Vehicle-specific power (VSP) has been found to be highly correlated with vehicle emissions. It is used in many studies on emission modeling such as the MOVES (Motor Vehicle Emissions Simulator) model. The existing studies develop specific VSP distributions (or OpMode distribution in MOVES) for different road types and various average speeds to represent the vehicle operating modes on road. However, it is still not clear if the facility- and speed-specific VSP distributions are consistent temporally and spatially. For instance, is it necessary to update periodically the database of the VSP distributions in the emission model? Are the VSP distributions developed in the city central business district (CBD) area applicable to its suburb area? In this context, this study examined the temporal and spatial consistency of the facility- and speed-specific VSP distributions in Beijing. The VSP distributions in different years and in different areas are developed, based on real-world vehicle activity data. The root mean square error (RMSE) is employed to quantify the difference between the VSP distributions. The maximum differences of the VSP distributions between different years and between different areas are approximately 20% of that between different road types. The analysis of the carbon dioxide (CO2) emission factor indicates that the temporal and spatial differences of the VSP distributions have no significant impact on vehicle emission estimation, with relative error of less than 3%.Implications: The temporal and spatial differences have no significant impact on the development of the facility- and speed-specific VSP distributions for the vehicle emission estimation. The database of the specific VSP distributions in the VSP-based emission models can maintain in terms of time. Thus, it is unnecessary to update the database regularly, and it is reliable to use the history vehicle activity data to forecast the emissions in the future. This article examines local recovery plans that were created in response to the Wenchuan earthquake and then suggests ways that planners can better apply the concept of sustainability to the recovery process. We utilize a plan evaluation protocol to analyze 16 recovery plans in counties and towns that were severely affected by the earthquake. We also conducted semi-structured interviews with public officials and planners, with the qualitative data gleaned from these interviews being used to supplement the plan quality assessment. The results reveal that local recovery plans do not appear to have incorporated sufficiently the concepts of sustainability. We conclude the paper with the following recommendations: emphasizing sustainability as a policy priority during vision and goal development; developing solid databases and planning techniques; designing a diversified set of regulatory- and incentive-based policy tools suitable for local governments; enhancing social and institutional learning; and further integrating multi-level and interagency governmental units. 相似文献

Sensitized photodechlorination of polychlorinated biphenyl, PCB 138, in three different surfactant solutions was studied. The sensitizer of choice was leuco-methylene blue, which was produced in situ from methylene blue using either triethylamine or sodium borohydride. Three types of surfactants, anionic (SDS), neutral (TWEEN 80), and cationic (CTAB) at different concentrations were investigated. The neutral and cationic surfactants were found to be more effective than anionic. In each case the surfactant concentration was found to play a significant role in the rate of dechlorination. Hydroxylated polybrominated diphenyl ethers (OH-PBDEs) along with methoxylated polybrominated diphenyl ethers (MeO-PBDEs) have been frequently identified as natural compounds in marine environment and also assumed as metabolites of PBDEs. In the present study, nine OH-PBDE, nine MeO-PBDE and 10 PBDE congeners were studied in the sewage sludge collected from 36 municipal wastewater treatment plants (WWTPs) in 27 cities of China. The results suggest that OH-PBDEs and PBDEs are ubiquitous in sewage sludge in China, however, methoxylated PBDEs were not detectable. Composition profiles of detected OH-PBDE congeners were different depending on the sampling location. ΣOH-PBDEs in WWTPs sludge ranged from 0.04 to 2.24 ng g?1 dry weight (mean: 0.35 ng g?1 dry weight). The total amount of the two most prominent congeners (6-OH-BDE-47 + 2′-OH-BDE-68) accounted for about 53.3–100% of the sum of all six identified congeners. A significant linear relationship was found between 6-OH-BDE-47 and 2′-OH-BDE-68. A distinct geographical distribution of ΣOH-PBDEs was observed with greater concentrations of OH-PBDEs at coastal areas than inland regions in China. 相似文献
