Abstract Many processes have been investigated to dispose of obsolete pesticide stocks and clean up wastewater and contaminated soil. The processes vary in their stages of development and commercial utility. With the exception of incineration, no single process may be amenable to all pesticide waste. Thus, any chosen process must consider first the chemical constituents needing remediation, their concentration, and desired or regulated cleanup objectives. Incineration seems too impractical and expensive to clean up routinely generated wastewater and contaminated soil, but it may currently be the only practical option for obsolete stocks . Practical remediation processes for wastewater and contaminated soil produced by small waste generators are discussed. Cleanup should be viewed as an integration of physical, chemical, and biological technologies. 相似文献

The ability to examine the structure of the fetal heart in real-time started over 30 years ago now. The field has seen very great advances since then, both in terms of technical improvements in ultrasound equipment and in dissemination of operator skills. A great deal has been learnt about normal cardiac function in the human fetus throughout gestation and how it is affected by pathologies of pregnancy. There is increasing recognition of abnormal heart structure during routine obstetric scanning, allowing referral for specialist diagnosis and counselling. It is now possible to make accurate diagnosis of cardiac malformations as early as 12 weeks of gestation. Early diagnosis of a major cardiac malformation in the fetus can provide the parents with a comprehensive prognosis, enabling them to make the most informed choice about the management of the pregnancy. The escalating illegal wildlife trade (IWT) is one of the most high‐profile conservation challenges today. The crisis has attracted over US$350 million in donor and government funding in recent years, primarily directed at increased enforcement. There is growing recognition among practitioners and policy makers of the need to engage rural communities that neighbor or live with wildlife as key partners in tackling IWT. However, a framework to guide such community engagement is lacking. We developed a theory of change (ToC) to guide policy makers, donors, and practitioners in partnering with communities to combat IWT. We identified 4 pathways for community‐level actions: strengthen disincentives for illegal behavior, increase incentives for wildlife stewardship, decrease costs of living with wildlife, and support livelihoods that are not related to wildlife. To succeed the pathways, all require strengthening of enabling conditions, including capacity building, and of governance. Our ToC serves to guide actions to tackle IWT and to inform the evaluation of policies. Moreover, it can be used to foster dialogue among IWT stakeholders, from local communities to governments and international donors, to develop a more effective, holistic, and sustainable community‐based response to the IWT crisis. 相似文献

The health of populations in industrialised societies has been affected for many years by ambient air pollutants presenting a threat of chronic bronchitis and lung cancer. In the 1980s Indoor pollutants received much needed investigation to assess their hazards to health. Exposure to environmental tobacco smoke and radon is now the subject of much research and concern. This review attempts to put some perspective on lung cancer that is attributable to lifetime exposure to airborne pollutants. PROBLEM: Although graduated driver licensing (GDL) programs have reduced the high crash rates for 16-and 17-year-old drivers, research suggests that some teenagers fail to comply with restrictions on nighttime driving and carrying passengers. METHOD: A program to encourage compliance with GDL restrictions and seat belt requirements was implemented in Guilford County, North Carolina. The program combined increased enforcement with a multi-faceted publicity campaign drawing attention to the enforcement activity. A comparison community was studied to assess whether changes over time could be reasonably attributed to the program. RESULTS: Several measures indicate that greater enforcement did occur in the intervention community and that teenagers perceived the increase. However, self-reported data and direct observations of young drivers in the intervention and comparison communities showed the program resulted in only modest changes in compliance with GDL restrictions. DISCUSSION: The program put in place the mechanisms known to produce changes in driver behavior, but these may have been insufficient to alter the behavior of the minority of teenagers (and parents) who were not already complying with restrictions. However, the modest changes in young driver behavior plus the clear changes in both actual and perceived enforcement suggest that high visibility enforcement programs merit further use and evaluation in other communities, particularly those where compliance with GDL provisions is lower than in Guilford County. 相似文献

INTRODUCTION: Progress in dealing with the alcohol-impaired driving problem in the United States during the past 25 years is addressed. METHODS: Trends in various measures of the problem were tracked and a thorough review of the relevant literature conducted. RESULTS: In the 1980s and continuing into the early 1990s, major decreases occurred in alcohol-impaired driving and its consequences. The contribution of alcohol to fatal crashes dropped by 35-40% during this period. Two primary reasons for the decline appear to be the emergence of citizen activist groups that mobilized public support and attention to the problem, and the proliferation of effective laws. Since about 1995 the alcohol-impaired driving problem has stabilized at a reduced but still quite high level. CONCLUSIONS: Highway safety organizations and citizen activist groups have continued to highlight the problem, but its status as a social issue has diminished. We basically know what the primary target groups are, and we know measures that would work to reduce the problem if implemented more fully. We know that political leadership, state task forces, and media advocacy are important ingredients in addressing the problem. It is likely that a resurgence in citizen activism will be necessary to foster these elements and refocus the nation on the unfinished battle against alcohol-impaired driving. A study was undertaken in North Carolina to determine the characteristics of the minority of drivers who were not using seat belts following an extensive publicity/enforcement campaign, which had increased statewide use to 80%. Vehicles and drivers whose seat belt use was observed at sites across North Carolina were matched against Division of Motor Vehicles registration and driver history files for vehicle owners. The study file consisted of those observed drivers who matched the owners with respect to sex, race, and approximate age. The results of this investigation indicate that nonuse of seat belts was associated with males; younger age (<35); older vehicles (pre-1985); vehicles other than cars, especially pickups; and poor driving records. Telephone survey information indicated that nonusers were less likely to have health care coverage, more likely to acknowledge having consumed large amounts of alcohol in the past year, and more likely to have an arrest record. When asked about enforcement of the belt use law, many nonusers said that they would not respond to higher fines but they would respond to driver license points. To change the belt use behavior of this hard-core nonuser population, it well may be necessary as was done in Canada to combine publicity/enforcement campaigns with driver license points as a penalty for nonuse. 相似文献

In recent model years, Ford vehicles have been equipped with a supplementary seat belt reminder system that flashes and chimes intermittently for up to 5 min if the driver is unbelted. Sound- and light-based belt reminder systems of various types are beginning to appear in the market place, and it is important to learn about their acceptance and ability to increase belt use. The present study was designed to ascertain consumer reaction and reported belt use regarding the Ford system. Personal interviews were conducted with 405 drivers of vehicles with the reminder system. Among the drivers, 67% said they had activated the belt reminder one or more times, 73% said that the last time this happened they fastened their belts, 46% said their belt use had increased since driving this vehicle, 78% said they liked the reminder system, and 79% said they wanted a reminder system like this in their next vehicle. Five percent had disabled the system. Part-time users were responsive to the reminder, for example, of those who said they currently used belts usually but not on some occasions, 70% said they fastened their seat belts the last time the reminder was activated and 76% said their belt use had increased. Five percent spontaneously mentioned the belt reminder as an especially disliked feature of their new vehicles, and 2% said their belt use had decreased since having it. The 7% of respondents who reported they used belts never or very occasionally were least responsive to the system. Overall, the Ford belt reminder system is being favorably received. 相似文献

The Environmental Impact Statement (EIS) attempts to portray the current character of a given ecosystem. This provides a Baseline against which future possible changes can be assessed. Ecosystems, however, are dynamic and in a constant state of change. Consequently, data representing a single year reflect conditions only for that year and can be misleading if compared against any other year. In addition to this temporal variation, considerable spacial variation exists in species composition and cover. Ample sampling is required to compensate for this heterogeneity. Variation, or background noise, can be minimized by the use of similarity indexes and sampling over a period of at least two years. 相似文献
