Economic analysis is a useful tool to aid decisions on what to do about wildlife impacts, such as those of vertebrate predators on livestock farmers. The case-study of lamb predation by foxes in Britain is used to develop a theoretical economic model, with the aim of determining a financially optimal solution to minimise the total costs of livestock predation at the farm-level. Total costs include output losses and expenditure on preventive and control measures, in this case indoor housing and lethal fox control. The model is tested empirically with data from a questionnaire survey of sheep farmers and field data on fox population densities in Britain. Regression analyses are used to determine the relationships between lamb losses and expenditure on indoor housing, fox population density and other non-management characteristics. The effect of fox abundance on the cost of fox control is also assessed. Marginal analysis is used to determine the total cost-minimising solution from the farmer's point-of-view, in terms of how many ewes should be housed indoors and for how long, as well as how many foxes should be killed in addition to any lethal control already carried out. Optimal solutions vary according to farm characteristics, including flock size and the regional location of farms. In all cases, to minimise the costs of predation, as many ewes as possible should be housed. However, it is not worthwhile housing them for more than a day after lambing. Efficient fox predation management does not necessarily mean that lamb losses should be reduced to zero, and additional fox control is not worthwhile on the majority of farms. The analysis provides a framework for future evaluations of wildlife impacts and cost-effective management of these problems.  相似文献

Urban development in the mega-cities of Asia has caused detrimental effects on the human health of its inhabitants through air pollution. However, averting these health damages by investing in clean energy and industrial technologies and measures can be expensive. Many cities do not have the capital to make such investments or may prefer to invest that capital elsewhere. In this article, we examine the city of Shanghai, China, and perform an illustrative cost/benefit analysis of air pollution control. Between 1995 and 2020 we expect that Shanghai will continue to grow rapidly. Increased demands for energy will cause increased use of fossil fuels and increased emissions of air pollutants. In this work, we examine emissions of particles smaller than 10 microm in diameter (PM10), which have been associated with inhalation health effects. We hypothesize the establishment of a new technology strategy for coal-fired power generation after 2010 and a new industrial coal-use policy. The health benefits of pollution reduction are compared with the investment costs for the new strategies. The study shows that the benefit-to-cost ratio is in the range of 1-5 for the power-sector initiative and 2-15 for the industrial-sector initiative. Thus, there appear to be considerable net benefits for these strategies, which could be very large depending on the valuation of health effects in China today and in the future. This study therefore provides economic grounds for supporting investments in air pollution control in developing cities like Shanghai.  相似文献

ABSTRACT: The term flashiness reflects the frequency and rapidity of short term changes in streamflow, especially during runoff events. Flashiness is an important component of a stream's hydrologic regime. A variety of land use and land management changes may lead to increased or decreased flashiness, often to the detriment of aquatic life. This paper presents a newly developed flashiness index, which is based on mean daily flows. The index is calculated by dividing the pathlength of flow oscillations for a time interval (i.e., the sum of the absolute values of day‐to‐day changes in mean daily flow) by total discharge during that time interval. This index has low interannual variability, relative to most flow regime indicators, and thus greater power to detect trends. Index values were calculated for 515 Midwestern streams for the 27‐year period from 1975 through 2001. Statistically significant increases were present in 22 percent of the streams, primarily in the eastern portion of the study area, while decreases were present in 9 percent, primarily in the western portion. Index values tend to decrease with increasing watershed area and with increasing unit area ground water inputs. Area compensated index values often shift at ecoregion boundaries. Potential index applications include evaluation of programs to restore more natural flow regimes.  相似文献

Methane (CH4) effluxes by paddy-culture rice (Oryza sativa L.) contribute about 16% of the total anthropogenic emissions. Since radiative forcing of CH4 at current atmospheric concentrations is 21 times greater on a per mole basis than that of carbon dioxide (CO2), it is imperative that the impact of global change on rice CH4 emissions be evaluated. Rice (cv. IR72) was planted in sunlit, closed-circulation, controlled-environment chambers in which CH4 efflux densities were measured daily. The CO2 concentration was maintained at either 330 or 660 micromol mol(-1). Air temperatures were controlled to daily maxima and minima of 32/23, 35/26, and 38/29 degrees C at each CO2 treatment. Emissions of CH4 each day were determined during a 4-h period after venting and resealing the chambers at 0800 h. Diurnal CH4 effluxes on 77, 98, and 119 d after planting (DAP) were obtained similarly at 4-h intervals. Emissions over four-plant hills and over flooded bare soil were measured at 53, 63, and 100 DAP. Emissions were negligible before 40 DAP. Thereafter, emissions were observed first in high-CO2, high-temperature treatments and reached a sustained maximum efflux density of about 7 mg m(-2) h(-1) (0.17 g m(-2) d(-1)) near the end of the growing season. Total seasonal CH4 emission was fourfold greater for high-CO2, high-temperature treatments than for the low-CO2, low-temperature treatment, probably due to more root sloughing or exudates, since about sixfold more acetate was found in the soil at 71 DAP. Both rising CO2 and increasing temperatures could lead to a positive feedback on global warming by increasing the emissions of CH4 from rice.  相似文献

