Major accident regulations aim at protecting the population and the environment from possible accidental releases of chemicals. To achieve this goal, the regulations need to be reassessed in light of the development of new technologies. A currently rapidly growing new technology is nanotechnology, and engineered nanomaterials (ENM) are already produced and used in commercial products. The aim of this work was therefore to evaluate the current knowledge on human and ecotoxicology of ENM and their release and behavior in the environment in the context of major accident prevention. Nano-specific release paths are not to be expected. The established safety standards in the chemical industry are also applicable to ENM, especially the separate storage of flammable solvents and detention reservoirs. The potential of a release to the environment of ENM in powder form is larger than for suspensions; however, it can be minimized by safety measures established for conventional dusts. The considered human toxicology studies show that to date not conclusive enough answers regarding the toxicity of ENM can be made. The effects are dependent not only on the material itself but more on the functionalization, surface reactivity, size, and form. The acute ecotoxicity of ENM seems to be similar to the one of the corresponding microparticles (TiO2) or the respective dissolved ions (Ag, Zn) with the exception of photocatalytically active nano-TiO2, which has an increased toxicity. In order to guarantee that all ENM are included in the existing major accident regulations, different classification options are possible and the advantages and disadvantages are discussed. An important step will be the compulsory inclusion of nano-specific data in the Material Safety Data Sheets that serve as the basic medium to transfer information from the manufacturer to downstream users and authorities. We also call for a regular monitoring of the production and uses for ‘high production volume ENM’ that could have the largest implications for major accident regulations.  相似文献

An extensive study has been conducted on the prevalence of organophosphorous flame retardants/plasticizers and phthalate ester plasticizers in indoor air. The targeted substances were measured in 45 multi-storey apartment buildings in Stockholm, Sweden. The apartment buildings were classified as high or low risk with regard to the reporting of sick building symptoms (SBS) within the project Healthy Sustainable Houses in Stockholm (3H). Air samples were taken from two to four apartments per building (in total 169 apartments) to facilitate comparison within and between buildings. Association with building characteristics has been examined as well as association with specific sources by combining chemical analysis and exploratory uni- and multivariate data analysis. The study contributes to the overall perspective of levels of organophosphate and phthalate ester in indoor air enabling comparison with other studies. The results indicated little or no difference in the concentrations of the target substances between the two risk classifications of the buildings. The differences between the apartments sampled within (intra) buildings were greater than the differences between (inter) buildings. The concentrations measured in air ranged up to 1200 ng m(-3) for organophosphate esters and up to 11?000 ng m(-3) for phthalate esters. Results in terms of sources were discerned e.g. PVC flooring is a major source of benzylbutyl phthalate in indoor air.  相似文献

This paper highlights an innovative model of waste management combined with poverty reduction, which has been developed by the organisation Waste for Life (wasteforlife.org) - a network of academics, students, practitioners and on the ground cooperative partners in low income communities. The Waste for Life teams work with local cooperatives to create waste-based composites, which may be sold in local markets, thereby creating an income stream. The application of this model to the context of cartoneros (waste picker) cooperatives in Buenos Aires, Argentina, reveals that viable products can be made from paper and plastic waste, with low-impact material preparation that circumvents the need for chemically intensive, polluting and mechanically degrading procedures, preserving recycled fibre integrity. Tests on material samples indicate mechanical properties comparable to products made with more complex processing. The production model is based on the philosophy that not only the waste materials, but also the production equipment should be locally sourced and manufactured and products created to suit local markets. A simple reproducible model has been developed for the local manufacture of composites from waste, which can provide an income source for waste pickers as well as providing an innovative waste management solution.  相似文献

Pesticide risk mitigation by vegetated treatment systems: a meta-analysis   总被引:2,自引:0,他引:2  
Pesticides entering agricultural surface waters threaten water quality and aquatic communities. Recently, vegetated treatment systems (VTSs) (e.g., constructed wetlands and vegetated ditches) have been proposed as pesticide risk mitigation measures. However, little is known about the effectiveness of VTSs in controlling nonpoint source pesticide pollution and factors relevant for pesticide retention within these systems. Here, we conducted a meta-analysis on pesticide mitigation by VTSs using data from the scientific literature and the European LIFE ArtWET project. Overall, VTSs effectively reduced pesticide exposure levels (i.e., the majority of pesticide retention performances was >70%). A multiple linear regression analysis of 188 retention performance cases identified the two pesticide properties, organic carbon sorption coefficient value and water-phase 50% dissipation time, as well as the VTS characteristics overall plant coverage and hydraulic retention time for targeting high efficacy of pesticide retention. The application of a Tier I risk assessment (EU Uniform Principle) revealed a higher toxicity reduction for hydrophobic and nonpersistent insecticides compared with less sorptive and not readily degradable herbicides and fungicides. Overall, nearly half (48.5%) of all pesticide field concentrations ( = 130) failed Tier I standard risk assessment at the inlet of VTSs, and 29.2% of all outlet concentrations exceeded conservative acute threshold levels. We conclude that VTSs are a suitable and effective risk mitigation strategy for agricultural nonpoint source pesticide pollution of surface waters. Further research is needed to improve their overall efficacy in retaining pesticides.  相似文献

The amount of biosolids recycled in agriculture has steadily increased during the last decades. However, few models are available to predict the accompanying risks, mainly due to the presence of trace element and organic contaminants, and benefits for soil fertility of their application. This paper deals with using data mining to assess the benefits and risks of biosolids application in agriculture. The analyzed data come from a 10-yr field experiment in northeast France focusing on the effects of biosolid application and mineral fertilization on soil fertility and contamination. Biosolids were applied at agriculturally recommended rates. Biosolids had a significant effect on soil fertility, causing in particular a persistent increase in plant-available phosphorus (P) relative to plots receiving mineral fertilizer. However, soil fertility at seeding and crop management method had greater effects than biosolid application on soil fertility at harvest, especially soil nitrogen (N) content. Levels of trace elements and organic contaminants in soils remained below legal threshold values. Levels of extractable metals correlated more strongly than total metal levels with other factors. Levels of organic contaminants, particularly polycyclic aromatic hydrocarbons, were linked to total metal levels in biosolids and treated soil. This study confirmed that biosolid application at rates recommended for agriculture is a safe option for increasing soil fertility. However, the quality of the biosolids selected has to be taken into account. The results also indicate the power of data mining in examining links between parameters in complex data sets.  相似文献

Research conducted on organisations that are able to sustain excellent safety records over long time periods suggests that there are a number of practices that organisations can adopt to achieve high levels of reliability and safety. These practices are often discussed in the context of major incidents to highlight the safety standards that high hazard organisations should try to emulate. However, previous research has predominantly focused on non-profit organisations, and comparatively little research has examined whether high reliability practices may be meaningfully applied to commercial contexts. This paper addresses this gap by using a qualitative approach to explore the types of reliability-enhancing practices implemented in a UK-based oil refinery in its attempt to achieve its ethos of ‘safe and reliable operations’. The findings illustrate the successful application of reliability-enhancing practices in several domains, including: hazard identification and control; emergency preparedness and collection; and analysis of incidents and near misses. Management commitment to safety emerged as an important factor underpinning the successful implementation of reliability-enhancing practices, highlighting its potential significance in the context of commercial organisations. However, promoting an open reporting culture and maintaining high levels of management visibility may be some of the challenges encountered by organisations striving to implement reliability-enhancing practices.  相似文献
