In 1996, the International Standards Organization (ISO) completed work on an environmental management system (EMS) standard: ISO 14001. The standard involves only five required elements, spans less than five pages, and upon initial review, appears relatively uncomplicated. As well, many of the ISO 14001 requirements may already be present in an organization's existing EMS. Nevertheless, the new standard presents a number of challenges to industry implementation. Whether an organization aims to start from scratch in developing an EMS under ISO 14001 or modify its existing EMS to meet the ISO challenge, implementation requires careful planning and analysis. This article provides a summary of the planning required to implement ISO 14001 at the facility level, including the initial planning effort and the identification of significant environmental impacts, objectives, and targets. The aim will be to eliminate some of the “hype” associated with ISO and provide some practical “how to” guidance for implementing the standard. The UK Health and Safety Executive (HSE) requires failure rate data for the assessment of COMAH safety reports and in the implementation of its statutory functions relating to land use planning in the vicinity of major hazard sites. Many of the existing failure rates used by HSE were derived over 20 years ago, but have been subject to periodic review to ensure that they remain appropriate for modern planning enquiries or quantified risk assessments. HSE needs to be assured that its sources of data and their application continue to be fit to support its statutory duties.HSE has implemented a programme of work to be carried out by the Health and Safety Laboratory (HSL). This includes the development and maintenance of a single source of quality assured failure rate data, ideally accessible from the Internet, bringing together and updating existing failure rate data sources and reviewing new sources not previously available to HSE.A review of HSE’s current failure rate values is being carried out and this will be used to generate a single source of publically available failure rate data for use by both HSE and the public. This would help industry and HSE move toward a common position or understanding on failure rates. It would also help ensure that HSE professional advice is defensible and transparent.This paper will detail the progress made to date on the programme of work. It will also discuss the issues that arise as a consequence of changing failure rates and how HSE deals with these issues. 相似文献

In understanding the safety climate or culture of a workplace, the perceptions and attitudes of the workforce are important factors in assessing safety needs. Safety solutions may fail if they do not take into account these prevailing attitudes and perceptions. Also, changes in attitudes and perceptions about safety are often likely outcomes of safety interventions. The aim of this study was to develop a measure of perception and attitudes about safety as an indicator of safety culture for use with working populations. After reviewing the structure and content of a number of older, related measures of safety attitudes, a 67-item questionnaire was developed. The questionnaire was distributed in a self-administered form to 1560 workers in a wide variety of types of jobs and 660 questionnaires were returned from 7 workplaces with a response rate of 42%. Items were evaluated by Cronbach alpha which showed that the item set shared considerable common variance. Scale development was approached in two ways. First items which were highly skewed were removed, resulting in removal of around half of the items, with very little loss in alpha. The remaining items were then subjected to factor analysis which revealed five factors; personal motivation for safe behaviour, positive safety practice, risk justification, fatalism and optimism. This factor structure showed acceptable psychometric properties. Second, in an effort to produce a unidimensional scale with a small, but representative set of items, additional items were removed which had high correlation with other items. This resulted in loss of around half of the remaining items. The short scale contained 17 items with again overall acceptable psychometric properties. The most striking finding in the development of this questionnaire was that there was little variation between respondents on a very large proportion of the questions originally selected. In 1995 the provincial government of British Columbia, Canada, passed new legislation encouraging regional districts to prepare Regional Growth Strategies. The strategies were to be means of coordinating municipal action on regional issues. They were also meant to facilitate pursuit of sustainability objectives, including reducing urban sprawl, protecting environmentally sensitive areas, providing affordable housing and decreasing pollution. This paper examines the experience so far in one region that chose to prepare a growth strategy: the Capital Regional District (CRD) at the south end of Vancouver Island. Growth‐management planning in the CRD has been and remains both critical and difficult. The region expects a substantial population increase over the next couple of decades and has a limited land base for urban expansion. Many citizens recognise that their quality of life is high, but vulnerable and, as a result, public support for effective growth management is stronger in the CRD than in many other provincial growth areas. However, BC does not have a tradition of strong regional governance and the CRD as a regional authority is the creature of sixteen municipalities and electoral areas. Seven years into the process, effective growth management still faces substantial challenges, including the persistent jurisdictional protectionism of CRD municipalities. Nevertheless, there have been positive achievements and an admirable diversity of individuals, organisations and initiatives continue to push municipal and regional officials towards a more sustainable future. 相似文献

