This paper claims that participatory approaches to water resource management in New Zealand are highly influenced by how institutional and community actors understand and practise democracy, including indigenous Māori rights under the Treaty of Waitangi. Drawing on case study analysis from a six-year research programme in which the aim was to evaluate existing and new methods for participatory decision-making, we highlight how different but co-existing democratic beliefs and practices, referred to as democratic logics can shape relationships between governance/decision-making bodies and affected communities. One particular case is examined in detail to illustrate how the various “logics” were strengthened, extended and challenged through participatory research methodologies. Our key message is that revealing and articulating existing democratic logics for participation can help promote and facilitate new participatory approaches, as well as increase robustness and community buy-in to local government decision-making. 相似文献

Environmental insurance policies and the success of claims brought under them depend upon the intersection of both the legal and technical issues involved. The evolution of environmental insurance policies, from their origin in the Commercial General Liability policies up to the creation of new insurance products designed to cover specifically environmental concerns are addressed in this work. Both scientists and attorneys will have to develop a fuller understanding of environmental damage and assessments. The development of slow-release chemical oxidants for sub-surface remediation is a relatively new technology. Our objective was to develop slow-release persulfate-paraffin candles to treat BTEX-contaminated groundwater. Laboratory-scale candles were prepared by heating and mixing Na2S2O8 with paraffin in a 2.25 to 1 ratio (w/w), and then pouring the heated mixture into circular molds that were 2.38 cm long and either 0.71 or 1.27 cm in diameter. Activator candles were prepared with FeSO4 or zerovalent iron (ZVI) and wax. By treating benzoic acid and BTEX compounds with slow-release persulfate and ZVI candles, we observed rapid transformation of all contaminants. By using 14C-labeled benzoic acid and benzene, we also confirmed mineralization (conversion to CO2) upon exposure to the candles. As the candles aged and were repeatedly exposed to fresh solutions, contaminant transformation rates slowed and removal rates became more linear (zero-order); this change in transformation kinetics mimicked the observed dissolution rates of the candles. By stacking persulfate and ZVI candles on top of each other in a saturated sand tank (14 × 14 × 2.5 cm) and spatially sampling around the candles with time, the dissolution patterns of the candles and zone of influence were determined. Results showed that as the candles dissolved and persulfate and iron diffused out into the sand matrix, benzoic acid or benzene concentrations (Co = 1 mM) decreased by >90% within 7 d. These results support the use of slow-release persulfate and ZVI candles as a means of treating BTEX compounds in contaminated groundwater. 相似文献

Benthic infauna were sampled from 251 Southern California Bight (SCB) mainland shelf sites in the summer of 1994. Sample sites were selected using a stratified random design, with the primary strata being depth zone, geography, and proximity to point and non-point discharges. Benthic infaunal condition was assessed using the Benthic Response Index (BRI), and by comparing dominant taxa and community parameters (e.g., number of taxa) among strata. Ninety-one percent of sediments in the SCB were found to contain healthy benthic communities. Most stations with altered benthos were located near river mouths, in Santa Monica Bay, or on the Palos Verdes Shelf. Deviations at sites with altered benthic communities were mostly limited to minor changes in species composition, rather than to large declines in diversity or abundance. 相似文献

INTRODUCTION: Compared to younger age groups, older people are more likely to be seriously injured or to die as a result of a traffic crash. METHOD: The aim of the study is to examine the impact of environmental, vehicle, crash, and driver characteristics on injury severity in older drivers involved in traffic crashes by using recently linked police crash records and hospitalization data from New South Wales, Australia. The severity of injury resulting from traffic crashes was measured using the International Classification of Diseases, 10th revision (ICD-10) Injury Severity Score (ICISS). RESULTS: Multivariate analysis identified rurality, presence of complex intersections, road speed limit, driver error, speeding, and seat belt use as independent predictors of injury severity in older people. The type of intersection configuration explained over half of the observed variations in injury severity. IMPACT ON INDUSTRY: Environmental modification such as intersection treatments might contribute to a decrease in the severity of injury in older people involved in road crashes. 相似文献

Partial stroke testing (PST) has recently been introduced as a semi-automatic means to test process shutdown valves. Normally, this type of testing does not disturb the process and can detect many of the failures that traditionally have been revealed only by functional testing. The fraction of all dangerous failures that are detected by PST is called the PST coverage and is decisive for the effectiveness of the PST. So far, limited guidance on how to determine the PST coverage has been given. This paper discusses the application and limitations of PST and suggests a new procedure for how to determine the PST coverage factor. 相似文献

Nitrogen, tillage, and crop rotation effects on nitrous oxide emissions from irrigated cropping systems 总被引:5,自引:0,他引:5
We evaluated the effects of irrigated crop management practices on nitrous oxide (N(2)O) emissions from soil. Emissions were monitored from several irrigated cropping systems receiving N fertilizer rates ranging from 0 to 246 kg N ha(-1) during the 2005 and 2006 growing seasons. Cropping systems included conventional-till (CT) continuous corn (Zea mays L.), no-till (NT) continuous corn, NT corn-dry bean (Phaseolus vulgaris L.) (NT-CDb), and NT corn-barley (Hordeum distichon L.) (NT-CB). In 2005, half the N was subsurface band applied as urea-ammonium nitrate (UAN) at planting to all corn plots, with the rest of the N applied surface broadcast as a polymer-coated urea (PCU) in mid-June. The entire N rate was applied as UAN at barley and dry bean planting in the NT-CB and NT-CDb plots in 2005. All plots were in corn in 2006, with PCU being applied at half the N rate at corn emergence and a second N application as dry urea in mid-June followed by irrigation, both banded on the soil surface in the corn row. Nitrous oxide fluxes were measured during the growing season using static, vented chambers (1-3 times wk(-1)) and a gas chromatograph analyzer. Linear increases in N(2)O emissions were observed with increasing N-fertilizer rate, but emission amounts varied with growing season. Growing season N(2)O emissions were greater from the NT-CDb system during the corn phase of the rotation than from the other cropping systems. Crop rotation and N rate had more effect than tillage system on N(2)O emissions. Nitrous oxide emissions from N application ranged from 0.30 to 0.75% of N applied. Spikes in N(2)O emissions after N fertilizer application were greater with UAN and urea than with PCU fertilizer. Southern Alberta has the highest density of feedlot cattle in Canada, and there is a concern that leaching of water and contaminants may be greater for feedlots located on coarser-textured than finer-textured soils. Our objective was to determine if infiltration and leaching were greater for a 4-yr-old feedlot located on a moderately coarse-textured (MC) soil compared with two feedlots located on moderately fine-textured (MF) soils (5- and 52-yr-old pens). Various soil physical properties of feedlot pen surfaces were measured, including field-saturated hydraulic conductivity (K(fs)) and near-saturated hydraulic conductivity at -0.9 and -3.9 cm water potential. Selected chemical properties of feedlot soil layers were measured, as well as the chloride content of the soil profile (0-100 cm). Mean K(fs), K(-0.9), and K(-3.9) values were not significantly (P > 0.10) greater at the MC site than the two MF sites, indicating no evidence of greater infiltration on coarser-textured soils. In addition, mean K(fs), K(-0.9), and K(-3.9) values of soils within feedlot pens at all three sites were significantly (P < or = 0.10) reduced by 46 to 78% compared with soil outside the pens. Depth of chloride accumulation was greatest at the 52-yr-old feedlot on MF soil (60-70 cm), followed by 4-yr-old feedlot on MC soil (40-50 cm) and 5-yr-old feedlot on MF soil (30-40 cm).
