This article discusses the appropriateness of using landfills as part of remediating hazardous chemical and Superfund sites, with particular emphasis on providing for true long‐term public health and environmental protection from the wastes and contaminated soils that are placed in the landfills. On‐site landfilling or capping of existing wastes is typically the least expensive approach for gaining some remediation of existing hazardous chemical/Superfund sites. The issues of the deficiencies in US EPA and state landfilling approaches discussed herein are also applicable to the landfilling of municipal and industrial solid “nonhazardous” wastes. These deficiencies were presented in part as “Problems with Landfills for Superfund Site Remediation” at the US EPA National Superfund Technical Assistance Grant Workshop held in Albuquerque, New Mexico, in February 2003. They are based on the author's experience in investigating the properties of landfill liners and the characteristics of today's landfills, relative to their ability to prevent groundwater pollution and to cause other environmental impacts. Discussed are issues related to both solid and hazardous waste landfills and approaches for improving the ability of landfills to contain wastes and monitor for leachate escape from the landfill for as long as the wastes in the landfill will be a threat. © 2004 Wiley Periodicals, Inc. 相似文献

Global change, as a process of large-scale environmental effects, and globalisation, as a change in peoples' livelihoods and consumption patterns, will impact communities increasingly in the years to come. Given these pressures, stakeholder consultations and broader stakeholder-centred activities that look at how people are affected by and able to adapt to change become crucial. Stakeholder consultations have been advanced, for instance, in Integrated Assessment activities which include several disciplines and stakeholder participation. Yet, thus far, such consultations have typically taken the form of direct group discussions, in which the differences in the way scientists and other stakeholders communicate are often underestimated. This paper suggests that there is a need to go beyond stakeholder dialogue to focus on the complex institutional factors that shape stakeholders' understandings and actions on multiple levels. Stakeholder studies would thus include not only direct consultation but also a social analysis of the vulnerabilities and adaptive capacities of regional and local institutions and livelihoods. 相似文献

ABSTRACT: This paper studies the effectiveness of alternative farm management strategies at improving water quality to meet Total Maximum Daily Loads (TMDLs) in agricultural watersheds. A spatial process model was calibrated using monthly flow, sediment, and phosphorus (P) losses (1994 to 1996) from Sand Creek watershed in south‐central Minnesota. Statistical evaluation of predicted and observed data gave r2 coefficients of 0.75, 0.69, and 0.49 for flow (average 4.1 m3/s), sediment load (average 0.44 ton/ha), and phosphorus load (average 0.97 kg/ha), respectively. The calibrated model was used to evaluate the effects of conservation tillage, conversion of crop land to pasture, and changes in phosphorus fertilizer application rate on pollutant loads. TMDLs were developed for sediment and P losses based on existing water quality standards and guidelines. Observed annual sediment and P losses exceeded these TMDLs by 59 percent and 83 percent, respectively. A combination of increased conservation tillage, reduced application rates of phosphorus fertilizer, and conversion of crop land to pasture could reduce sediment and phosphorus loads by 23 percent and 20 percent of existing loads, respectively. These reductions are much less than needed to meet TMDLs, suggesting that control of sediment using buffer strips and control of point sources of phosphorus are needed for the remaining reductions. 相似文献

We draw on the economic, corporate governance, and family business literatures to explain why the effects of family on family firms makes this governance form theoretically distinct from those of public and private non‐family firms. Our thesis is that parental altruism, when combined with private ownership and owner‐management, influences the ability of the firm's owner‐manager to exercise self‐control, which, in turn, can expose some family firms to conflicts rooted in the agency threats of moral hazard, hold‐up, and adverse selection. We then discuss why some other family firms are able to minimize these dark side threats and thereby attain altruism's brighter side. A field ammonia (NH3) release experiment and open top chambers containing moorland monoliths continuously fumigated with NH3 or sprayed with NH4Cl were used to assess the potential for using δ15N values in determining the area of influence around a point NH3 emission source. δ15N values are being increasingly used as environmental tracers and we tested the hypothesis that the δ15N signal from an NH3 emission source is observable in nearby vegetation. Using modified monitoring devices, atmospheric NH3 concentrations were found to decrease with distance from source, with δ15N values also reflecting this trend, producing a signal shift with changing concentration. Open top chamber studies of δ15N values of Calluna vulgaris (L.) Hull indicated a correlation with deposition treatments in current year shoots. Analysis of Calluna shoots from the NH3 release showed a similar trend of δ15N enrichment. Significant linear correlations between δ15N and percent N in plant material were found, both in the controlled conditions of the open top chambers and at the NH3 release site, illustrating the possible use of this technique in N deposition biomonitoring. 相似文献

