The UK Health and Safety Executive (HSE) requires failure rate data for the assessment of COMAH safety reports and in the implementation of its statutory functions relating to land use planning in the vicinity of major hazard sites. Many of the existing failure rates used by HSE were derived over 20 years ago, but have been subject to periodic review to ensure that they remain appropriate for modern planning enquiries or quantified risk assessments. HSE needs to be assured that its sources of data and their application continue to be fit to support its statutory duties.HSE has implemented a programme of work to be carried out by the Health and Safety Laboratory (HSL). This includes the development and maintenance of a single source of quality assured failure rate data, ideally accessible from the Internet, bringing together and updating existing failure rate data sources and reviewing new sources not previously available to HSE.A review of HSE’s current failure rate values is being carried out and this will be used to generate a single source of publically available failure rate data for use by both HSE and the public. This would help industry and HSE move toward a common position or understanding on failure rates. It would also help ensure that HSE professional advice is defensible and transparent.This paper will detail the progress made to date on the programme of work. Airborne particulate matter from three ferrous foundries was sampled in granulometric fractions and analyzed by scanning electron microscopy with energy dispersive X-ray analysis (SEM-EDXA), X-ray photoelectron spectroscopy (XPS) and secondary ion mass spectrometry (SIMS) to determine morphology and qualitative bulk and surface chemical compositions. Cluster and principal components analyses (PCA) were used as an aid for interpretation of results. A clear pattern of composition as a function of size emerges; in particular, trace metals accumulate in fine particles and volatile species on the surface of these. Chemical composition changes are also related to daily schedules where applicable: trace metals appear during pouring operations, silicon is generated during mold making and unmolding. Cluster and PCA greatly ease examination of data and offer pictorial representations of results; in particular, the chemical composition versus particle size relationship is very neatly illustrated by PCA graphs. 相似文献

Experiments are reported in which three prochiral organic reactions were conducted in the presence of a ca. 1T magnetic field which was oriented with reference to the earth's geometric axes. The sign and magnitude of the rotation varied with the macroscopic orientation of the magnetic field and the time that the reaction was performed. Control measurements were in accord with expectations. The fact that the sign of the observed optical rotation of the product was reversed for all three reported reactions when the magnetic field was reversed for reactions conducted on the same day suggests that either the observed asymmetric synthesis was due to the reactions being conducted in a chiral physical field or extremely unusual stochastic processes were involved. 相似文献

In 1995 the provincial government of British Columbia, Canada, passed new legislation encouraging regional districts to prepare Regional Growth Strategies. The strategies were to be means of coordinating municipal action on regional issues. They were also meant to facilitate pursuit of sustainability objectives, including reducing urban sprawl, protecting environmentally sensitive areas, providing affordable housing and decreasing pollution. This paper examines the experience so far in one region that chose to prepare a growth strategy: the Capital Regional District (CRD) at the south end of Vancouver Island. Growth‐management planning in the CRD has been and remains both critical and difficult. The region expects a substantial population increase over the next couple of decades and has a limited land base for urban expansion. Many citizens recognise that their quality of life is high, but vulnerable and, as a result, public support for effective growth management is stronger in the CRD than in many other provincial growth areas. However, BC does not have a tradition of strong regional governance and the CRD as a regional authority is the creature of sixteen municipalities and electoral areas. Seven years into the process, effective growth management still faces substantial challenges, including the persistent jurisdictional protectionism of CRD municipalities. Nevertheless, there have been positive achievements and an admirable diversity of individuals, organisations and initiatives continue to push municipal and regional officials towards a more sustainable future. 相似文献

Research over the last 25 years on the contribution of aloneness to creativity enhancement has had mixed results. Early studies of sensory deprivation generally found negative effects while more recent research on flotation isolation has reported positive influence. Sports performance, for example, has been improved by means of directed imagery and flotation aloneness. However, there has been only one study which has attempted to enhance creativity through the flotation method and while this study reported positive results, it lacked several control features and was based on a very small sample of highly selected subjects.The present study was designed to evaluate directly the potential contribution of floating to creativity enhancement as measured by the Guilford fluency test and other measures. Subjects were male and female university students, half of whom spent one hour in a float environment and the other half in a darkened room. Each was tested before and after experimental trial on the Guilford and other creativity measures and on two personality/affect scales. Float subjects showed significant increases on the Guilford test from the pre- to post-float and meaningful increases on other thinking measures as compared to non-floating control subjects. Floating was associated with a decrease in anxiety/tension, depression, hostility, and fatigue, but with an increase in vigor and a maintenance of curiosity scores, and it is speculated that the creativity benefits may be a result of these state changes. 相似文献

The paper identifies some of the main ethical issues concerning the protection of the environment from radiation and suggests ways in which ethics can aid in developing a system of protection. After a presentation of background on ethical theory and environmental ethics, three main issues related to environmental protection are discussed: First, the question of valuing the environment and implications for the definition of harm and monetary valuation of environmental goods; second, difficulties with scientific uncertainty and applications of the precautionary principle; and third, issues concerned with the distribution of risk and its relevance for participation in decision-making. In summary, the paper argues that there are strong ethical grounds to provide for the protection of the environment and that, all other things being equal, there is no reason to treat ionising radiation differently to other environmental stressors. 相似文献
