Effective EU and Member State policies for stimulating CCS 总被引:1,自引:0,他引:1
Although CO2 capture and storage (CCS) is widely recognised as an option to mitigate climate change, consistent and effective EU policies to advance CCS are still absent. This paper discusses policy instruments for advancing large-scale deployment of CCS in the European Union, and evaluates them in a multi-criteria analysis. The EU Emissions Trading Scheme (EU-ETS) is a cost-effective instrument for limiting greenhouse gas emissions, but it is questionable whether its currently limited time horizon and short-trading periods will lead to substantial CCS diffusion. Complementary policies at the EU and the Member State level may repair this and provide sufficient incentives for CCS. Potential policies include financial instruments such as investment subsidies, a feed-in scheme, or a CO2 price guarantee, as well as a CCS mandate or a low-carbon portfolio. These policy options differ with respect to their environmental effectiveness, possible interaction with the EU-ETS, costs and financial risk involved, and their competition with other mitigation options. Interactions between Member State policies and the EU-ETS are smaller in scope than those of EU-wide policies, but they are more likely to lead to displacement of financial resources from other low-carbon technologies. In addition, national policies may pose a significant part of the financial risk of CCS operations with Member States, reducing the operator's incentive to innovate. Overall, structural policies at the EU level, such as a mandate or a low-carbon portfolio standard would be more conducive for realising large-scale deployment of CCS across the EU as well as more acceptable to environmental organisations. 相似文献

To avoid increasing costs of landfill disposal, it has become increasingly important for U.S. foundries to identify beneficial reuses for the 8 to 12 million tons of waste foundry sand (WFS) generated annually. A major drawback to the reuse of some WFSs as a soil amendment is their high soil strength, under dry conditions, where root growth may be limited. Fifteen WFSs were analyzed for strength to rupture using lab-formed clods, exchangeable cations (Na, Mg, Ca), metal oxide concentration (Fe, Mn, Al, Si), cation exchange capacity (CEC), and % clay. Several WFS samples from gray iron foundries demonstrated high strength to rupture values (> 1.5 MPa), and could potentially restrict root growth in amended soils. The percentage of Na-bentonite exhibited a positive correlation (R(2) = 0.84) with strength to rupture values. When WFSs containing more Na-bentonite were saturated with 1 mol L(-1) Ca ions, strength values decreased by approximately 70%. Waste foundry sands containing less Na-bentonite were saturated with 1 mol L(-1) Na ions and exhibited a threefold increase in strength. Additions of gypsum (up to 9.6 g kg(-1) sand) to high strength waste foundry sands also caused decreases in strength. These results indicate that high strength WFSs have properties similar to hardsetting soils which are caused by high Na(+) clay content and can be ameliorated by the addition of Ca(2+). 相似文献

Co-digestion changes slurry characteristics and is supposed to increase short-term nitrogen (N) uptake by crops after application. A higher N uptake from slurry reduces the need for additional mineral N fertilizer. If farmers apply co-digested slurry (CS), a higher N recovery has to be taken into account to prevent losses to the environment. Since data on the effects of co-digestion on N recovery by crops are scarce, a pot experiment was performed. The apparent N recovery (ANR) of five different co-digested pig slurries was compared with their raw source slurries (RS) during 105 d after a single fertilization of ryegrass (Lolium perenne L.), grown under controlled conditions. Slurry was mixed with sandy soil and grass was cut every 35 d. The results show that co-digestion increased (p < 0.05) the ANR at first cut on average from 39 to 50%, at second cut from 7 to 9% (p < 0.05), and had no effect on ANR at third cut (3%). The ANR increase at first cut was likely due to an increase of the NH(4)-N/total N ratio along with a decrease of the organic C/total N ratio of slurry during co-digestion. Field application may under certain circumstances decrease N fertilizer value of CS, due to a higher NH(3) emission compared to RS. A potential ANR increase may then be reduced, absent, or even become a decrease. Under comparable NH(3) emissions, however, CS can in the short term be more valuable as an N fertilizer than RS, and fertilizer savings can likely be realized. 相似文献

