The Precautionary Principle has emerged in response to the need for an effective method for dealing with risks and uncertainties in environmental management. In essence, the Principle requires action to prevent serious and irreversible damage even before harm can be scientifically demonstrated or economically assessed. Proponents argue that the Principle should be applied in situations where both the probability and value of irreversible damage are unknown. The lack of these particular data prevent a full cost–benefit analysis, but permit application of the Principle through the defensive-expenditure approach. How much would the community be required to pay to fund alternatives to maintain the environment and so defend existing levels of utility? Through the application of risk analysis and the stochastic dominance technique, a range of options and outcomes can be examined incorporating the using available information within a framework consistent with economic rationality. An extended risk simulation is applied to an environmental issue where there is a risk of serious and irreversible damage to the environment, namely, protection of the Barmah-Millewa forest-wetland in Australia. 相似文献

A combination of in-situ PM2.5, sunphotometers, upward pointing lidar and satellite aerosol optical depth (AOD) instruments have been employed to better understand variability in the correlation between AOD and PM2.5 at the surface. Previous studies have shown good correlation between these measures, especially in the US east, and encouraged the use of satellite data for spatially interpolating between ground sensors. This work shows that cases of weak correlation can be better understood with knowledge of whether the aerosol is confined to the surface planetary boundary layer (PBL) or aloft. Lidar apportionment of the fraction of aerosol optical depth that is within the PBL can be scaled to give better agreement with surface PM2.5 than does the total column amount. The study has shown that lidar combined with surface and remotely sensed data might be strategically used to improve our understanding of long-range or regionally transported pollutants in multiple dimensions. 相似文献

The polycyclic aromatic hydrocarbons (PAH) that contaminate soils at many industrial and government sites are resistant to natural biotic and abiotic degradation processes. The recalcitrant nature of these compounds may require aggressive chemical treatment to effectively remediate these sites. This study was conducted to assess the viability of permanganate oxidative treatment as a method to reduce PAH concentration in contaminated soils. Study results demonstrated a reduction in soil sorbed concentration for a mixture of six PAHs that included anthracene, benzo(a)pyrene, chrysene, fluoranthene, phenanthrene, and pyrene by potassium permanganate (KMnO4) oxidative treatment. The greatest reduction in soil concentration was observed for benzo(a)pyrene, pyrene, phenanthrene, and anthracene at 72.1, 64.2, 56.2, and 53.8%, respectively, in 30 min at a KMnO4 concentration of 160 mM. Minimal reductions in fluoranthene and chrysene concentration were observed at 13.4 and 7.8%, respectively, under the same conditions. A relative chemical reactivity order of benzo(a)pyrene>pyrene>phenanthrene>anthracene>fluoranthene>chrysene towards permanganate ion was observed. Biodegradation tests were conducted on solidified waste forms containing ion exchange resins contaminated with high levels of radioactive nuclides. These tests were part of a program to test waste forms in accordance with the U.S. NRC Branch Technical Position on Waste Forms. Small waste forms were manufactured using two different solidification agents, Portland Type I–II cement and vinyl ester-styrene (VES). Ion exchange material was taken from a filter system which had been used to remove radionuclides from highly contaminated water. As specified by NRC, the waste forms were evaluated for their resistance to biological degradation using the G21 and G22 procedures of the American Society for Testing Materials (ASTM). Results showed that microbial growth can be supported by the VES waste forms. The particular organisms used in the tests did not grow in the presence of the cement waste forms. It is also shown that the ASTM tests specified in the Technical Position are not suitable for the use intended. Diluted exhaust from selected military aircraft ground-support equipment (AGE) was analyzed for particulate mass, elemental carbon (EC) and organic carbon (OC), SO4(2-), and size distributions. The experiments occurred at idle and load conditions and utilized a chassis dynamometer. The selected AGE vehicles operated on gasoline, diesel, and JP-8. These military vehicles exhibited concentrations, size distributions, and emission factors in the same range as those reported for nonmilitary vehicles. The diesel and JP-8 emission rates for PM ranged from 0.092 to 1.1 g/kg fuel. The EC contributed less and the OC contributed more to the particulate mass than reported in recent studies of vehicle emissions. Overall, the particle size distribution varied significantly with engine condition, with the number of accumulation mode particles and the count median diameter (CMD) increasing as engine load increased. The SO4(2-) analyses showed that the distribution of SO4(2-) mass mirrored the distribution of particle mass. 相似文献

A laboratory bench procedure was developed to efficiently extract naphthenic acids from bulk volumes of Athabasca oil sands tailings pond water (TPW) for use in mammalian oral toxicity testing. This solvent-based procedure involved low solvent losses and a good extraction yield with low levels of impurities. Importantly, labour-intensive centrifugation of source water to remove solids was avoided, allowing processing of much larger volumes of water compared with previous protocols. Naphthenic acids, present at an estimated concentration of 81 mg/l, were procured from 515.5 l of TPW at an overall extraction efficiency of approximately 85%. By using distillation to recover and recycle solvent, a high solvent:water ratio was maintained while actual solvent consumption was limited to 70 ml per liter of water processed. Electrospray ionization mass spectrometry suggested a highly heterogeneous naphthenic acid mixture that exhibited nearly identical proportions of monocyclic, polycyclic, and acyclic acids with molecular weights primarily between 220 and 360. Biphenyls, naphthalenes, and phenanthrene/anthracene were the most prominent impurities detected, but their levels were low (< or = 13 microg/l) even in a concentrated solution of the naphthenic acids (8549 mg/l). Naphthenic acids stored at 4 degrees C at this concentration were stable, exhibiting no significant change in concentration over a 10-month period. This bulk isolation procedure should be useful to others needing to process large volumes of tailings or other source water for the purpose of procuring moderate amounts of naphthenic acids. 相似文献

Weed growth in agricultural fields constitutes a major deterrent to the growth of crops, often resulting in low productivity
and huge losses for the farmers. Therefore, proper understanding of patterns in weed growth is vital to agricultural research.
Recent advances in Geographical Information Systems (GIS) now allow geocoding of agricultural data, which enable more sophisticated
spatial analysis. Our current application concerns the development of statistical models for conducting spatial analysis of
growth patterns in weeds. Our data comes from an experiment conducted in Waseca, Minnesota, that recorded growth of the weed
Setariaspp. We capture the spatial variation in Setaria spp. growth using spatially-varying growth curves. An added challenge is that these designs are spatially replicated, with
each plot being a lattice of sub-plots. Therefore, spatial variation may exist at different resolutions – a macro level variation between the plots and micro level variation between the sub-plots nested within each plot. We develop a Bayesian hierarchical framework for this setting.
