This paper presents a decision support framework for environmental planning in developing countries. The interest in protecting the natural environment from pollution gained increased importance in the 1990s with a push by world communities for sustainable development. Developing countries as well as the industrialized nations are expected to cut down on pollution and control the use of non-renewable natural resources. Although the concept of sustainable development sounds plausible, it is difficult to implement in many countries due to their conflicting goals. The world-wide targets on emissions, use of fossil fuels, reduction in water and atmospheric pollution require the participation of every nation. These goals are not easily achievable by some of the poorer developing countries partly because of their economic dependence on natural resources and partly because of their inability to afford more modern and efficient technologies. Thus, environmental planning goals are often in conflict with the development,social and economic needs of a country. In this paper, we develop a decision support framework that utilizes multicriteria and optimization models to address environmental planning problems. This framework is based on identifying the priorities of conflicting goals by working through and reducing the conflicts. A strategic planning framework is introduced into the decision support system since national planning is a strategic issue and these goals can only be achieved by adopting a systemic view.  相似文献

The use of sludge as soil amendment is widely encouraged by its high contents in organic matter and plant nutrients. Nevertheless, agrochemicals potentially present in sludge could be harmful to terrestrial ecosystems. The present work aimed to apply standard statistical methods for suitable assessment of the ecotoxicological impacts of sludge amendments on soil, involving the following factors: the type of treated sludge, their application dose, and their contents in agrochemicals. Terrestrial Model Ecosystems were used to assess the effects of sludge amendments on endpoints from different trophic levels of the soil ecosystem, including an in vitro estrogenic bioassay on soil leachates. Here, we show the significant negative effects of the highest dose of sludge in most of the soil bioassays. Thermally dried sludge increased significantly the microbial activity leading to lower contamination of leachates with endocrine disrupting molecules. Agrochemicals contents of sludge have only significant impacts on increasing the delay of germination of plant seeds. Soil bioassays are thus complementary to sludge chemical analysis when the impacts of its application on soil should be assessed: significant negative impacts were related to the intrinsic composition of sludge rather than its agrochemicals contents. We conclude that standard statistical methods are relevant tools for the analysis of complex data generated from this type of experiment.  相似文献

Long-finned pilot whales (Globicephala melas) from the Faroe Islands are known to be heavily polluted with contaminants, such as mercury (Hg) and organochlorine compounds (OC). This is postulated to exert adverse health effects on whales as well as the human population who rely on its meat and blubber as food sources. It was therefore decided to conduct a screening pilot study to determine contaminant concentrations and histopathology of liver and renal tissues in a total of 14 specimens from this subpopulation. In blubber, the mean ∑OC concentration was 31,887 ng g?1 lw (range: 18,170–47,425 ng g?1 lw) of which ∑PCB concentration was 23,416 ng g?1 lw (range: 13,947–34,543 ng g?1 lw; n = 3). In liver, mean Hg concentration was 138 µg?1 ww (range: 54–351 µg g?1 ww; n = 7) and mean cadmium (Cd) concentration 15 µg g?1 ww (range: 7–31 µg g?1 ww; n = 7). In the kidney, the mean Cd concentration was 36 µg g?1 ww (range: 23–47 µg g?1 ww; n = 7). Of the liver Hg concentrations, two were at the suggested toxic threshold levels of 60 µg g?1 ww and five were 2–6-fold above. Liver selenium (Se) : Hg was on average 1.11 (range: 0.97–1.41; n = 7) indicating that Se was in excess, which decreased the risk of acute Hg poisoning. Histopathological examinations showed high prevalence (>35%) of renal glomerular arteriosclerosis, glomerular capillary dilatation, dilatation and hyalinization of Bowman's space/capsule and tubular hyaline casts. In liver tissue, high prevalence was found for portal cell infiltrates, lipid granulomas, hepatocytic lipid accumulation, bile duct proliferation, lipid-filled Ito cells, and focal necrosis. In a single juvenile male, 4 of 8 renal and 3 of 7 liver lesions were present. Cadmium concentrations increased significantly in the presence of glomerular arteriosclerosis and a similar trend was found for tubular hyaline casts. Based on these findings, as well as the nature of the lesions, data indicate that the histopathological changes were a result of age and that contaminants are likely to be the co-factors in the development in at least three renal and four liver lesions.  相似文献