Past research suggests that employees, in response to workplace experiences, selectively engage in targeted counterproductive work behaviors (CWBs). Taking a retributive justice and target similarity perspective, we predict that employee perceptions of unfairness from the organization uniquely predict CWB specifically targeted at the organization whereas employee perceptions of supervisory unfairness uniquely predict CWB specifically targeted at the supervisor. We further hypothesized that moral identity‐symbolization would strengthen these target‐similar relationships. Finally, drawing from the sensitivity to mean intentions model, we hypothesized that victim sensitivity would not only strengthen these target‐similar relationships but also lead to cross‐foci effects of multifoci fairness perceptions on targets of CWB. Results from 3 field studies of full‐time employees provided support for most of our hypothesized relationships. 相似文献

INTRODUCTION: Many injury prevention interventions require changes in human behavior to reduce self-risk or risk to others. Promising injury prevention interventions may be discarded if they lack power to create a significant difference in outcomes when judging their ability to "move a person from nonaction or negative action to positive action (safety)." The transtheoretical model of change (TMC) allows greater sensitivity in detecting along the change process where an intervention may be effective. The stages of change consist of precontemplation, contemplation, preparation, action, maintenance, and termination. Change is not viewed as an "all or none phenomenon." METHOD: Use of the TMC was examined using a quasiexperimental, cross-over design involving high school agriculture students enrolled in 21 schools in Kentucky (n=9), Iowa (n=7), and Mississippi (n=5). A series of physical and narrative simulations (safety training exercises) were developed with a focus on preventing amputation, spinal cord injury, hypersensitivity pneumonitis, and noise-induced hearing loss. Contemplation and action, as part of the TMC, were measured using a 10-item, Likert-type, stages of change (SOC) instrument comprised of two subscales (reliability coefficients were.88 and.81, respectively). The final sample consisted of 790 students (373 treatment and 417 control). RESULTS: There was a significant group effect for both contemplation, F(1,732)=197.4; p<.0001, and action, F(1,730)=106.1; p<.0001. A convenience sample of 29 of the participating students was selected for follow-up farm visits 1 year postparticipation. Of these students, 25 (86%) had made safety behavior changes in their farm work. IMPACT ON INDUSTRY: The use of the TMC model can provide researchers with greater precision in examining intervention effectiveness in promoting change. 相似文献

How resources and encounters affect the distribution of foraging activity in a seed-harvesting ant 总被引:3,自引:0,他引:3
We examined how the foraging ecology of the seed-harvesting ant Messor andrei depends upon the distribution of resources and the presence of conspecifics. Bait experiments showed that colonies can recruit
to high-density patches of seeds. However, at the seasonal scale, natural resource distribution did not affect the distribution
of foraging activity. We conducted the study in years of high rainfall and thus seed availability may not have been a limiting
factor. Colonies always preferred to forage in areas closer to their nest, which may reduce travel time between the nest and
foraging sites. On a day-to-day scale, encounters between neighboring colonies at a site increased the probability that colonies
would return to forage at that site; this was true both for natural and experimental encounters. In the summer, this resulted
in colonies foraging at the sites of intraspecific encounters on more days than in areas where no encounter had occurred.
Encounters between colonies included fighting, and there was little overlap between the foraging areas of neighboring colonies:
both results suggest that one function of encounters is to defend foraging space. The high probability of return to the site
of an encounter between colonies suggests that encounters may have a second function: to indicate the presence of resources.
