This article demonstrates an approach for analyzing and communicating the financial implications of a company's environmental exposures. Incorporating environmental and natural resource impacts into the benefit-cost analysis of projects in the developing world now relies on a solid body of theory and recommended techniques, but there remain concerns with how this is done in practice. One aspect arises when time and resource constraints make highly sophisticated analysis difficult or impossible. This paper discusses situations where analyses can be improved using relatively simple ‘short cut’ techniques that substitute for more formal analysis that cannot be undertaken realistically or provide an added perspective on project viability. Case studies are employed to illustrate the techniques, based upon the author's experience with appraisals at the World Bank, Food and Agriculture Organization (FAO) and the International Fund for Agricultural Development (IFAD). It is shown that short cut techniques can dramatically alter the outcome of an appraisal at relatively little cost. However, caution is advised since such techniques can be misused, so that the development of suitable protocols is desirable.  相似文献

Using forests to mitigate climate change has gained much interest in science and policy discussions. We examine the evidence for carbon benefits, environmental and monetary costs, risks and trade-offs for a variety of activities in three general strategies: (1) land use change to increase forest area (afforestation) and avoid deforestation; (2) carbon management in existing forests; and (3) the use of wood as biomass energy, in place of other building materials, or in wood products for carbon storage. We found that many strategies can increase forest sector carbon mitigation above the current 162-256 Tg C/yr, and that many strategies have co-benefits such as biodiversity, water, and economic opportunities. Each strategy also has trade-offs, risks, and uncertainties including possible leakage, permanence, disturbances, and climate change effects. Because approximately 60% of the carbon lost through deforestation and harvesting from 1700 to 1935 has not yet been recovered and because some strategies store carbon in forest products or use biomass energy, the biological potential for forest sector carbon mitigation is large. Several studies suggest that using these strategies could offset as much as 10-20% of current U.S. fossil fuel emissions. To obtain such large offsets in the United States would require a combination of afforesting up to one-third of cropland or pastureland, using the equivalent of about one-half of the gross annual forest growth for biomass energy, or implementing more intensive management to increase forest growth on one-third of forestland. Such large offsets would require substantial trade-offs, such as lower agricultural production and non-carbon ecosystem services from forests. The effectiveness of activities could be diluted by negative leakage effects and increasing disturbance regimes. Because forest carbon loss contributes to increasing climate risk and because climate change may impede regeneration following disturbance, avoiding deforestation and promoting regeneration after disturbance should receive high priority as policy considerations. Policies to encourage programs or projects that influence forest carbon sequestration and offset fossil fuel emissions should also consider major items such as leakage, the cyclical nature of forest growth and regrowth, and the extensive demand for and movement of forest products globally, and other greenhouse gas effects, such as methane and nitrous oxide emissions, and recognize other environmental benefits of forests, such as biodiversity, nutrient management, and watershed protection. Activities that contribute to helping forests adapt to the effects of climate change, and which also complement forest carbon storage strategies, would be prudent.  相似文献

A large number of pressurized coal gasification processes being developed propose to use venturi scrubbers for particulate removal at high pressures. Theoretical predictions based on venturi scrubber performance models indicate that particle collection efficiency will decrease severely in these high gas pressure applications.

An exploratory theoretical and experimental program was performed to study the effect of gas pressure on venturi scrubber performance. Experiments were done on a 0.47 m3/s (1000 acfm) pilot scale venturi scrubber. Particle collection performance was determined as a function of scrubber pressure drop for venturi scrubbers operating In the range of 1-10 atm total pressure. Experimental results confirmed that the particle collection efficiency of venturi scrubbers decreases for a given scrubber pressure drop as total gas pressure Is increased. To achieve the same particle collection efficiency, the pressure drop across a venturi scrubber operated at 10 atm Is about 10 times that of the same scrubber operated at 1 atm pressure.  相似文献

Northern Botswana and adjacent areas, have the world's largest population of African elephant (Loxodonta africana). However, a 100 years ago elephants were rare following excessive hunting. Simultaneously, ungulate populations were severely reduced by decease. The ecological effects of the reduction in large herbivores must have been substantial, but are little known. Today, however, ecosystem changes following the increase in elephant numbers cause considerable concern in Botswana. This was the background for the "BONIC" project, investigating the interactions between the increasing elephant population and other ecosystem components and processes. Results confirm that the ecosystem is changing following the increase in elephant and ungulate populations, and, presumably, developing towards a situation resembling that before the reduction of large herbivores. We see no ecological reasons to artificially change elephant numbers. There are, however, economic and social reasons to control elephants, and their range in northern Botswana may have to be artificially restricted.  相似文献

The work reported in this paper complements an earlier study in which deterministic models were used examine the effects of additional mortality imposed on a Screech Owl, Otus asio, population. Interest lay in the compensatory mechanisms that the owls might be able to adopt in their population dynamics to counteract the overall effect of the additional mortality imposed, in particular when only a part of the population is affected. Stochastic models are used here to address the same questions, and to give more detailed information about the likely behaviour of the owl population than the information an average sizes provided by the deterministic approach.  相似文献

Health is a basic human right. Improving health requires social and environmental justice and sustainable development. The 'health for all' movement embraces principles shared by other social movements--in sustainable development, community safety and new economics. These principles include equity, democracy, empowerment of individuals and communities, underpinned by supportive environmental, economic and educational measures and multi-agency partnerships. Health promotion is green promotion and inequality in health is due to social and economic inequality. This paper shows how health, environmental and economic sustainability are inextricably linked and how professionals of different disciplines can work together with the communities they serve to improve local health and quality of life. It gives examples of how local policy and programme development for public health improvement can fit in with global and national policy-making to promote health, environmental and social justice.  相似文献
