Value Orientation and Forest Management: The Forest Health Debate   总被引:2,自引:0,他引:2  
Among both forest practitioners and the general public, “forest health” has become an issue of contention. Whereas the debate over which treatments will best achieve healthy forests has been framed largely by the popular media and politicians as a struggle between industry and environmentalists, the views of the general public remain unexplored. Survey results from Oregon and Washington residents were used to assess the relationships between respondents’ self-described environmental or economic priorities and the following two variables: (1) acceptability of forest management practices and (2) perceived threats to forest health. Findings indicate that active management was generally accepted by a majority of respondents regardless of their environmental or economic orientation. Disagreement emerged, however, when the appropriateness of specific management practices within specific forest conditions was examined. Additionally, strong evidence was found for a relationship between self-described environmental or economic orientation and perceived threats to forest health. Those with an environmentally oriented viewpoint tended to perceive human-caused factors as the largest threats, whereas those with an economic orientation saw naturally occurring processes as the greatest threats. These findings suggest that the issue of contention is not active management per se. Rather, the major divisions in the forest health debate are defined by specific contexts and circumstances, as well as the management practices used.  相似文献

Preference rankings for 13 macrophytes were established for the subtidal herbivorous snail Lithopoma undosum using two-choice laboratory experiments and consumption rates. L. undosum did not discriminate among three kelp foods (Egregia menziesii, Eisenia arborea and Macrocystis pyrifera) but ate kelp preferentially and more rapidly over all but Ulva spp. among tested macrophytes. Secondary preferences were established for the red alga Pterocladiella capillacea, followed by the coralline Lithothrix aspergillum, whereas the brown seaweeds Zonaria farlowii and Halidrys dioica and the seagrass Phyllospadix torreyi were the least preferred macrophytes. Fastest consumption rates (1.91 g day−1) were measured in trials consisting only of kelp foods. These results indicate that L. undosum exhibits clear feeding preferences even when given less-preferred, non-kelp macrophytes. Using an ash-marker technique, we determined total organic, carbon, and nitrogen assimilation efficiencies (AE%) for six macroalgae used in preference trials. Tested macrophytes were assimilated at different efficiencies but a pattern was not detected between AE (%) and a macrophyte’s position in L. undosum’s preference hierarchy. Highest total organic AEs were found for P. capillacea (61.2%) and H. dioica (59.4%); lowest AEs were detected for E. menziesii (34.9%), a preferred dietary item. Nitrogen was assimilated from red algae with higher efficiencies (74.9–84.3%) than from brown or green algae. These data suggest that the digestive capabilities of L. undosum are better suited for assimilating organic material and nitrogen from less-preferred, non-kelp foods. This supports the hypothesis that factors besides nutritional composition and digestive optimization have played a role in the evolution of feeding preferences in L. undosum and probably other herbivorous snails associated with northeastern Pacific kelp beds.  相似文献

Agricultural water management (AWM) is an interdisciplinary concern, cutting across traditional domains such as agronomy, climatology, geology, economics, and sociology. Each of these disciplines has developed numerous process‐based and empirical models for AWM. However, models that simulate all major hydrologic, water quality, and crop growth processes in agricultural systems are still lacking. As computers become more powerful, more researchers are choosing to integrate existing models to account for these major processes rather than building new cross‐disciplinary models. Model integration carries the hope that, as in a real system, the sum of the model will be greater than the parts. However, models based upon simplified and unrealistic assumptions of physical or empirical processes can generate misleading results which are not useful for informing policy. In this article, we use literature and case studies from the High Plains Aquifer and Southeastern United States regions to elucidate the challenges and opportunities associated with integrated modeling for AWM and recommend conditions in which to use integrated models. Additionally, we examine the potential contributions of integrated modeling to AWM — the actual practice of conserving water while maximizing productivity. Managing human use of ecosystems in an era of rapid environmental change requires an understanding of diverse stakeholders’ behaviors and perceptions to enable effective prioritization of actions to mitigate multiple threats. Specifically, research examining how threat perceptions are shared or diverge among stakeholder groups and how these can evolve through time is increasingly important. We investigated environmental threat perceptions related to Australia's Great Barrier Reef and explored their associations before and after consecutive years of mass coral bleaching. We used data from surveys of commercial fishers, tourism operators, and coastal residents (n = 5254) conducted in 2013 and 2017. Threats perceived as most serious differed substantially among groups before bleaching but were strongly aligned after bleaching. Climate change became the most frequently reported threat by all stakeholder groups following the coral bleaching events, and perceptions of fishing and poor water quality as threats also ranked high. Within each of the 3 stakeholder groups, fishers, tourism operators, and coastal residents, the prioritization of these 3 threats tended to diverge in 2013, but convergence occurred after bleaching. These results indicate an emergence of areas of agreement both within and across stakeholder groups. Changes in perceptions were likely influenced by high-profile environmental-disturbance events and media representations of threats. Our results provide insights into the plasticity of environmental-threat perceptions and highlight how their convergence in response to major events may create new opportunities for strategic public engagement and increasing support for management.  相似文献