Synoptic data on concentrations of sediment-associated chemical contaminants and benthic macroinfaunal community structure were collected from 1,389 stations in estuaries along the U.S. Atlantic and Gulf of Mexico coasts as part of the nationwide Environmental Monitoring and Assessment Program (EMAP). These data were used to develop an empirical framework for evaluating risks of benthic community-level effects within different ranges of sediment contamination from mixtures of multiple chemicals present at varying concentrations. Sediment contamination was expressed as the mean ratio of individual chemical concentrations relative to corresponding sediment quality guidelines (SQGs), including Effects Range-Median (ERM) and Probable Effects Level (PEL) values. Benthic condition was assessed using diagnostic, multi-metric indices developed for each of three EMAP provinces (Virginian, Carolinian, and Louisianian). Cumulative percentages of stations with a degraded benthic community were plotted against ascending values of the mean ERM and PEL quotients. Based on the observed relationships, mean SQG quotients were divided into four ranges corresponding to either a low, moderate, high, or very high incidence of degraded benthic condition. Results showed that condition of the ambient benthic community provides a reliable and sensitive indicator for evaluating the biological significance of sediment-associated stressors. Mean SQG quotients marking the beginning of the contaminant range associated with the highest incidence of benthic impacts (73–100% of samples, depending on the province and type of SQG) were well below those linked to high risks of sediment toxicity as determined by short-term toxicity tests with single species. Measures of the ambient benthic community reflect the sensitivities of multiple species and life stages to persistent exposures under actual field conditions. The negative health effects of repeated dust exposure have been well documented. In California's San Joaquin Valley, agricultural operations may contribute substantially to airborne particulates. We evaluated four management systems to assess impacts on dust production and soil properties for a cotton (Gossypium hirsutum L.)-tomato (Lycopersicon esculentum Mill.) rotation: standard tillage with (STCC) and without (STNO) cover crop, and conservation tillage with (CTCC) and without (CTNO) cover crop. Gravimetric analysis of total dust (TD, <100-mum aerodynamic diameter) and respirable dust (RD, 4-mum aerodynamic diameter) samples collected in the plume generated by field implements showed that dust concentrations for CTNO treatments were about one-third of their STNO counterparts for both cumulative TD and RD measured throughout the two-year rotation, primarily due to fewer in-field operations. The TD and RD production for STNO and STCC was comparable, whereas the CTCC system produced about twice as much TD and RD as CTNO. Energy dispersive spectroscopy (EDS) analyses showed absolute increases of 8 and 39% organic fragments in STCC and CTCC over STNO and CTNO, respectively, while organic fragments in the TD increased by 6% in both cover crop treatments. Soil C content was positively correlated with clay content and increased by an average of 0.12 and 0.07% in the cover crop and non-cover crop treatments, respectively, although soil C for each treatment showed a distinct response to a field texture gradient. While dust emissions show an immediate decrease due to fewer field operations for the conservation tillage treatments, long-term sampling is necessary to determine the effects that increased aggregation through organic matter additions may have on dust production.  相似文献

Researchers have noted that current water quality protection strategies, like nutrient management plans, lack a sound hydrological underpinning for pollutant transport processes. This is especially true for areas like the northeastern U.S. where copious research has shown that variable source area hydrology largely governs runoff generation. The goal of this study was to develop a scientifically justified method to identify the locations that generate overland flow. Furthermore, this methodology must be computationally simple enough that it can be utilized or incorporated into nutrient management plans and other established water quality tools. We specifically tested the reliability of the 'distance from a stream,'D(s), and the 'topographic index,'lambda, to predict areas with a high propensity for generating overland flow, i.e. hydrologically sensitive areas (HSA). HSAs were defined by their probability of generating runoff, P(sat), based on 30 year simulations using a physically based hydrological model. Using GIS, each location's P(sat) was correlated with D(s) and lambda. We used three Delaware Co., NY watersheds in the New York City watershed system with areas varying in size from 1.6 to 37 km2 and with forested and agricultural land uses. The topographic index gave stronger, more regionally consistent correlations with P(sat) than did D(s). Equations correlating lambda and P(sat) for each month are presented and can be used to estimate hydrological sensitivity in the region surrounding our study watersheds, i.e. in Delaware Co. This work is currently being incorporated into an Internet Mapping System to facilitate user-friendly, on-line identification of HSAs.  相似文献

Offset schemes help avoid or revert habitat loss through protection of existing habitat (avoided deforestation), through the restoration of degraded areas (natural regrowth), or both. The spatial scale of an offset scheme may influence which of these 2 outcomes is favored and is an important aspect of the scheme's design. However, how spatial scale influences the trade-offs between the preservation of existing habitat and restoration of degraded areas is poorly understood. We used the largest forest offset scheme in the world, which is part of the Brazilian Forest Code, to explore how implementation at different spatial scales may affect the outcome in terms of the area of avoided deforestation and area of regrowth. We employed a numerical simulation of trade between buyers (i.e., those who need to offset past deforestation) and sellers (i.e., landowners with exceeding native vegetation) in the Brazilian Amazon to estimate potential avoided deforestation and regrowth at different spatial scales of implementation. Allowing offsets over large spatial scales led to an area of avoided deforestation 12 times greater than regrowth, whereas restricting offsets to small spatial scales led to an area of regrowth twice as large as avoided deforestation. The greatest total area (avoided deforestation and regrowth combined) was conserved when the spatial scale of the scheme was small, especially in locations that were highly deforested. To maximize conservation gains from avoided deforestation and regrowth, the design of the Brazilian forest-offset scheme should focus on restricting the spatial scale in which offsets occur. Such a strategy could help ensure conservation benefits are localized and promote the recovery of degraded areas in the most threatened forest landscapes.  相似文献
