End-of-life vehicles (ELV) have become a global concern as automobiles have become popular worldwide. An international workshop was held to gather data and to discuss 3R policies and ELV recycling systems, their background and present situation, outcomes of related policies and programs, the framework of recycling and waste management, and case studies on related topics in several countries and regions, as well as the essential points of the comparison. Legislative ELV recycling systems are established in the EU, Japan, Korea, and China, while in the US, ELV recycling is managed under existing laws on environmental protection. Since automobile shredding residue (ASR) has a high calorific value and ash content, and includes heavy metals as well as a mass of unclassified fine particles, recycling ASR is considered highly difficult. Countries with a legislative ELV system commonly set a target for recovery rates, with many aiming for more than 95 % recovery. In order to reach this target, higher efficiency in ASR recovery is needed, in addition to material recycling of collectable components and metals. Environmentally friendly design was considered necessary at the planning and manufacturing stages, and the development of recycling systems and techniques in line with these changes are required for sound ELV management.  相似文献

This paper describes and examines the schemes established in five EU countries for the recycling of packaging waste. The changes in packaging waste management were mainly implemented since the Directive 94/62/EC on packaging and packaging waste entered into force. The analysis of the five systems allowed the authors to identify very different approaches to cope with the same problem: meet the recovery and recycling targets imposed by EU law. Packaging waste is a responsibility of the industry. However, local governments are generally in charge of waste management, particularly in countries with Green Dot schemes or similar extended producer responsibility systems. This leads to the need of establishing a system of financial transfers between the industry and the local governments (particularly regarding the extra costs involved with selective collection and sorting). Using the same methodological approach, the authors also compare the costs and benefits of recycling from the perspective of local public authorities for France, Portugal and Romania. Since the purpose of the current paper is to take note of who is paying for the incremental costs of recycling and whether the industry (i.e. the consumer) is paying for the net financial costs of packaging waste management, environmental impacts are not included in the analysis. The work carried out in this paper highlights some aspects that are prone to be improved and raises several questions that will require further research. In the three countries analyzed more closely in this paper the industry is not paying the net financial cost of packaging waste management. In fact, if the savings attained by diverting packaging waste from other treatment (e.g. landfilling) and the public subsidies to the investment on the “recycling system” are not considered, it seems that the industry should increase the financial support to local authorities (by 125% in France, 50% in Portugal and 170% in Romania). However, in France and Portugal the industry is paying local authorities more than just the incremental costs of recycling (full costs of selective collection and sorting minus the avoided costs). To provide a more definitive judgment on the fairness of the systems it will be necessary to assess the cost efficiency of waste management operators (and judge whether operators are claiming costs or eliciting “prices”).  相似文献

Recent advances in understanding of the surface energy balance of urban areas, based on both experimental investigations andnumerical models, are reviewed. Particular attention is directedto the outcome of a COST-715 Expert Meeting held in April 2000,as well as experiments initiated by that action. In addition, recentcomplete parameterisations of urban effects in meso-scalemodels are reviewed. Given that neither the surface energybalance, nor its components, normally are directly measuredat meteorological stations, nor are there guidelines for theset-up of representative meteorological stations in urbanareas, this paper also provides recommendations to closethese gaps.  相似文献

Assessment of water resources requires reliable rainfall data, and rain gauge networks may not provide adequate spatial representation due to limited point measurements. The Tropical Rainfall Measuring Mission (TRMM) provides rainfall data at global scale, and has been used with good results. However, TRMM data are an indirect measurement of rainfall, and therefore must be validated for its proper use. In this work, a validation scheme was designed and implemented to compare the TRMM Version 7 (V7) monthly rainfall product at different time frames with data measured in two hydrologic subregions of the Santiago River Basin (SRB) in Mexico: Río Alto Santiago and Río Bajo Santiago (RBS). Additionally, three physio‐climatic regions provide an assessment of the interplay of topography, distance from coastal regions, and seasonal weather patterns on the correspondence between both datasets. The TRMM V7 rainfall product exhibited good agreement with the rain gauge data particularly for the RBS and for the whole SRB during wettest summer and autumn seasons. However, strong regional dependence was observed due to differences in climate and topography. Overall, in spite of some noted underestimations, the monthly TRMM V7 rainfall product was found to provide useful information that can be used to complement limited monitoring as is the case of RBS. An improved combined rainfall product could be generated and thus gaining the most benefits from both data sources.  相似文献

Natural regeneration is key for large-scale forest restoration, yet it may lead to different biodiversity outcomes depending on socio-environmental context. We combined the results of a global meta-analysis to quantify how biodiversity recovery in naturally regenerating forests deviates from biodiversity values in reference old-growth forests, with structural equation modeling, to identify direct and indirect associations between socioeconomic, biophysical and ecological factors and deviation in biodiversity recovery at a landscape scale. Low deviation within a landscape means higher chances of multiple sites in naturally regenerating forests successfully recovering biodiversity compared to reference forests. Deviation in biodiversity recovery was directly negatively associated with the percentage of cropland, forest cover, and positively associated with the percentage of urban areas in the surrounding landscape. These three factors mediated the indirect associations with rural population size, recent gross deforestation, time since natural regeneration started, mean annual temperature, mean annual water deficit, road density, land opportunity cost, percentage cover of strictly protected forest areas, and human population variation in the surrounding landscape. We suggest that natural forest restoration should be prioritized in landscapes with both low socioeconomic pressures on land use conversion to pasturelands and urban areas, and high percentage of forest cover.  相似文献

This paper presents adjusted profile likelihoods for α, the roughness parameter of the distribution. This distribution has been widely used in the modeling, processing and analysis of data corrupted by speckle noise, e.g., synthetic aperture radar images. Specifically, we consider the following modified profile likelihoods: (i) the one proposed by Cox and Reid, and (ii) approximations to adjusted profile likelihood proposed by Barndorff—Nielsen, namely the approximations proposed by Severini and one based on results by Fraser, Reid and Wu. We focus on point estimation and on signalized likelihood ratio tests, the parameter of interest being the roughness parameter that indexes the distribution. As far as point estimation is concerned, the numerical evidence presented in the paper favors the Cox and Reid adjustment, and in what concerns signalized likelihood ratio tests, the results favor the approximation to Barndorff7mdash;Nielsen's adjustment based on the results by Fraser, Reid and Wu. A nationwide programme for the prevention of sickle cell (SS and SC) disorders was initiated in Cuba in 1983. Couples at risk were identified by screening pregnant women and the partners of those who carry an abnormal haemoglobin, followed by genetic counselling and the offer of prenatal diagnosis. Prenatal diagnosis was performed in one laboratory, which had carried out 1068 prenatal tests for Hb SS and SC disorders by the end of 1992.
