The quality of the waste sampling procedure and chemical analysis was evaluated in a research program on characterization of organic waste obtained after disc screening of source-separated organic household waste. The sampling procedures focused on a truckload of waste and involved several steps of subsampling including shredding, mixing, blending, high-speed-blending, drying and milling prior to analysis of the organic waste with respect to ash content, crude fibers, crude fat, crude protein, sugar, starch, enzyme-digestible organic matter, P, N, C, H, S and calorific value. The statistical evaluation of the procedures involved 10 samples of the same truckload of waste obtained by splitting the sample at each level in the procedure according to a staggered, incomplete nested statistical design. Furthermore, one sample was analysed six times over a period of approximately one year. The statistical evaluation showed that no single step in the sampling procedure contributed with excessive variance and that the variance caused by the sampling procedure was approximately the same as the variance in the chemical analysis observed over a year. The variance varied with the analytical parameter but for most parameters the uncertainty was satisfactorily low (of the order of 3-10% expressed as the relative standard deviation, which is considered to be satisfactory for waste characterization).  相似文献

Methylhexahydrophthalic anhydride (MHHPA) is a hardener for hot-cured epoxy resins employed as insulators in the electric industry. MHHPA has only been measured as an ingredient with other alicyclic anhydrides, albeit there are also large processes which use only MHHPA. We collected MHHPA vapour in a set of devices: Teflon filter, glass spiral, TenaxTA tube connected consecutively together. Elution was performed with a solvent mixture of methyl-tert-butyl ether (70%), acetonitrile (30%), and acetic anhydride (0.5%). By capillary GC-ECD, the regression was linear (0.9994) in the practical low concentration range of 0.04-1 microg ml(-1) being equal to 0.001-0.035 mg m(-3) in 30 l of air. The exposure was measured in two factories manufacturing electric appliances. The assembled objects were first impregnated with a liquid epoxy/hardener mixture, and then the resin hardened at elevated temperature. In condenser manufacturing, the operators' 8 h exposure ranged from 0.068 to 0.118 mg m(-3), and the short-term exposure was during operation at ovens mean 1.90 mg m(-3). The impregnation of coiled resistors and transfer of them to ovens caused the worst exposures, short-term mean 3.846 mg m(-3) and long-term mean 2.191 mg m(-3). During the 'baking', the ovens were closed and evacuated, but when the hot objects were moved out of the ovens, they continued during chilling to emit MHHPA, mean 0.366 mg m(-3). In the adjacent areas, assembling, control rooms, offices, the exposure was still significant, 0.017-0.043 mg m(3), due to leaks from the high exposure areas. Mechanical general ventilation and local exhausts were functioning. Respirators were available for short supervising of the hot equipment.  相似文献

One of the main problems in using environmental cost-benefit analysis is deciding on the relevant population: whose benefits should we count? This is important since aggregate benefits depend on both per-person benefit and the number of beneficiaries. Yet this latter term is often hard to evaluate. Distance-decay functions are one way of addressing this problem. In this paper, we present estimates of distance-decay functions for a particular environmental improvement, namely a reduction in low flow problems on the River Mimram in Southern England. We do this both for users and non-users, in the context of a contingent valuation study of the benefits of improving low flow conditions. We test whether distance-decay effects for mean Willingness to Pay are stronger for a single environmental good (the River Mimram, in this case) than for a more inclusive set (here, all rivers in Thames region which suffer from low flow problems). Finally, we explore the impact on part-whole bias, in terms of the relationship between WTP for an individual site and WTP for a more inclusive group of sites, of allowing for distance-decay effects.  相似文献

The outdoor radiation exposure of the population in Switzerland from external sources results from cosmic background as well as from natural and artificial ground radiation. The geographical distribution of these components and of the total dose rate are represented on maps consisting of 2 kmx2 km grid cells. The average dose rate on Swiss territory outdoors is 147 nSv/h (1.29 mSv/a). The distributions are then related to the population density distribution by GIS application. The population is exposed to an average dose rate of 108 nSv/h (0.95 mSv/a) per capita which is just below the threshold for man-made dose rate given by national regulation. The lower value (relative to the country average 147 nSv/h) arises from the fact that most of the population lives north of the Alps where the lithology is dominated by rocks of relatively low radioactivity and where the cosmic radiation is low relative to the Alps.  相似文献

Background

Aim and Scope. Implementation of the European Union White Paper on chemicals policy shall provide more safety and more transparency in chemicals use. In the past, when assessing existing commercial substances there was often a lack of information in the fields of application of the chemicals and the exposures arising in those contexts. The White Paper therefore calls for ‘shared responsibility’. Processors and commercial users of substances are to be involved much more closely in the risk evaluation process than has hitherto been the case. They are to provide data on substance applications and exposures, and, to some extent, they are also to carry out exposure assessments and risk assessments themselves. By analysing case studies, the paper highlights the consequences of this approach.

Results and Discussion

Fear has often been voiced that these new tasks will completely overburden small and medium-sized enterprises. It is assumed that many chemicals are no longer available for smallvolume applications, as — for cost reasons — producers do not include these applications in their registration. The wording of the White Paper is not precise enough to be able to appraise the costs that will be associated with the required intensified communication. In this situation, it is essential to analyse prototypical substances and their applications in order to gain an improved understanding of the principle of shared responsibility.