The results from three long-term field manipulation studies of the impacts of increased nitrogen deposition (0–120 kg N ha?1 yr?1) on lowland and upland heathlands in the UK were compared, to test if common responses are observed. Consistent increases in Calluna foliar N content and decreases in litter C:N ratios were found across all sites, while increases in N leaching were not observed at any site over the range 0–80 kg ha?1 yr?1. However, the response of Calluna biomass did vary between sites, possibly reflecting site differences in nutrient status and management histories. Five versions of a simulation model of heathland responses to N were developed, each reflecting different assumptions about the fate and turnover of soil N. Model outputs supported the deduction from mass balance calculations at two of the field sites that N additions have resulted in an increase in immobilisation; the latter was needed to prevent the model overestimating measured N leaching. However, this version of the model significantly underestimated Calluna biomass. Model versions, which included uptake of organic N by Callunaand re-mobilisation of N from the soil organic store provided some improvement in the fit between modelled and field biomass data, but re-mobilisation also led to an overestimation of N leaching. Quantification of these processes and their response to increased N deposition are therefore critical to interpreting experimental data and predicting the long-term impacts of atmospheric deposition on heathlands and moorlands. 相似文献

Many Superfund/hazardous chemical sites include waterbodies whose sediments contain hazardous chemicals. With the need to assess, rank, and remediate contaminated sediments at such sites, as well as in other waterways, regulators seek a simple, quantitative assessment approach that feeds easily into a decision‐making scheme. Numeric, co‐occurrence‐based “sediment quality guidelines” have emerged with the appearance of administrative simplicity. However, the very foundation of the co‐occurrence approach, based on the total concentrations of a chemical(s) in sediment, is technically invalid; its application relies on additional technically invalid presumptions. Use of technically invalid evaluation approaches renders any assessment of the significance of sediment contamination unreliable. This article reviews the technical roots and assumptions of the co‐occurrence‐based SQGs, the fundamental flaws in the rationale behind their development and application, and their misapplication for sediment quality evaluation. It also reviews concepts and approaches for the more reliable evaluation, ranking, and cleanup assessment of contaminated sediments at Superfund sites and elsewhere. © 2005 Wiley Periodicals, Inc. 相似文献

A disturbing trend among governmental agencies is the remediation of so‐called “nonhazardous” contaminated sediments/soils by deposition in minimum‐design Subtitle D municipal solid waste (MSW) landfills or landfills with equivalent design. This is done despite the fact that, in terms of protection of public health and environmental quality, the designation “nonhazardous” is misleading at best, and the fact that minimum‐design Subtitle D landfills as being allowed will not ensure protection of groundwater quality for as long as the buried wastes remain a threat. Although acknowledged in the regulatory documentation and exposed in the writings of a few in the scientific/engineering community, the environmental and public health issues that will inevitably be faced at minimum‐design Subtitle D landfills are underplayed, and even misrepresented, to the public. The government of Canada ratified the Kyoto Protocol on 17 December 2002, but over 100 Canadian municipalities had joined the International Council for Local Environmental Intitatives' (ICLEI) Cities for Climate Protection (CCP) campaign up to a decade earlier. A low-cost home energy rating system (HERS) evaluation and individualized energy plan was provided to 420 households in Kitchener, Ontario, from September 2000 to August 2001. To assess the impact of the energy efficiency program, natural gas consumption in the year prior to the evaluation was compared with that in the year following. Overall, a 5% reduction was achieved, but individual responses varied widely. Situational and psychological factors were evaluated for three groups of households: the conservers, the consumers and the steady middle group. Conservers (30% of households) had higher initial energy consumption levels and achieved two-thirds of the potential savings identified by the energy evaluation. Consumers (12% of households) had higher ownership rates of high-efficiency furnaces and water heaters and demonstrated the rebound effect of increased demand for energy services following the evaluation. Low-income groups were the most likely to behave as conservers (42%) while high-income groups were the least likely to be conservers (13%) and the most likely to be consumers. Local programs need to be inclusive of all income groups to increase participation and implementation rates by systematically reducing barriers (financial, knowledge, trust) or increasing incentives (financial, regulatory or social) if the desired goal (e.g. Kyoto target) is to be achieved. 相似文献
