Due to the nature of contamination typically found at former MGP (manufactured gas plant) sites, excavation and thermal desorption of MGP wastes has proven to be an effective method for the remediation of MGP‐contaminated soil. The use of on‐site thermal desorption enables MGP sites to be quickly remediated at a low cost. Tar pits, holders, and other underground storage structures typically contain coal tar residuals and waste from former operations, and the areas around these structures are often significantly contaminated. Thus, excavation techniques, odor and vapor management, and material preparation for the treatment method are important factors to consider when developing a site remediation strategy. This article reviews typical excavation and handling methods associated with the remediation of former MGP sites and discusses the treatment of MGP wastes using on‐site thermal desorption technology. © 2001 John Wiley & Sons, Inc.  相似文献

The supply of freshwater to estuarine ecosystems is a critical factor in maintaining the overall health and organization of coastal marshes. Specifically along the Texas Gulf coast, the coupled effects of decreased freshwater inflows to the estuary and natural processes (e.g., precipitation, wind, and tides) can exert significant salt-stress on coastal marsh vegetation. In this project we sought to quantitatively link the inflow of freshwater to the estuary (San Antonio Bay) with Aransas National Wildlife Refuge (ANWR) coastal marsh salinity and assess the influence of salinity and inundation on Carolina wolfberry (Lycium carolinianum Walt.) phenology (leaf and fruit abundance). The Carolina wolfberry is one of the more common high marsh plant species found at ANWR and has been shown to be a key food source for endangered Whooping Cranes which inhabit the coastal marshes of the ANWR each fall/winter. Results from our study show that periods of decreased freshwater inflows to the estuary correlated with increased marsh salinity at the ANWR. Wolfberry plants at ANWR marsh sites displayed increased fruit abundance during years which had lower mean summer time salinity (June, July, and August) in San Antonio Bay; conversely, during years of increased bay salinity during the same summertime months, wolfberry plants showed decreased fruit abundance. Through the continued validation of the relationship between inflows and coastal marsh salinity, we hope to provide additional insight into how wolfberry phenology varies inter-annually across both salinity and inundation regimes and how freshwater inflows may affect food availability for the endangered Whooping Crane.  相似文献

Rush Lake (WI, USA), the largest prairie-pothole lake east of the Mississippi River, has been contaminated with lead pollution as a result of over 140 years of waterfowl hunting. We examined: (1) the extent of lead pollution in Rush Lake sediments and (2) whether lead pollution in Rush Lake is affecting the abundance and community structure of indigenous sediment bacteria. Sediment lead concentrations did not exceed 59 mg Pb kg(-1) dry sediment. No relationship was observed between sediment lead concentration and the abundance of aerobic (P=0.498) or anaerobic (P=0.416) heterotrophic bacteria. Similarly, lead did not appear to affect bacterial community structure when considering both culturable and nonculturable community members. In contrast, the culturable fraction of sediment bacteria in samples containing 59 mg Pb kg(-1) exhibited a unique community structure. While factors other than lead content likely play roles in determining bacterial community structure in the sediments of Rush Lake, these data suggest that the culturable fraction of sediment bacterial communities is affected by elevated lead levels.  相似文献

Development projects that impact wetlands commonly require compensatory mitigation, usually through creation or restoration of wetlands on or off the project site. Over the last decade, federal support has increased for third-party off-site mitigation methods. At the same time, regulators have lowered the minimum impact size that triggers the requirement for compensatory mitigation. Few studies have examined the aggregate impact of individual wetland mitigation projects. No previous study has compared the choice of mitigation method by regulatory agency or development size. We analyze 1058 locally and federally permitted wetland mitigation transactions in the Chicago region between 1993 and 2004. We show that decreasing mitigation thresholds have had striking effects on the methods and spatial distribution of wetland mitigation. In particular, the observed increase in mitigation bank use is driven largely by the needs of the smallest impacts. Conversely, throughout the time period studied, large developments have rarely used mitigation banking, and have been relatively unaffected by changing regulatory focus and banking industry growth. We surmise that small developments lack the scale economies necessary for feasible permittee responsible mitigation. Finally, we compare the rates at which compensation required by both county and federal regulators is performed across major watershed boundaries. We show that local regulations prohibiting cross-county mitigation lead to higher levels of cross- watershed mitigation than federal regulations without cross-county prohibitions. Our data suggest that local control over wetland mitigation may prioritize administrative boundaries over hydrologic function in the matter of selecting compensation sites.  相似文献

Through the application of cognitive appraisal theory, this study unifies the emergent themes of studying justice in relation to organizational context, as well as justice in relation to employee feelings of psychological distress. A sample of 677 employees from 72 organizations was used to test hypotheses related to justice, job control, mechanistic structure, and employee feelings of anxiety and depression. We found procedural justice, within a primary appraisal role, to be a highly effective tool for minimizing psychological distress. In combination with both distributive justice as well as a mechanistic structure, procedural justice can help to minimize feelings of anxiety and depression, but in different manners for each variable. Further, a strong influence of job control upon both procedural justice and, ultimately, depression and anxiety highlighted its role as a perceived means for avoiding or minimizing the harm of a potential stressor. Ammonia emitted from beef cattle feedyards adds excess reactive N to the environment, contributes to degraded air quality as a precursor to secondary particulate matter, and represents a significant loss of N from beef cattle feedyards. We used open path laser spectroscopy and an inverse dispersion model to quantify daily, monthly, seasonal, and annual NH emissions during 2 yr from two commercial cattle feedyards in the Panhandle High Plains of Texas. Annual patterns of NH fluxes correlated with air temperature, with the greatest fluxes (>100 kg ha d) during the summer and the lowest fluxes (<15 kg ha d) during the winter. Mean monthly per capita emission rate (PCER) of NH-N at one feedyard ranged from 31 g NH-N head d (January) to 207 g NH-N head d (October), when increased dietary crude protein from wet distillers grains elevated emissions. Ammonia N emissions at the other feedyard ranged from 36 g NH-N head d (January) to 121 g NH-N head d (September). Monthly fractional NH-N loss ranged from a low of 19 to 24% to a high of 80 to 85% of fed N at the two feedyards. Seasonal PCER at the two feedyards averaged 60 to 71 g NH-N head d during winter and 103 to 158 g NH-N head d during summer. Annually, PCER was 115 and 80 g NH-N head d at the two feedyards, which represented 59 and 52% of N fed to the cattle. Detailed studies are needed to determine the effect of management and environmental variables such as diet, temperature, precipitation, and manure water content on NH emissions.  相似文献

Ecosystem service markets are popular policy tools for ecosystem protection. Advanced credit releases are an important factor affecting the supply side of ecosystem markets. Under an advanced credit release policy, regulators give ecosystem suppliers a fraction of the total ecosystem credits generated by a restoration project before it is verified that the project actually achieves the required ecological thresholds. In spite of their prominent role in ecosystem markets, there is virtually no regulatory or research literature on the proper design of advanced credit release policies. Using U.S. aquatic ecosystem markets as an example, we develop a principal–agent model of the behavior of regulators and wetland/stream mitigation bankers to determine and explore the optimal degree of advance credit release. The model highlights the tension between regulators’ desire to induce market participation, while at the same time ensuring that bankers successfully complete ecological restoration. Our findings suggest several simple guidelines for strengthening advanced credit release policy.  相似文献
