Community involvement has been identified as an important factor in the successful redevelopment of contaminated land, and access to technical resources has been a barrier for some communities. This paper describes how the US Environmental Protection Agency funded Technical Outreach Services to Communities programme was used to support four communities involved in land revitalization. The four New England case studies were used to retrospectively draw lessons learned that could be useful to others interested in similar community work. We suggest that the broad lessons point to four factors for success, namely, where there is: (1) a common vision in the community; (2) a cohesive community; (3) an opportunity for co-learning; and (4) a commitment among the parties for long-term engagement. We conclude that technical support can serve as a useful framework for developing trustful and long-term relationships with communities.  相似文献

It is a common experience that public administrations tend to shy away from the explicit acknowledgment of quantitative risk levels. Faced with extreme concentrations of population and of industrial activities, including LPG and liquid chlorine storage, within a very small land area, Hong Kong has faced up to the issue of major man-made hazards by “thinking the unthinkable” and adopting explicit risk guidelines. This article describes how these guidelines were developed and the arguments that led to their adoption. It is emphasized that the risk guidelines are not rigid standards but simply a method of focusing decision making and ensuring that any decision to contravene the guidelines is taken at an appropriately senior level in the administration. The way in which the guidelines have been incorporated intimately into the planning and decision-making process is described and details are given on how this has led to the implementation of a variety of measures that have greatly reduced both societal and individual risk from certain types of chemical storage and chemical processing installations in Hong Kong. ABSTRACT: Artificial and natural marshes were studied to determine changes in quality of polluted water passing through them. Phosphorus removal ranged from zero to 64%. Removals in the 35% range were common, however. Much of the phosphorus went into sediments and unharvestable plant parts. Harvesting vegetation removed 6% of the phosphorus put into the system. Accumulation of phosphorus during the growing season was about 20 g*m?2, much of which was flushed out after the onset of freezing weather. The amount of phosphorus flushed out can be prevented from entering a lake or stream by handling the marsh discharge in one of three ways; irrigate on land, lagoon to recycle later, treat conventionally if facilities are available.  相似文献

Abstract

The objective of this research was to investigate a sequentially loaded and regenerated granular activated carbon (GAC) biofilter system and to determine whether regenerative ozonation/advanced oxidation could improve the removal and biodegradation of a volatile organic compound from a contaminated airstream. Bench-scale reactors were constructed to operate in a manner analogous to a commercially available system manufactured by Terr-Aqua Environmental Systems (only with longer contact time). The GAC system consisted of two GAC biofilter beds that operated in a cyclical manner. On a given day, the first GAC bed adsorbed methyl isobutyl ketone from a simulated waste airstream, while the second bed underwent regeneration; then on the next day, the second bed was in the adsorption mode while the first was regenerated.

Three bench-scale systems were used to compare the performance under three operating conditions: (1) ozone/ associated oxidant regeneration of a GAC biofilter system that was seeded with microorganisms from a field site, (2) a humid air regeneration of a seeded GAC biofilter, and (3) a humid air regeneration of an unseeded GAC biofilter. For the advanced oxidant regenerated GAC biofilter, a maximum removal efficiency of >95% was achieved with an empty bed contact time of 148 sec and an influent concentration of 125 ppm methyl isobutyl ketone, and 90–95% was achieved at 148-sec empty bed contact time and a 1150-ppm influent.  相似文献

Brownfields have been the subject of intense interest across the United States. This paper attempts to look at some of the conceptual goal-oriented aspects of brownfields through the lens of risk to determine if it could serve as another way of exploring property use and community value. As such the paper is focused not on developing a theoretical framework to apply risk assessment techniques but rather on exploration of concepts. The context of brownfields is examined from several viewpoints: urban policy, federal/state government, city, property owner, redeveloper, community and individual. It is not a complete story but each viewpoint adds another dimension to the portrait of overall risk, which is composed of economic, environmental, social, health and political aspects.  相似文献
