In the wake of the flood that affected Brisbane, Australia, in January 2011, public attention turned to the causes of the event and lessons for minimizing the impacts of future floods. The news media was an important vehicle for understanding and internalizing the 2011 Brisbane flood. Examining how the flood was framed in the media is, therefore, useful to understand broad public perception of floods. We undertook a systematic newspaper analysis during a one-year period to explore media framings of the flood, focused on learning as an aspect of resilience in relation to two themes: (1) perceived links between the flood and climate change and (2) perceived roles of government in managing the flood. We show that media coverage of the flood reinforces aspects of resilience by acknowledging community spirit, self-reliance and the importance of sharing experiences for learning; articulating the risk of extreme events in a changing climate; and highlighting regional management trade-offs. Much of the discourse is likely to inhibit resilience, however, by casting the flood in terms of blame and political opportunity and paying inadequate attention to longer-term aspects of regional resilience. The limited learning observed to date may highlight a need for other mechanisms and actors to lead learning processes. As policy related to the 2011 Brisbane flood, and extreme events more generally, is influenced by the public discourse, it is important to understand the nuances of communication around these events and the media’s role in reinforcing or changing perceptions. 相似文献

Community involvement has been identified as an important factor in the successful redevelopment of contaminated land, and access to technical resources has been a barrier for some communities. This paper describes how the US Environmental Protection Agency funded Technical Outreach Services to Communities programme was used to support four communities involved in land revitalization. The four New England case studies were used to retrospectively draw lessons learned that could be useful to others interested in similar community work. We suggest that the broad lessons point to four factors for success, namely, where there is: (1) a common vision in the community; (2) a cohesive community; (3) an opportunity for co-learning; and (4) a commitment among the parties for long-term engagement. We conclude that technical support can serve as a useful framework for developing trustful and long-term relationships with communities. 相似文献

ABSTRACT: In Yegua Creek, a principal tributary of the Brazos River in Texas, surveys of a 19 km channel reach downstream of Somerville Dam show that channel capacity decreased by an average of 65 percent in a 34 year period following dam closure. The decrease corresponds with an approximately 85 percent reduction in annual flood peaks. Channel depth has changed the most, decreasing by an average of 61 percent. Channel width remained stable with an average decrease of only 9 percent, reflecting cohesive bank materials along with the growth of riparian vegetation resulting from increased low flows during dry summer months. Although large changes in stream channel geometry are not uncommon downstream of dams, such pronounced reductions in channel capacity could have long‐term implications for sediment delivery through the system. 相似文献

ABSTRACT: Techniques were developed using vector and raster data in a geographic information system (GIS) to define the spatial variability of watershed characteristics in the north-central Sierra Nevada of California and Nevada and to assist in computing model input parameters. The U.S. Geological Survey's Precipitation-Runoff Modeling System, a physically based, distributed-parameter watershed model, simulates runoff for a basin by partitioning a watershed into areas that each have a homogeneous hydrologic response to precipitation or snowmelt. These land units, known as hydrologic-response units (HRU's), are characterized according to physical properties, such as altitude, slope, aspect, land cover, soils, and geology, and climate patterns. Digital data were used to develop a GIS data base and HRIJ classification for the American River and Carson River basins. The following criteria are used in delineating HRU's: (1) Data layers are hydrologically significant and have a resolution appropriate to the watershed's natural spatial variability, (2) the technique for delineating HRU's accommodates different classification criteria and is reproducible, and (3) HRU's are not limited by hydrographic-subbasin boundaries. HRU's so defined are spatially noncontiguous. The result is an objective, efficient methodology for characterizing a watershed and for delineating HRU's. This work validated a burial protocol for in situ testing and presents a robust, repeatable and time-saving technique to measure degraded areas in the sample, i.e. an image analysis method. 1440 specimens of degraded samples have been compiled in a data base. To this end, twenty samples presenting different levels of biodegradability (i.e. PHBV/HV, PLA, PCL, PCL-Starch, paper, PE, PE-Starch) were buried at 4 different locations and then disinterred at 4, 6, 9, 12, 18, and 24-month intervals. The biodegradation levels of these samples were determined by computing weight and area loss. Weight loss was measured after careful cleaning, whereas area loss was quantified using image analysis. Image analysis gives reliable information on visual pollution while only requiring a rudimentary and thus quicker cleaning of the samples. 相似文献

The aim of the present study was to demonstrate induction ofvitellogenin in the common carp (Cyprinus carpio) as abiomarker for monitoring freshwater ecosystems. Sexually undifferentiated specimens of common carp were treated experimentally with 17-estradiol and increasing doses of 4-nonylphenol and levels of plasma Vtg were measured in orderto: 1) validate an ELISA assay for plasma Vtg in the common carpusing the polyclonal rabbit anti-salmon Vtg antibody AA1 (Biosense, Norway); 2) check the sensitivity of carp juvenilesin producing Vtg in response to estrogen stimulation. The grouptreated with 17-estradiol showed high induction (156%)with respect to controls, also groups treated with 4-nonylphenolshowed induction of Vtg. The group treated with 100 mg kg-1b.wt showed an induction of 61%. A statistically significantcorrelation was found between dose and response. This preliminary study demonstrate a response to the ELISA assay for Vtg in the common carp using rabbit anti-salmon antibody AA1. A lysimeter trench was established at the Gardermoen delta (50 km north of Oslo, Norway) to study the flow of water and transport and degradation of aromatic jet fuel components (toluene and o-xylene) in the undisturbed unsaturated zone. Site investigations with ground-penetrating radar revealed the presence of dipping sedimentary layers within the foreset unit. This study has shown that the foreset bed of the Gardermoen delta structure provided a preferential flow path for the transport of the solute plumes, but did not have dramatic effects on the degradation potential under the current conditions. The degradation potential for toluene and o-xylene in the unsaturated zone at Gardermoen was very high and almost all of the injected hydrocarbons were biodegraded before reaching the saturated zone. However, the horizontal displacement of the plume showed that knowledge about sedimentary structures in the unsaturated zone is important for a sufficient monitoring of contaminant transport and for remediation purposes. Carbon dioxide and O2 were measured in situ simultaneously with extraction of water samples, and indicated aerobic biodegradation of toluene and o-xylene. Overall, first-order degradation coefficients were calculated to be in the range of 0.19 to 0.21 d(-1) and 0.10 to 0.11 d(-1) for toluene and o-xylene, respectively. 相似文献
