Phase II of the US Environmental Protection Agency's (USEPA) National Pollution Discharge Elimination System (NPDES) stormwater regulations requires communities smaller than 100 000 residents to meet new criteria for stormwater runoff reduction. In many cases these smaller communities have no established stormwater utility, and are investigating alternatives for complying with these new, sometimes expensive requirements. We note that it might be cost effective for some communities to encourage homeowners to control stormwater runoff at the parcel level instead of, or in conjunction with more traditional large, infrastructural best management practices (BMP). We go onto argue that in the absence of a strict regulatory cap, an auction is a cost-effective tool for implementing controls on stormwater runoff quantity at the parcel level. In this paper, we test the effectiveness of a procurement auction as the coordinating mechanism for encouraging installation of parcel-scale rain gardens and rain barrels within a small suburban watershed in the Midwest. The auction, which was conducted in spring 2007 and 2008, resulted in installation of 81 gardens and 165 barrels on 107 of the 350 eligible properties. Average cost per liter of runoff detention in both years was $0.36 for gardens and $0.59 for barrels. Interestingly, approximately 55% of the bids were for $0, suggesting that an educational campaign may result in substantial runoff mitigation if utilities paid for the installation of stormwater management practices. However, we found that an auction promoted more participation than education alone and at a cheaper per-unit control cost than a flat stormwater control payment plan. Overall, this study demonstrates that relatively minimal financial incentives can result in homeowners’ willingness-to-accept stormwater management practices on their property, thus opening an important avenue for retrofitting watersheds that are largely in private ownership. 相似文献

A severe problem has developed with respect to the efficiency of certain hot-side electrostatic precipitators. The problem is manifested by a time dependent degradation of performance in which back corona related to a condition of high ash resistivity is the influencing factor. Performance can be restored by thorough cleaning of the precipitator only to experience the degradation once again. This paper hypothesizes an explanation for these observations. Experiments with both high and low resistivity ashes using resistivity test cells and a laboratory corona discharge device have been run to prove the validity of the suggested explanation. Data substantiate the idea that in the precipitation process a thin layer of ash more or less permanently remains on the collection plates and that the sodium ions serving as charge carriers in the conduction process through the layer are depleted leaving a thin layer of ash having extremely high resistivity. This phenomenon is called electrode polarization, sodium depletion, or an ash layer space charge depending on one's scientific discipline. Back problems resulting from the compression forces on the intervertebral disks during manual material-handling tasks are an important problem affecting workers in various industries. The quantification of these forces using intradiscal pressure or biomechanical modeling is complex, time consuming, and costly, and these methods cannot be readily used in the workplace to estimate loadings on the lower back. The objective of this study was to develop a predictive model that would allow the estimation of lumbar loadings for lifting and lowering boxes using easily measured anthropometric variables and variables related to the task. A dynamic and planar segmental model and a model of internal forces at L5/S1 were used to determine the compression forces on the lower back. Two predictive models, a field model and a laboratory model, were developed to estimate the compression forces when lifting or lowering 3.3 kg to 22.0 kg boxes between heights of 15 cm and 185 cm. Both models were validated by an examination of the residuals. Their predictive performance was also compared, with the laboratory model offering a slightly better prediction than the field model. Thus, these equations represent a practical tool for a better planning of handling tasks in the working environment with the purpose of reducing the back injuries of workers. 相似文献

Using recent county‐level water use data, we develop projections for five different scenarios, bracketing a range of future conditions, and representing different levels of efficiency in the municipal and electricity generation sectors, where the municipal sector includes public and self‐supplied domestic withdrawals. Starting with the 2005 estimate of 347 billion gallons per day (bgd) of freshwater withdrawal in the continental U.S., our analysis shows that under a business‐as‐usual scenario of growth, there will be a need for additional water over current levels: 11 bgd in the municipal sector, with a smaller requirement for new electricity generation (1 bgd). However, we also estimate that withdrawals could be reduced significantly over current levels, through increased water use efficiencies in the electric power and municipal sectors. The study shows that if water withdrawals are to be held at their current levels for the thermoelectric and municipal sectors individually at a county level over the next 25 years, large improvements in efficiency will be needed in many parts of the Southeast and Southwest. 相似文献

Diversity is a balance between processes that add and limit species (e.g., dispersal vs. competition), but reconciling their contributions remains a challenge. Recruit-ment-based models predict that dispersal barriers are most limiting for diversity, while competition-based models predict that dispersal matters only when competition is minimized. Testing these models is difficult because their influence varies with scale and site productivity. In a degraded oak savanna, we used plot-level (seed additions, burning) and site-level (proportions of regional functional groups found locally) analyses in areas with variable soil depth to examine how dispersal and competition influence diversity. At the plot level, added species persisted where they were formerly absent, but few established naturally despite fire-induced resource enrichment and nearby populations, revealing the importance of dispersal limitation for diversity. This result did not vary with soil depth or standing crop. Although competition could not prevent establishment in unburned plots, it significantly lowered survival, indicating that resource limitations exacerbate dispersal inefficiencies. At the site level, the concordance between regional and local diversity for native species was associated with soil depth heterogeneity, not dispersal or competition. This suggests that persistence is determined primarily by the influence of the environment on population demographics. Given that the formation of new populations is unlikely, those remaining appear to be confined to optimal habitat where they resist competitive or stochastic displacement, possibly explaining why species loss is rare despite substantial habitat loss and invasion. For exotics, there was no relationship between diversity and soil depth heterogeneity. Annuals with presumed dispersal capabilities were significantly overrepresented in all sites while perennial forbs, the largest regional functional group, were significantly underrepresented. We interpret the native-exotic discrepancies as reflecting the recent arrival of exotics (150 years ago), suggesting that local establishment occurs slowly even for species with regional prevalence. The accumulation lag may be explained by the need for founder populations to be demographically stable; otherwise persistence requires continual immigration favoring overrepresentation by dispersers. Our findings support the view that dispersal limitation restricts diversity within plant communities, but suggests that the impacts of environment on demographic performance ultimately determine the pattern and rate of community assembly. 相似文献
