The paper calculates the implications of including monetary measurements of environmental emission changes for the welfare
impacts of ecological tax reforms in Italy and Sweden. Taxes on emissions of SO2, NOx and CO2 are investigated. Country-specific computable equilibrium models are used for estimating net welfare changes of the introduction
of these taxes, the incomes of which are used for reducing distorting labour taxes. The results indicate that the inclusion
of environmental benefits reduces the costs of ecological tax reforms considerably for both countries, and may even turn into

This paper presents evidence that water restrictions in suburbanizing eastern Massachusetts towns are becoming more common, controlling for climate. We then assess the relationship between these suburban droughts and residential development. Focusing on the suburbs of Boston, seven towns independent of the Boston water supply system were selected to represent differing levels of sprawl-style growth. Water restrictions are becoming more frequent in all of the towns studied, and models demonstrate that restrictions are increasing in duration, independent of climate. Interviews suggest that residential development is playing a central role in this increasing sensitivity to suburban drought, though other factors are also important. Long-term planning and integration of land-use planning and water management emerged as two key paths for attenuating the impacts of development. 相似文献

Altman's (1977) theory of privacy as a cultural universal is examined by analyzing the privacy mechanisms of the Iban of Sarawak (Borneo). The Sarawak Dayaks live in communal longhouses which appear to offer little physical opportunity for individual privacy. However, the authors found that social mechanisms were utilized to obtain privacy. Thus, despite the communal physical environment of the Sarawak Iban, support is found for a system of privacy. The implications of these findings for other cultures and settings where the physical environment appears to limit control of privacy is discussed. 相似文献

ABSTRACT: The period of time from identification of a possibly desirable inland waterway transportation project to its actual implementation has been observed to be inordinately long. It is Hypothesized that at Least one cause of delays in project approval and implementation is a analytical credibility associated with project feasibility analysis conducted by the U.S. Army Corps of Engineers. This paper examines this hypothesis in terms of the proposal to construct a new, expanded lock at the Bonneville Dam on the Columbia River. ABSTRACT. The Spring 1973 Mississippi River flood was investigated using remotely sensed data from ERTS-1. Both manual and automatic analyses of the data indicate that ERTS-I is extremely useful as a regional tool for flood management. Quantitative estimates of area flooded were made in St. Charles County, Missouri and Arkansas. Flood hazard mapping was conducted in three study areas along the Mississippi River using pre-flood ERTS-1 imagery enlarged to 1:250,000 and 1:100,000 scale. The flood prone areas delineated on these maps correspond to areas that would be inundated by significant flooding (approximately the 100 year flood). The flood prone area boundaries were generally in agreement with flood hazard maps produced by the U. S. Army Corps of Engineers and U. S. Geological Survey although the latter are somewhat more detailed because of their larger scale. Initial results indicate that ERTS-1 digital mapping of flood prone areas can be performed at 1:62,500 which is comparable to some conventional flood hazard map scales. 相似文献
