ABSTRACT: Storm water management is a concept being applied in many urban areas to deal with the increasing problems of storm runoff control and flood damage prevention. This paper introduces the concept and describes the recently completed storm water management program in Columbus, Georgia. Columbus has spent five years and over $200,000 in the development of their problem which includes several basic elements: soils inventory and analysis, hydrologic data collection, sediment and erosion control ordinance, storm water management handbook, urban flood simulation model, interdepartment coordination study, drainage problem categorization study, and a pilot basin study. The results of the pilot basin study are presented including example output from the urban simulation model. The computer output illustrates both the hydrologic-hydraulic and economic capabilities of the model.  相似文献

Because of the nature of watersheds, the hydrologic and erosional impacts of logging and related road-building activities may move offsite, affecting areas downslope and downstream from the operation. The degree to which this occurs depends on the interaction of many variables, including soils, bedrock geology, vegetation, the timing and size of storm events, logging technology, and operator performance. In parts of northwestern California, these variables combine to produce significant water quality degradation, with resulting damage to anadromous fish habitat.Examination of recent aerial photographs, combined with a review of public records, shows that many timber harvest operations were concentrated in a single 83 km2 watershed in the lower Klamath River Basin within the past decade. The resulting soil disturbance in this case seems likely to result in cumulative off-site water quality degradation in the lower portion of the Basin.In California, both state and federal laws require consideration of possible cumulative effects of multiple timber harvest operations. In spite of recent reforms that have given the state a larger role in regulating forest practices on private land, each timber harvest plan is still evaluated in isolation from other plans in the same watershed. A process of collaborative state-private watershed planning with increased input of geologic information offers the best long-term approach to the problem of assessing cumulative effects of multiple timber harvest operations. Such a reform could ultimately emerge from the ongoing water quality planning process under Section 208 of the amended Federal Water Pollution Control Act.  相似文献

This paper reports the findings of a case study of the relative costs of a uniform standards system and an effluent fee system of water quality control. A 30-mile stretch of the Black Warrior River in Alabama is considered. The analysis demonstrates that the dischargers could reduce total pollution abatement costs by 33 percent under the suggested effluent fee system.  相似文献

ABSTRACT: Law and hydrology are inextricably woven together in the pattern of water resource development in the west. The former attempts to allocate a limited and valuable resource as the latter tries to define the limits of the resource. In the past an inadequate data base has made hydrologic estimates difficult and political factors have pushed the law into possibly conflicting commitments in the Colorado River Basin. Through the use of tree-ring research, hydrologists have produced a more definitive data base and placed water allocations such as the Colorado River Compact of 1922 in a clearer long-term perspective. This data base leads to the conclusion that the surface-water supply is about 13.5 million acre-feet per year. This hydrologic limit must be apportioned within an existing legal framework - the “Law of the River.” As development approaches the resource limit in the Upper Colorado River Basin, lawyers and hydrologists must act in concert toward the equitable solution of allocation and reallocation problems.  相似文献

ABSTRACT: Rapid population growth in the metropolitan area of Denver, Colorado, is causing conflicts over water use. Two cities, Thomton and Westminster, have begun condemnation proceedings against three irrigation companies to secure agricultural water rights for municipal use. This is the first condemnation proceeding against irrigation water rights for municipal use. Should the suit succeed, over 30,000 acres of presently irrigated land will lose its water supply. There are about four hundred landowners in the area; two hundred of these are commercial farmers, including truck, dairy and specialty farms. Total agricultural production amounts to about $8 million per year. About 561 jobs related to agriculture will disappear along with about $4 million in not income. Only 6.4 percent of the farmland along the Front Range is irrigated. Continued urban growth will put pressure on the water supply of much of this land. The interested parties of the region should cooperate to lessen the impact of urban growth on agricultural lands and water by forming a metropolitan water district. Such a district could share costs of development of additional municipal water and develop systems where municipalities would recycle waste water back to the irrigated lands.  相似文献

ABSTRACT: Lake and watershed management strategies and recent environmental legislation dictate that nonpoht nutrient sources associated with storm water runoff must be assessed. Accordingly, a nutrient flu assessment for phosphorus and nitrogen is conducted through an extensive literature review of nutrient export studies. These studies are reevaluated. The nutrient export coefficients are screened according to sampling design criteria and compiled according to land use. The ecological mechanisms within each land use influencing the magnitude of nutrient flux are also discussed  相似文献

ABSTRACT: A simple procedure for estimating pre- and post-development water quality loadings from residential communities is discussed. The procedure deals with: (a) gathering basic water quality loading numbers observed by others at several watersheds with various land uses; (b) obtaining the breakdown of proposed land uses at various phases of the community development; and (c) estimating pre- and post-development water quality loading numbers by taking the weighted average of the basic loading numbers in terms of areal coverages of different land uses at various phases of development. Results of this simplified procedure have been verified indirectly by comparing them with the estimates derived independently through a more fundamental but time-consuming approach. The procedure was used to evaluate the anticipated water quality impact of two future residential communities in South Florida by analyzing four water quality parameters: Suspended Soils (SS), Total Nitrogen (TN), Total Phosphorus (TP), and Biochemical Oxygen Demand (BOD5). Although computation of loading numbers with mixed land uses is not an exact science at the present time, the recommended approach appears to be the best available technique to analyze quantitatively the water quality-quantity-land use interactions.  相似文献

The future supplies of iron ore, coking coal and ferrous scrap are discussed. There is no likelihood of the resources of iron ore being exhausted until well into the twenty-first century. Coking coal, on the other hand, is in shorter supply but it is being eked out by blending with non-coking coal and by making blast furnaces more efficient. Briquettes made completely from non-coking coal will play a part in iron making in the future. To ensure greater flexibility in steel making, hydrocarbons are being considered as possible substitutes for coal. Scrap has always played an important part in steel making and the amount recycled is increasing every year. But more effort is needed, for example, to ensure that the steel in car scrap is fully utilised and that refuse is efficiently recycled. Steel making increasingly demands the scrap to have few impurities and to be in uniform sized pieces. A cryogenic method of preparing such scrap is described. A futuristic way of extracting iron, non-ferrous metals and other saleeable by-products from refuse, by using redundant blast furnaces, is also discussed.  相似文献
