen limited. The model simulation suggested that biological fluxes greatly exceed external loads of dissolved nutrients; and sediment-water interactions of organic nitrogen and phosphorus far exceed external loads. A sensitivity analysis demonstrated that parameters affecting resuspension, settling, sediment nutrient and solids concentrations, mineralization, algal productivity, and algal stoichiometry are factors requiring further study to improve our understanding of the Lake Okeechobee ecosystem. 相似文献
As part of the activities of the Multi-Resolution Land Characteristics (MRLC) Interagency Consortium, an intermediate-scale land cover data set is being generated for the conterminous United States. This effort is being conducted on a region-by-region basis using U.S. Standard Federal Regions. To date, land cover data sets have been generated for Federal Regions 3 (Pennsylvania, West Virginia, Virginia, Maryland, and Delaware) and 2 (New York and New Jersey). Classification work is currently under way in Federal Region 4 (the southeastern United States), and land cover mapping activities have been started in Federal Regions 5 (the Great Lakes region) and 1 (New England). It is anticipated that a land cover data set for the conterminous United States will be completed by the end of 1999. A standard land cover classification legend is used, which is analogous to and compatible with other classification schemes. The primary MRLC regional classification scheme contains 23 land cover classes.The primary source of data for the project is the Landsat thematic mapper (TM) sensor. For each region, TM scenes representing both leaf-on and leaf-off conditions are acquired, preprocessed, and georeferenced to MRLC specifications. Mosaicked data are clustered using unsupervised classification, and individual clusters are labeled using aerial photographs. Individual clusters that represent more than one land cover unit are split using spatial modeling with multiple ancillary spatial data layers (most notably, digital elevation model, population, land use and land cover, and wetlands information). This approach yields regional land cover information suitable for a wide array of applications, including landscape metric analyses, land management, land cover change studies, and nutrient and pesticide runoff modeling. 相似文献
Objective: This study was designed to evaluate the performance of a pelvic restraint cushion (PRC), a submarining countermeasure that deploys under the thighs when a crash is detected in order to block the forward motion of the pelvis.
Methods: Sled tests approximating low- and high-speed frontal impacts were conducted with 4 female postmortem human subjects (PMHS) restrained by a lap and shoulder belt in the right front passenger seat. The subjects were tested with and without a PRC.
Results: The PRC is effective in reducing forward motion of the PMHS pelvis and reduces the risk of injury due to lap belt loading in a high-speed frontal crash.
Conclusions: Although small sample size limits the utility of the study's findings, the results suggest that the PRC can limit pelvic forward motion and that pelvic injury due to PRC deployment is not likely. 相似文献
AbstractObjective: To meet increasing customer demand, many vehicle manufacturers are now offering a panoramic sunroof option in their vehicle lineup. Currently, there is no regulatory or consumer test aimed at assessing the potential for ejection mitigation of roof glazing, which leaves manufacturers to develop internal performance standards to guide designs. The goal of this study was to characterize the variety of occupant-to-roof impacts involving unbelted occupants in rollover crashes to determine the ranges of possible effective masses and impact velocities. This information can be used to define occupant retention requirements and performance criteria for roof glazing in occupant ejection protection.Methods: This study combined computational (MADYMO and LS-Dyna) simulations of occupant kinematics in rollover crashes with laboratory rollover crash tests using the dynamic rollover test system (DRoTS) and linked them through controlled anthropomorphic test device (ATD)-to-roof (“drop”) impact tests. The DRoTS and the ATD drop tests were performed to explore impact scenarios and estimate dummy-to-roof impact impulses. Next, 13 sets of vehicle kinematics and deformation data were extracted from a combination of vehicle dynamics and finite element model simulations that reconstructed variations of rollover crash cases from the field data. Then occupant kinematics data were extracted from a full-factorial sensitivity study that used MADYMO simulations to investigate how changes in anthropometry and seating position would affect occupant–roof impacts across all 13 cases. Finite element (FE) simulations of ATD and Global Human Body Models Consortium (GHBMC) human body model (HBM) roof impacts were performed to investigate the most severe cases from the MADYMO simulations to generate a distribution of head-to-roof impact energies.Results: From the multiparameter design of experiment and experimental study, kinematics and energy output were extracted and analyzed. Based on dummy-to-roof impact force and dummy-to-roof impact velocity, the most severe rollover scenarios were identified. In the DRoTS experiments followed by the drop tests, the range of identified impact velocities was between 2 and 5.8 m/s. However, computational simulations of the rollover crashes showed higher impact velocities and similar effective masses. The largest dummy-to-roof impact velocity was 11 m/s.Conclusions: This study combined computational and experimental analyses to determine a range of possible unbelted occupant-to-roof impact energies. These results can be used to determine design parameters for an impactor for the assessment of the risk of roof glazing ejection for unbelted occupants in rollover crashes. 相似文献
