ABSTRACT

The European Union (EU) has had a profound effect upon its members’ environmental policy. Even in the United Kingdom (UK), the EU’s most recalcitrant member state (historically labeled the ‘Dirty man of Europe’), environmental policy has been Europeanised. As the UK moves to the EU’s exit door it is timely to assess the utility of Europeanisation for understanding policy dynamics in the UK. Drawing upon interviews and extensive engagement with stakeholders, this article analyses the potential impact of Brexit upon environmental policy and politics. The analytical toolkit offered by de-Europeanisation is developed to identify the factors that drive and inhibit de-Europeanisation processes, thereby providing insights that may be applicable in other settings. Disengagement and policy stagnation are presented as more likely environmental outcomes of Brexit, with capacity emerging as a central explanatory variable.  相似文献

Current organizational theory and research affirm the beneficial effects of experiencing positive affect at work. In recent years, researchers have begun to question the popular notion that the more positive affect at work, the better—that more positive affect is desirable for work‐related outcomes. In this article, we propose a rationale for why more positive affect may not be better for proactive behaviors at work. Findings from two field studies using two unique data sources demonstrate support for our hypothesis, suggesting that intermediate levels of positive affect are most beneficial for proactive behaviors. Self reported driving behaviour in the occupational driving context has typically been measured through scales adapted from the general driving population (i.e., the Manchester Driver Behaviour Questionnaire, (DBQ), Reason et al., 1990). However, research suggests that occupational driving is influenced by unique factors operating within the workplace environment, and thus, a behavioural scale should reflect those behaviours prevalent and unique within the driving context. To overcome this limitation, Newnam et al. (2011) developed the Occupational Driver Behaviour Questionnaire ((ODBQ), Newnam et al., 2011) which utilises a relevant theoretical model to assess the impact of the broader workplace context on driving behaviour. Although the theoretical argument has been established, research is yet to examine whether the ODBQ or the DBQ is a more sensitive measure of the workplace context. As such, this paper identifies selected organisational factors (i.e., safety climate and role overload) as predictors of the DBQ and the ODBQ and compares the relative predictive value in both models. In undertaking this task, 248 occupational drivers were recruited from a community-oriented nursing population. As predicted, hierarchical regression analyses revealed that the organisational factors accounted for a significantly greater proportion of variance in the ODBQ than the DBQ. These findings offer a number of practical and theoretical applications for occupational driving practice and future research.  相似文献

The analysis of a simple model shows that exploitation of fish stocks can entrain in the long run the substantial decline or even the collapse of the stock, as well as difficulties in stock recovery, loss of fishery resilience, and reduction of the mean fish size. The results are in agreement with numerous observations, even though they are obtained with a simple model in which the harvesting fleet and the fish stock are considered as unstructured predator and prey. The study is carried out for the typical case of fleet dimension not too sensitive to the year-to-year fluctuations of the stock and assuming that the sole cause of evolution is technological innovation. The analysis is performed by means of Adaptive Dynamics, an approach born in theoretical biology which is used here in the context of technological change. Although the results are qualitatively consistent with those obtained long ago through the principles of bioeconomics, it is fair to stress that the underlying assumptions are different. In fact, in the bioeconomic approach fleet technology does not evolve and fishing effort varies to produce economic optimization, while in the Adaptive Dynamics approach technological innovation is the key driver. The paper is purely theoretical and the proposed model can hardly be tuned on any real fishery. No practical guidelines for managers can therefore be drawn, if not the general conclusion that long-term sustainability of exploited fish stocks can only be achieved if strategic parameters influencing technological change are kept under strict control.  相似文献

After having been emitted at maximum rates in the 1960s and 1970s, lead has become less ubiquitous in industrialized countries as a result of increasingly stringent policies to limit the use of this heavy metal as an anti-knock additive in gasoline. Using a detailed reconstruction of lead emissions in Europe (PbE), of the air concentration of lead in Europe (PbC) and repeated measurements of lead concentrations in human blood (PbB) in Germany since about 1980, we have constructed an empirical model that estimates PbB given PbE. This model is used for 2 purposes: i)To estimate PbB levels for the 1960s and 1970s in Germany, when emissions were maximum and monitoring blood levels had not yet begun. It turns out that PbB peak emissions were reaching a mean level, which health officials considered potentially harmful for fetuses and small children. ii) To estimate how PbB levels may have developed if regulations of the use of lead in gasoline had been implemented differently. In case of no or delayed regulations, the model estimates that PbB levels well beyond the critical level would have emerged. Thus, the regulation instituted in Germany since the 1970s has reduced significant health hazards.  相似文献

The present review aims to summarize current knowledge in the topic of wood ash application to boreal forest and aquatic ecosystems, and the different effects derived from these actions. Much research has been conducted regarding the effects of wood ash application on forest growth. Present studies show that, generally speaking, forest growth can be increased on wood ash-ameliorated peatland rich in nitrogen. On mineral soils, however, no change or even decreased growth have been reported. The effects on ground vegetation are not very clear, as well as the effects on fungi, soil microbes, and soil-decomposing animals. The discrepancies between different studies are for the most part explained by abiotic factors such as variation in fertility among sites, different degrees of stabilization, and wood ash dosage used, and different time scales among different studies. The lack of knowledge in the field of aquatic ecosystems and their response to ash application is an important issue for future research. The few studies conducted have mainly considered changes in water chemistry. The biotoxic effects of ash application can roughly be divided into two categories: primary and secondary. Among the primary effects is toxicity deriving from compounds in the wood ash and cadmium is probably the worst among these. The secondary effects of wood ash are generally due to its alkaline capacity and a release of ions into the soil and soil water, and finally, watercourses and lakes. Given current knowledge, we would recommend site- and wood ash-specific application practices, rather than broad and general guidelines for wood ash application to forests.  相似文献

Climate change is a key threat to biodiversity. To conserve species under climate change, ecologists and conservation scientists suggest 2 main conservation strategies regarding land use: supporting species’ range shifts to enable it to follow its climatic requirements by creating migration pathways, such as corridors and stepping stones, and conserving climate refugia (i.e., existing habitat areas that are somewhat buffered from climate change). The policy instruments that could be used to implement these conservation strategies have yet to be evaluated comprehensively from an economic perspective. The economic analyses of environmental policy instruments are often based on ecological effectiveness and cost-effectiveness criteria. We adapted these general criteria to evaluate policy instruments for species’ conservation under climate change and applied them to a conceptual analysis of land purchases, offsets, and conservation payments. Depending on whether the strategy supporting species’ range shifts or conserving climate refugia is selected, the evaluation of the policy instruments differed substantially. For example, to ensure ecological effectiveness, habitat persistence over time was especially important for climate refugia and was best achieved by a land-purchase policy instrument. In contrast, for the strategy supporting range shifts to be ecologically effective, a high degree of flexibility in the location of conserved sites was required to ensure that new habitat sites can be created in the species’ new range. Offset programs were best suited for that because the location of conservation sites can be chosen comparatively freely and may also be adapted over time.  相似文献