In several field assays made in different locations in 1988 and 1989, cauliflower and Brussels sprouts plants were treated some days after plantation by pouring onto soil around the stem of the plant one of the insecticides chlorpyrifos, chlorfenvinphos, carbofuran, carbosulfan, or furathiocarb, for protection against the root fly. During plant growth, each of the insecticides (and their soil metabolites) was transported from soil into the plant foliage, where it could give—during a certain period of time—a secondary plant protection against the foliage insects. The foliage concentrations of the non systemic chlorpyrifos and chlorfenvinphos were equal or greater than 1 mg/kg fresh weight during a period of about 44 days after soil treatment in Brussels sprouts crops, and 35 days in cauliflower crops. Comparison of 1988 and 1989 however showed that these periods of time changed according to the weather conditions, especially rainfall. These periods of time were greater when the insecticide soil concentrations were greater—and thus when the rates of insecticide soil metabolism were smaller— and when the rainfall were greater—water transporting the insecticides from soil to the foliage. Similar relationships were observed with the systemic insecticides carbofuran, carbosulfan and furathiocarb; the weights per plant of insecticide compounds transported from soil into the foliage however were greater with these systemic insecticides than they were with the non systemic chlorpyrifos and chlorfenvinphos. The extreme values observed for the periods of time of insecticide foliage concentrations equal or greater than 1 mg/kg fresh weight thus were: 1. in cauliflower crops: 21 to 36 days for chlorpyrifos, and 23 to 39 days for chlorpyrifos + oxon; 24 to 37 days for chlorfenvinphos; 20 to 48 days for carbofuran; 2. in Brussels sprouts crops: 43 to 49 days for chlorpyrifos; 47 to 53 days for chlorpyrifos + oxon; 41 to 45 days for chlorfenvinphos; between 2 to 3 months for carbofuran, carbofuran + carbosulfan, and carbofuran + furathiocarb in the fields treated respectively with either carbofuran, carbosulfan, or furathiocarb. Moreover, in the spring and summer cauliflower crops made on fields onto which continuous cauliflower crops—with their soil insecticide treatments—had been made since a greater number of years (greater soil “history”), the insecticide compounds soil and foliage concentrations generally were lower.  相似文献

This paper aims to present the relevant results of a Life Cycle Assessment (LCA) study conducted on printed matter under a sheet-fed offset printing process by a company located in northwestern Mexico. Different scenarios were simulated in order to support decisions related to the improvement of environmental performance along the production processes. The study design was based on the European Platform on Life Cycle Assessment (EPLCA), which is in line with the ISO 14040 and 14044:2006 standards on LCA. The scope of the study was cradle-to-gate, with emphasis on the production of printed matter. The method chosen for the impact assessment was Impact 2002+ with a combined midpoint–damage approach. The results of the study showed that the major contributors to adverse effects were, primarily electricity consumption followed by paper consumption during the printing operation, as well as consumption of ink to a small degree. As for the plate-making operation along with the generation of secondary products, the result was negative. This is essentially due to involvement of recyclable materials, thus contributing to the prevention of raw material extraction. The smallest impact was observed from processes involving cleaning products and LP gas. The main issues of concern stemming from the results are electricity consumption and printing – both activities dominate almost all the midpoint categories. Generation of secondary products also had a relative environmental impact along the supply chain. Cleaning agents and LP gas did not have a significant impact on the final results of the process.  相似文献

Estimating temporal variance in animal demographic parameters is of particular importance in population biology. We implement the Schall’s algorithm for incorporating temporal random effects in survival models using recovery data. Our frequentist approach is based on a formulation of band-recovery models with random effects as generalized linear mixed models and a linearization of the link function conditional on the random effects. A simulation study shows that our procedure provides unbiased and precise estimates. The method is then implemented on two case studies using recovery data on fish and birds.  相似文献

A new approach to determine the optimal distribution of process facilities is presented in this paper. The formulation considers a set of facilities already installed in a given land and a new set of facilities to be accommodated within the same land. In addition, it is considered that a set of facilities either installed or to be laid out presents the possibility of toxic release. Based on previous analysis, the worst-case scenario implies calm wind and stable atmospheric condition. Since these conditions tend to exist during several days of the year, the proposed model is formulated assuming these deterministic values for wind and atmospheric conditions. The final model is formulated as a disjunctive model that is converted into a mixed-integer non-linear program (MINLP) via the convex-hull method. The model is then solved with local and global optimizers in the GAMS package. Using the current approach based on minimum distances for a particular case study results in a distribution with a very high risk whereas the optimal results using this proposed approach indicate large separations between releasing facilities and the inhabited facilities due to the high toxicity of the released material. More elaboration will be aggregated into the developed model to include prevention and mitigation systems to produce more compact but optimal and safe layouts.  相似文献

Three Lagrangian experiments were conducted during IGAC's second aerosol characterization experiment (ACE-2) in the area between Portugal, Tenerife and Madeira in June/July 1997. During each Lagrangian experiment, a boundary layer air mass was followed for about 30 h, and the temporal evolution of its chemical and aerosol composition was documented by a series of vertical profiles and horizontal box pattern flown by the Meteorological Research Flight research aircraft Hercules C130. The wealth of observational data that has been collected during these three Lagrangian experiments is the basis for the development and testing of a one-dimensional Lagrangian boundary layer model with coupled gas, aqueous, and aerosol phase chemistry. The focus of this paper is on current model limitations and strengths. We show that the model is able to represent the dynamical and chemical evolution of the marine boundary layer, in some cases requiring adjustments of the subsidence velocity and of the surface heat fluxes. Entrainment of a layer rich in ozone and carbon monoxide from a residual continental boundary layer into the marine boundary layer as well as in-cloud oxidation of sulphur dioxide by hydrogen peroxide are simulated, and coherent results are obtained, concerning the evolution of the small, presumably sulphate–ammonia aerosol mode.  相似文献