Conclusions

The concrete study of several product chains has shown that the flow of information required between producers and users is very likely feasible within the context of the REACH system. For the producers of chemicals, the intensified communication will presumably make it simpler to procure information in the fields of application and exposures. However, in order to avoid users being overburdened, it will be important that registration requirements and focuses are shaped in a manner doing justice to practical realities. Users will need to undertake community-wide efforts on an industry federation and branch level. In this context, the protection of company know-how also needs to be ensured.

Recommendation and Outlook

In practice, implementation of the principle of shared responsibility can lead to intensified communication among the producers and users of chemicals. This can greatly facilitate exposure assessments and risk assessments. There is a need to develop manageable procedures that can also be implemented by small and medium-sized enterprises. Numerous proposals have been made in this context, and extensive reference material is now available.  相似文献

The follow-up of a cohort of adults from 29 European centers of the former European Community Respiratory Health Survey (ECRHS) I (1989-1992) will examine the long-term effects of exposure to ambient air pollution on the incidence, course, and prognosis of respiratory diseases, in particular asthma and decline in lung function. The purpose of this article is to describe the methodology and the European-wide quality control program for the collection of particles with 50% cut-off size of 2.5 microm aerodynamic diameter (PM2.5) in the ECRHS II and to present the PM2.5 results from the winter period 2000-2001. Because PM2.5 is not routinely monitored in Europe, we measured PM2.5 mass concentrations in 21 participating centers to estimate background exposure in these cities. A standardized protocol was developed using identical equipment in each center (U.S. Environmental Protection Agency Well Impactor Ninety-Six [WINS] and PQ167 from BGI, Inc.). Filters were weighed in a single central laboratory. Sampling was conducted for 7 days per month for a year. Winter mean PM2.5 mass concentrations (November 2000-February 2001) varied substantially, with Iceland reporting the lowest value (5 microg/m3) and northern Italy the highest (69 microg/m3). A standardized procedure appropriate for PM2.5 exposure assessment in a multicenter study was developed. We expect ECRHS II to have sufficient variation in exposure to assess long-term effects of air pollution in this cohort. Any bias caused by variation in the characteristics of the chosen monitoring location (e.g., proximity to traffic sources) will be addressed in later analyses. Given the homogenous spatial distribution of PM2.5, however, concentrations measured near traffic are not expected to differ substantially from those measured at urban background sites.  相似文献

Resuspension is a multiphase phenomenon where suspended solids encounter water layers differing in physico-chemical properties that affect the reactions of phosphorus (P). The role of resuspended sediment as a sink or source of dissolved P was determined in a laboratory study of P desorption-sorption equilibria. Gradual mixing was simulated using decreasing solid concentrations and varying environmental conditions (pH, redox, ionic strength). To describe the P exchange when the particles encounter dissimilar water layers, the extent of P sorption to or desorption from solids was expressed as a function of P concentration in the bath solutions. The equilibrium phosphorus concentration (EPC), at which there is no net P release from or retention to the particles, proved to be a suitable parameter for assessment of P load risk. Under oxic conditions at pH 7, commonly prevailing in lakes, the EPC values ranged from 11 to 27 microg P L(-1). The larger the water volume the suspended material was mixed with, the higher the P concentration, allowing desorption to occur. As for chemical factors affecting P mobilization, EPC followed the order: pH 7 < pH 7 anoxic < pH 9. A separate extraction experiment revealed that elevated pH enhanced P mobilization more as the concentration of solids decresed. The results demonstrate that high pH (a common characteristic in eutrophic lakes during summer), when linked with intensive resuspension, may markedly increase the internal P loading risk. As for the risk assessment, the quantification of the internal P loading would be improved by isotherm studies combined with field observations.  相似文献

In order to understand the fate of anthropogenic lead (Pb)pollution in boreal forest soils, and to predict future trends, it is important to know where in the soil the pollution Pb is accumulated and how large the pollution and natural Pb inventories are in different soil horizons. We combined stable Pb isotope (206Pb/207Pb ratios) and concentration analyses to study Pb in podzol profiles and mor samples from old-growth forest stands at seven sites distributed from southern to northern Sweden. Additional samples were taken from managed forests, and from an agricultural field, to give some idea of the effects of land-use. Pb concentrations are typically 60–100 g g-1 dry mass in the mor layer in southern Sweden and about 30 g g-1 in northern Sweden. Pb isotope analyses show that virtually all of this Pb is pollution Pb. The isotope composition also shows that pollution Pb has penetrated downwards between 20–60 cm in the forest soils. The total pollution Pb inventories vary between 0.7–3.0 g m-2 ground surface, with larger inventories in southern compared to northern Sweden. Although the highest Pb concentrations occur in the mor layer, the largest inventories of pollution Pb are found in the Bs-horizon. The limited investigation of Pb distribution and inventories in soils from managed forests did not point to any major difference compared to the old-growth forests. The agricultural field revealed, however, a completely deviating Pb profile with all pollution Pb evenly distributed in the 20 cm thick top-soil.  相似文献