Walking is important for the health of elderly people. Previous studies have found a relationship between neighbourhood characteristics, physical activity and related health aspects. The multivariate linear regression model presented here describes the relationships between the perceived attractiveness of streets for walking along and (physical) street characteristics. Two hundred and eighty-eight independently living elderly people (between 55 and 80 years old) participated in the study. Street characteristics were assessed along homogeneous street subsections defined as ‘links’. Positively related to perceived attractiveness of links were the following street characteristics: slopes and/or stairs, zebra crossings, trees along the route, front gardens, bus and tram stops, shops, business buildings, catering establishments, passing through parks or the city centre, and traffic volume. Litter on the street, high-rise buildings, and neighbourhood density of dwellings were negatively related to perceived link attractiveness. Overall, the results suggest that three main aspects affect perceived attractiveness of streets for walking, namely tidiness of the street, its scenic value and the presence of activity or other people along the street. Since the 1990s, the local level of governance has become increasingly important in addressing the challenge of sustainable development. In this article, we compare two approaches that seek to address sustainability locally, namely Local Agenda 21 and transition management. Discussing both approaches along six dimensions (history, aim, kind of change, governance understanding, process methodologies, and actors), we formulate general insights into the governance of sustainability in cities, towns, and neighbourhoods. This dialogue illustrates two related modes of thinking about sustainability governance. We touch upon the importance of an integrated perspective on sustainability transitions through which sustainability is made meaningful locally in collaborative processes. We suggest that the explicit orientation towards radical change is a precondition for governing sustainability in a way that addresses the root causes of societal challenges. Governing sustainability should address the tensions between aiming for radical change and working with status quo-oriented actors and governing settings. We conclude that governing sustainability should be about finding creative ways for opening spaces for participation, change, and experimentation, that is, for creating alternative ideas, practices, and social relations. These spaces for innovation encourage a reflexive stance on ways of working and one's own roles and attitudes, thereby preparing a fertile terrain for actors to engage in change from different perspectives. 相似文献

The spectre of regulatory reform carried out in a range of Western countries has generated concern amongst parts of the environmental policy community. Quality and effectiveness are said to be at stake, but empirically there is a dearth of data on the relationship between provisions for quality control and the effects on quality and effectiveness. This research addresses this lacuna by analysing the effects of different quality control provisions in the Netherlands and Denmark for a globally institutionalized environmental appraisal tool—Environmental Assessment (EA). Extensive technical provisions for quality control in the Netherlands have led to it being described as the ‘Rolls Royce’ of EA systems, while in Denmark the polity is expected to take charge of quality control. The effects of quality control are investigated through surveys and in-depth interviews with actors centrally engaged with EA implementation. The results show that quality control provisions are poorly related to the perceived quality and effectiveness of EA. Only the appropriateness of the scope of EA reports is perceived to be strongly related to quality control provisions. The findings are relevant for environmental policy communities concerned with quality control systems and effectiveness of policy appraisal tools and policy-makers contemplating regulatory reforms. 相似文献

In this study, we seek to verify the contributions made by three international standards to efforts by eight companies to reduce their environmental impacts and move toward sustainable development. The standards considered in this article are the International Organization for Standardization's (ISO) 9001 (quality), ISO 14001 (environmental management systems), and the Occupational Health and Safety Assessment Series (OHSAS) 18001. The eight companies analyzed for this study are located in the state of Rio Grande do Sul in Brazil. As part of this work, the authors generated a proposed sustainable positioning matrix and placed each company within one of four quadrants—economic approach, environmental approach, social approach, and sustainability approach—derived from the context of the Triple Bottom Line (Elkington, 2004 ). 相似文献

This study aims at describing, analyzing and evaluating the relation between management styles and process dynamics of a complex planning process confronted with unexpected dynamics. The development of an aquatic disposal site for dredged contaminated sediments in Oslo was managed by a project management style focused on timely and cost-effective implementation. Coupling the remediation project with another infrastructural project and the actual construction of the site led to unexpected dynamics in terms of resistance and controversy. Project management had difficulties in adjusting its style accordingly, resulting in even more delay and resistance. Managing complex planning projects requires a style suitable to the characteristics of the project and the capability of adjusting it to changing circumstances. The paper concludes with some explanations why it is difficult to change management styles in complex planning and implementation processes and complexity-embracing approaches to deal with this. 相似文献

In 2000, the European Union adopted the European Water Framework Directive (WFD) (European Commission, 2000). The WFD focuses on increasingly stringent nutrient standards including ultra low nitrogen (< 2.2 mg N-total/L) and phosphorus concentrations (< 0.15 mg total phosphorus/L) in receiving surface waters and in relevant point sources like wastewater treatment plant (WWTP) effluent. Expansion of WWTPs with advanced post-treatment processes, like effluent filtration, is widely proposed to meet possible future effluent discharge standards. When combining biological nitrate-nitrogen and chemical phosphorus removal in one filter, phosphorus limitation in the denitrifying process may occur. This study investigated where in the filter bed and under which conditions phosphorus limitation occurs. Profile measurements for nitrate, nitrite, and orthophosphorus (PO4-P) combined with chemical oxygen demand (COD) and 02 were conducted. Results showed that the required PO4-P/NOx-N ratio is approximately 0.006 mg/mg after phosphorous precipitation and flocculation. Profile measurements have proven to be an applicable and useful tool. It showed how nitrate and orthophosphorus are removed through the filter bed based on the PO4-P/NOx-N ratio. When orthophosphorus is removed more rapidly and efficiently compared to nitrate, the PO4-P/NOx-N ratio decreases. When PO4-P/NOx-N ratio thresholds are approximately 0.006 mg/mg for a certain period of time and water temperatures varied significantly, orthophosphorus limitation may occur. Changing the filter-bed configuration or decreasing the coagulant dosage can prevent limitation of the denitrifying process because of a phosphorous shortage. 相似文献
