A dynamic programming code was formulated for the purpose of assigning sampling frequencies throughout a regulatory water quality monitoring network in order to optimize the statistical performance of the network while operating within a fixed budgetary constraint. The statistical objective is to achieve the greatest possible station to station uniformity in confidence interval widths about annual geometric means of the measured water quality variables and to keep the average confidence width reasonably small. The objective function is the sum (over several selected variables and all stations) of the normalized positive deviations of the predicted confidence interval widths from preselected design confidence interval widths. The code was designed to account for the effects of deterministic seasonal variation and serial correlation of the water quality observations by incorporating the results of the time series analysis of historical quality data. The economic constraint ensures that the annual operating cost of the system, including direct costs of travel and laboratory analysis, will not exceed the allowable budget. As an example situation, the dynamic programming code was used to assign sampling frequencies to the nine stations in Illinois from which historical quality data had been obtained and analyzed. Using five design quality constituents and representative travel and laboratory costs, an “optimal” design was produced. The optimal design achieved a 10% improvement in uniformity (standard deviation) of confidence interval widths when compared to a more traditional design based on the same budget and using identical sampling frequencies at every station.  相似文献

A disastrous flood in Ibadan City, Nigeria in April 1978 aroused public interest in the Ogunpa river channelization scheme which had earlier been embarked upon by government. A questionnaire survey of 399 residents near the river was designed to examine three issues: (a) the losses sustained and the people's reaction to and perception of the causes of the flood; (b) their perception of the present and future uses of the river; and (c) their perception of the prospects of the channelization scheme.The results show that about 75% of the respondents were affected by the flood; 41% each lost property worth about N2960.00. Yet, many could not hope to move out of the flood zone mainly because of shortage of residential accomodation in the city. The factors given as being responsible for the flood were poor drainage, heavy rains, refuse disposal in the river, shallowness of the river channel and the unplanned layout of streets and buildings. Indeed, the major use of the river has been as a refuse dump, so that it is heavily polluted. Many respondents would like the river to be reclaimed to alleviate some of the socioeconomic problems confronting them. Recreational use of the river was not much considered. Majority of respondents thought the channelization scheme would bring some benefit. But, they are sceptical about its lasting impact unless it is done within the framework of a comprehensive programme of urban land management and protection and the improvement of living conditions in the city.  相似文献

Denitrification experiments have provided data showing the pitfalls and successes in developing a sustainable injection/extraction system in a sand and gravel aquifer. Experiments increase in complexity from continuous injection at one well to automated‐pulsed eight well injections. In both continuous and pulsed injection of organic carbon, 40 mg NO3‐N l?1 was reduced below the detection limit of < 0.1 mg NO3‐N l?1 in the denitrification zones. Under continuous injection, accumulation of bacterial exudates in the vicinity of the injection well resulted in injection well clogging within ten days. Periodic cleaning of the injection well and the adjacent gravel matrix was accomplished by using a tool developed to circulate a cleaning solution composed of 5 percent H2O2 and 0.02 percent NaOCl; but, biofouling could not be eliminated. In the later experiments, acetate became the carbon amendment because ethanol promoted more biomass development. A specialized pulse injection procedure was developed to separate nitrate from acetate‐C and was successful in alleviating the proliferation of bacterial exudates without affecting the performance of the denitrification system. Using pulsed injection, a maximum of 72 percent nitrate reduction was accomplished in the extraction well water, and denitrification was sustained for three months without clogging. © 2003 Wiley Periodicals, Inc.  相似文献

Enhanced bioremediation is quickly developing into an economical and viable technology for the remediation of contaminated soils. Until recently, chlorinated organic compounds have proven difficult to bioremediate. Environmentally recalcitrant compounds, such as polychlorinated biphenyls (PCBs) and persistent organic pesticides (POPs) such as dichlorodiphenyl trichloroethane (DDT) have shown to be especially arduous to bioremediate. Recent advances in field‐scale bioremedial applications have indicated that biodegradation of these compounds may be possible. Engineers and scientists at the Savannah River Site (SRS), a major DOE installation near Aiken, South Carolina, are using enhanced bioremediation to remediate soils contaminated with pesticides (DDT and its metabolites, heptachlor epoxide, dieldrin, and endrin) and PCBs. This article reviews the ongoing remediation occurring at the Chemicals, Metals, and Pesticides (CMP) Pits using windrow turners to facilitate microbial degradation of certain pesticides and PCBs. © 2003 Wiley Periodicals, Inc.  相似文献

Pork producers in Western Europe moreand more encounter a variety of societalconcerns about pork and pork production. Sofar, however, producers predominantly focusedon low consumer prices, therewith addressingjust one concern. This resulted in an intensiveand large-scale production system, decreasinglyrelated to the area of farm land, andaccompanied with increasing concerns aboutsafety and healthiness of pork, animal welfare,environmental pollution, and others.An overview was given of possible concernsabout West-European pork production with theconsumers, citizens, and producers, and thoseconcerns are traced back to the pork productionsystem. The various kinds and qualities ofinformation about the pork production system onwhich possible concerns are based have beenworked out extensively in this paper. Knowledgeabout the aspects of pork production that cangive rise to concerns can be used in two ways.First, the communication about those aspectstowards consumers and citizens can be adjustedor extended to give them better possibilitiesto make food choices or to develop their ownopinions about pork production. Second,producers could change the pork productionsystem such that it better satisfies consumersand citizens. Such adaptations are wellpossible, as three pork quality schemes, whichhave been evaluated, illustrate. However, mostof these adaptations can only be carried out atthe cost of the present low consumer prices andwill not occur spontaneously on a large scale.Therefore, accounting for the type andrelevance of the concerns, legislation isnecessary to address societal concerns in abalanced way such that pork production systemsbecome acceptable for the majority of oursociety.  相似文献
