Preventing the introduction of nonindigenous species (NIS) is the most efficient way to avoid the costs and impacts of biological invasions. The transport of fouling species on ship hulls is an important vector for the introduction of marine NIS. We use quantitative risk screening techniques to develop a predictive tool of the abundance and variety of organisms being transported by ocean-going yachts. We developed and calibrated an ordinal rank scale of the abundance of fouling assemblages on the hulls of international yacht hulls arriving in New Zealand. Fouling ranks were allocated to 783 international yachts that arrived in New Zealand between 2002 and 2004. Classification tree analysis was used to identify relationships between the fouling ranks and predictor variables that described the maintenance and travel history of the yachts. The fouling ranks provided reliable indications of the actual abundance and variety of fouling assemblages on the yachts and identified most (60%) yachts that had fouling on their hulls. However, classification tree models explained comparatively little of the variation in the distribution of fouling ranks (22.1%), had high misclassification rates (∼43%), and low predictive power. In agreement with other studies, the best model selected the age of the toxic antifouling paint on yacht hulls as the principal risk factor for hull fouling. Our study shows that the transport probability of fouling organisms is the result of a complex suite of interacting factors and that large sample sizes will be needed for calibration of robust risk models.  相似文献

Particulate-phase exhaust properties from two different types of ground-based jet aircraft engines--high-thrust and turboshaft--were studied with real-time instruments on a portable pallet and additional time-integrated sampling devices. The real-time instruments successfully characterized rapidly changing particulate mass, light absorption, and polycyclic aromatic hydrocarbon (PAH) content. The integrated measurements included particulate-size distributions, PAH, and carbon concentrations for an entire test run (i.e., "run-integrated" measurements). In all cases, the particle-size distributions showed single modes peaking at 20-40nm diameter. Measurements of exhaust from high-thrust F404 engines showed relatively low-light absorption compared with exhaust from a turboshaft engine. Particulate-phase PAH measurements generally varied in phase with both net particulate mass and with light-absorbing particulate concentrations. Unexplained response behavior sometimes occurred with the real-time PAH analyzer, although on average the real-time and integrated PAH methods agreed within the same order of magnitude found in earlier investigations.  相似文献

Twenty-three king penguins (Aptenodytes patagonicus) from Macquarie Island were tracked by satellite during the late incubation period in 1998–1999 to determine the overlap of the foraging zone of king penguins with an area to be declared a marine protected area (MPA) near the island. While all penguins left the colony in an easterly direction and traveled clockwise back to the island, three penguins foraged in the northern parts of the general foraging area and stayed north of 56°S. The remaining 20 penguins ventured south and most crossed 59°S before returning to the island. The total foraging area was estimated to be 156,000 km2 with 36,500 km2 being most important (where penguins spent >150 hr in total). North-foraging penguins reached on average 331 ± 24 km from the colony compared to 530 ± 76 km for the south-foraging penguins. The latter traveled an average total distance of 1313 ± 176 km, while the northern foragers averaged 963 ± 166 km. Not only did the penguins spend the majority of their foraging time within the boundaries of the proposed MPA, they also foraged chiefly within the boundaries of a highly protected zone. Thus, the MPA is likely to encompass the foraging zone of king penguins, at least during incubation.  相似文献

Nature-based solutions (NBS) for mitigating climate change are gaining popularity. The number of NBS is increasing, but research gaps still exist at the governance level. The objectives of this paper are (i) to give an overview of the implemented NBS for flood risk management and mitigation in Germany, (ii) to identify governance models that are applied, and (iii) to explore the differences between these models. The results of a hierarchical clustering procedure and a qualitative analysis show that while no one-size-fits-all governance model exists, polycentricism is an important commonality between the projects. The study concludes by highlighting the need for further research on traditional governance model reconversion and paradigm changes. Participatory processes in general and also in relation to managing landscape issues are gathering importance mostly due to arguments surrounding legitimacy and effectiveness in decision-making. The main aim of this research, based on a transaction costs perspective, is to present an integrated analytical framework in order to determine individual efforts (time, money), benefits and risks of participants in landscape co-management processes. Furthermore a reflection on the analytical approach developed and arising lessons to be learned for landscape co-management are presented. In the analytical framework benefit-components comprise of factors such as 'contributing to landscape maintenance/development and nature protection', 'representing one's interest group', 'co-deciding on relevant topics', 'providing and broadening one's knowledge' and 'building networks'. The risks of participation are related to a lack of information and agreements, missing support and actual decision-making power. The analytical framework is applied to two case studies in Austria: an EU LIFE-Nature project and a Cultural Landscape Project of the Provincial Government of Lower Austria. Analysis of the effort-benefit-relations provides an indication for a more effective design of co-management. Although the processes are rated as quite adequate, there is a low willingness of participants to commit additional time to co-management processes. In contrast to the Cultural Landscape Project, in the LIFE-Nature project, professionally involved persons participate next to partly and full volunteers. These uneven conditions of participation and an unfair distribution of transaction costs, jeopardize the promising chances co-management bears for landscape governance.  相似文献

As cyber security threats have evolved, system protection strategies have been forced to as well. The field of System-Aware Cyber Security has introduced a variety of protection strategies and this has prompted the need for a decision support tool set to provide guidance to the system designers. This paper outlines an architectural scoring framework that supports the design and selection of architectural candidates and provides a rigorous quantitative method for the evaluation to aid in the selection of a final architecture. Additionally, this paper outlines the recognized limitations of the proposed approach and provides a brief overview of how those areas for improvement are guiding future research.  相似文献

Perchlorate, an anion that originates as a contaminant in ground and surface waters, is both naturally occurring and manmade. Because of its toxicity, there has been increased interest in setting drinking water safety standards and in health effects when perchlorate is present at low (parts per billion (ppb)) levels. In January 2009, the EPA issued a heath advisory to assist state and local officials in addressing local contamination of perchlorate in drinking water. The interim health advisory level of 15 micrograms per liter (μg/L), or ppb, is based on the reference dose recommended by the National Research Council (NRC) of the National Academy of Sciences (NAS). This paper describes scope and extent of contaminant issues and a legal process of setting standards for perchlorate concentration in drinking water in the United States of America.  相似文献
