Making Sense of the Policy Process for Carnivore Conservation   总被引:2,自引:0,他引:2  
Grizzly bears ( Ursus arctos horribilis ), mountain lions ( Puma concolor ), wolverines ( Gulo gulo ), wolves ( Canis lupus ), and lynx ( Felis lynx ) are all top-level carnivores in the Rocky Mountains of the northern U.S. and southern Canada. Because of their body size and high trophic position, these species require abundant prey species and large habitat areas—requirements that make their conservation a controversial public policy problem. Because the challenge of conserving these species extends beyond biological issues, it is necessary to involve other relevant disciplines and perspectives in understanding and solving the problem. Our examination of the context, content, and process of large carnivore conservation policies suggests more effective and active roles for scientists in designing solutions to the problem of landscape-level carnivore conservation. Scientists must develop an understanding of the range of participants in the policy process and the ways in which these participants receive and utilize information. This knowledge of the policy process could help scientists to better understand their roles in framing and clarifying policy questions, projecting the consequences of various alternatives, and presenting policy information in appropriate fora.  相似文献

Ammonia (NH(3)) emissions from animal systems have become a primary concern for all of livestock production. The purpose of this research was to establish the relationship of nitrogen (N) emissions to specific components of swine production systems and to determine accurate NH(3) emission factors appropriate for the regional climate, geography, and production systems. Micrometeorological instrumentation and gas sensors were placed over two lagoons in North Carolina during 1997-1999 to obtain information for determining ammonia emissions over extended periods and without interfering with the surrounding climate. Ammonia emissions varied diurnally and seasonally and were related to lagoon ammonium concentration, acidity, temperature, and wind turbulence. Conversion of significant quantities of ammonium NH(4)(+) to dinitrogen gas (N(2)) were measured in all lagoons with the emission rate largely dependent on NH(4)(+) concentration. Lagoon NH(4)(+) conversion to N(2) accounted for the largest loss component of the N entering the farm (43% as N(2)); however, small amounts of N(2)O were emitted from the lagoon (0.1%) and from field applications (0.05%) when effluent was applied nearby. In disagreement with previous and current estimates of NH(3) emissions from confined animal feeding operation (CAFO) systems, and invalidating current assumptions that most or all emissions are in the form of NH(3), we found much smaller NH(3) emissions from animal housing (7%), lagoons (8%), and fields (2%) using independent measurements of N transformation and transport. Various N fertilizer sources are available for lawn turf. Few field studies, however, have determined the losses of nitrate (NO(3)-N) from lawns receiving different formulations of N fertilizers. The objectives of this study were to determine the differences in NO(3)-N leaching losses among various N fertilizer sources and to ascertain when losses were most likely to occur. The field experiment was set out in a completely random design on a turf typical of the lawns in southern New England. Treatments consisted of four fertilizer sources with fast- and slow-release N formulations: (i) ammonium nitrate (AN), (ii) polymer-coated sulfur-coated urea (PCSCU), (iii) organic product, and (iv) a nonfertilized control. The experiment was conducted across three years and fertilized to supply a total of 147 kg N ha(-1) yr(-1). Percolate was collected with zero-tension lysimeters. Flow-weighted NO(3)-N concentrations were 4.6, 0.57, 0.31, and 0.18 mg L(-1) for AN, PCSCU, organic, and the control, respectively. After correcting for control losses, average annual NO(3)-N leaching losses as a percentage of N applied were 16.8% for AN, 1.7% for PCSCU, and 0.6% for organic. Results indicate that NO(3)-N leaching losses from lawn turf in southern New England occur primarily during the late fall through the early spring. To reduce the threat of NO(3)-N leaching losses, lawn turf fertilizers should be formulated with a larger percentage of slow-release N than soluble N.  相似文献

In-service diesel engines are a significant source of particulate matter (PM) emissions, and they have been subjected to increasingly strict emissions standards. Consequently, the wide-scale use of some type of particulate filter is expected. This study evaluated the effect of an Engelhard catalyzed soot filter (CSF) and a Rypos electrically heated soot filter on the emissions from in-service diesel engines in terms of PM mass, black carbon concentration, particle-bound polycyclic aromatic hydrocarbon concentration, and size distribution. Both filters capture PM. The CSF relies on the engine's exhaust to reach the catalyst regeneration temperature and oxidize soot, whereas the electrically heated filter contains a heating element to oxidize soot. The filters were installed on several military diesel engines. Particle concentrations and compositions were measured before and after installation of the filter and again after several months of operation. Generally, the CSF removed at least 90% of total PM, and the removal efficiency improved or remained constant after several months of operation. In contrast, the electrical filters removed 44-69% of PM mass. In addition to evaluating the soot filters, the sampling team also compared the results of several real-time particle measurement instruments to traditional filter measurements of total mass.  相似文献

In contrast to its counterparts in Europe and North America, the Australian National Pollutant Inventory (NPI) includes estimates of aggregated emissions of nutrients (total nitrogen and total phosphorus) from catchments and facilities. Sparse or inadequate data limit the extent to which nutrient exports may be estimated from direct observations. The paucity of data for calibration and simulation limits the use of sophisticated models in most Australian catchments. Therefore, a simple unit-area load model-Catchment Management Support System (CMSS)-was selected to estimate aggregated catchment emissions for the NPI. Estimates from models like CMSS are sensitive to spatial and categorical resolution of land uses identified within the catchment and to nutrient generation rates selected for each land use category. Using three Hawkesbury-Nepean subcatchments, we show that while high spatial resolution of land use mapping is useful, only four or five major land use categories with carefully selected generation rates were required to estimate potential nutrient exports sufficiently well and to determine subcatchments contributing most. Nutrient emission estimates proved to be highly dependent on selection of generation rates so a bootstrap technique was adopted to reduce subjectivity and to improve estimates of confidence limits. This led to a specification of new generation rates for Natural, Unimproved pasture, Rural and Urban land uses and to establishment of uncertainty limits.  相似文献

Ten cattle were treated with daily doses of five PCDD/F congeners, over a 4 week period. Four control animals were not treated. They were subsequently slaughtered as three groups, at 5, 18 and 31 weeks after the first dose. All congeners showed an increase in concentration within animal tissues when sampled at 5 weeks post-dosing. Concentrations had reduced after 18 weeks and there was a further small reduction after 31 weeks. Halflives for each congener were calculated at 13-21 weeks (93-148 days). Concentrations of congeners were different in the various tissues analysed. At 5 weeks after dosing commenced, concentrations in sub-cutaneous fat and in perirenal fat were close to 40 ng/kg (a predicted level based on 50% absorption of the dosed compounds). Concentrations on a fat basis in muscle tissue and liver were, however, about 5 and 10 times higher, respectively. The concentrations found in muscle tissue and liver samples taken at 18 and 31 weeks were approximately twice that found in fat deposits, thus the differences were still apparent, but at a reduced level. It is possible that the distribution phase was incomplete and that PCDD/Fs remained predominantly in association with circulating blood lipids rather than in equilibrium with depot fat. It follows that if livestock were recently exposed to PCDD/Fs (for example, through the consumption of contaminated feed), the analysis of depot fats would not necessarily provide a reliable indicator of the concentrations of PCDD/Fs in edible tissues.  相似文献