While much work has been invested in addressing the economic and technical basis of disaster preparedness, less effort has been directed towards understanding the cultural and social obstacles to and opportunities for disaster risk reduction. This paper presents local insights from five different national settings into the cultural and social contexts of disaster preparedness. In most cases, an early warning system was in place, but it failed to alert people to diverse environmental shocks. The research findings show that despite geographical and typological differences in these locations, the limitations of the systems were fairly similar. In Kenya, people received warnings, but from contradictory systems, whereas in the Philippines and on the island of Saipan, people did not understand the messages or take them seriously. In Bangladesh and Nepal, however, a deeper cultural and religious reasoning serves to explain disasters, and how to prevent them or find safety when they strike.  相似文献

Environmental regulations frequently mandate the use of “best available” science, but ensuring that it is used in decisions around the use and protection of natural resources is often challenging. In the Western US, this relationship between science and management is at the forefront of post-fire land management decisions. Recent fires, post-fire threats (e.g. flooding, erosion), and the role of fire in ecosystem health combine to make post-fire management highly visible and often controversial. This paper uses post-fire management to present a framework for understanding why disconnects between science and management decisions may occur. We argue that attributes of agencies, such as their political or financial incentives, can limit how effectively science is incorporated into decision-making. At the other end of the spectrum, the lack of synthesis or limited data in science can result in disconnects between science-based analysis of post-fire effects and agency policy and decisions. Disconnects also occur because of the interaction between the attributes of agencies and the attributes of science, such as their different spatial and temporal scales of interest. After offering examples of these disconnects in post-fire treatment, the paper concludes with recommendations to reduce disconnects by improving monitoring, increasing synthesis of scientific findings, and directing social-science research toward identifying and deepening understanding of these disconnects.  相似文献

ABSTRACT

Community-based monitoring (CBM) activities are becoming increasingly prevalent in response to multiple factors, including reduced governmental capacity and increased public interest in environmental management. This research aims to explore how CBM has evolved in the Oak Ridges Moraine (ORM), southern Ontario, including an examination of strengths and challenges. Interviews with CBM stakeholders, provincial government staff, and conservation authority staff were combined with document analysis to explore the evolution and outcomes of ORM CBM activities. Results indicate that there is active CBM on the ORM and conservation authorities play a role in the shaping of CBM activities, although significant barriers remain to civil society participation in water governance. The case study results from the ORM were also considered in light of research emerging from the Nova Scotia experience of numerous civil society organisations involved in CBM.  相似文献

Deterrent compounds are important in influencing the food selection of many phytophagous insects. Plants containing deterrents, such as alkaloids, are generally unfavored and typically avoided by many polyphagous lepidopteran species, including the gypsy moth Lymantria dispar (L.) (Lepidoptera: Lymantriidae). We tested the deterrent effects of eight alkaloids using two-choice feeding bioassays. Each alkaloid was applied at biologically relevant concentrations to glass fiber disks and leaf disks from red oak trees (Quercus rubra) (L.), a plant species highly favored by these larvae. All eight alkaloids tested on glass fiber disks were deterrent to varying degrees. When these alkaloids were applied to leaf disks, only seven were still deterrent. Of these seven, five were less deterrent on leaf disks compared with glass fiber disks, indicating that their potency was dramatically reduced when they were applied to leaf disks. The reduction in deterrency may be attributed to the phagostimulatory effect of red oak leaves in suppressing the negative deterrent effect of these alkaloids, suggesting that individual alkaloids may confer context-dependent deterrent effects in plants in which they occur. This study provides novel insights into the feeding behavioral responses of insect larvae, such as L. dispar, to selected deterrent alkaloids when applied to natural vs artificial substrates and has the potential to suggest deterrent alkaloids as possible candidates for agricultural use.  相似文献
