OBJECTIVES: Effective July 1, 2000, Florida's universal helmet law was amended to exclude riders ages 21 and older with insurance coverage providing at least 10,000 US dollars in medical benefits for injuries sustained in a motorcycle crash. Observed helmet use in Florida was reported to have declined from nearly 100% in 1998, before the law change, to 53% after. This study examined the effects of the law change on the likelihood of death, given involvement in a motorcycle crash. METHODS: Rates of motorcyclist deaths per crash involvement in Florida for 2001-2002 (after the law change) were compared with those for 1998-1999 (before the law change). Before/after death rate ratios (95% CIs) were examined, and logistic regression models estimated the effect of the helmet law change on the odds of death in a crash, while controlling for rider gender, age, and seating position, and number of vehicles. RESULTS: The motorcyclist death rate increased significantly after the law change, from 30.8 to 38.8 deaths per 1,000 crash involvements. Motorcyclist death rates increased for single- and multiple-vehicle crashes, for male and female operators, and for riders of all ages including those younger than 21. After controlling for gender and age, the likelihood of death given involvement in a motorcycle crash was 25% higher than expected after the law change. It is estimated that 117 motorcyclist deaths could have been avoided during 2001-2002 if Florida's universal helmet law had remained in place. CONCLUSIONS: This study provides evidence of the life-saving benefits of universal helmet laws. The results also suggest that age-specific helmet laws are not effective in protecting the youngest drivers. This is not surprising, as these laws are largely unenforceable.  相似文献

PROBLEM: There is limited information about how parents view teen driving risks and intend to handle these risks during the licensing process, and how they will respond to graduated licensing provisions. METHODS: Parents in Connecticut were interviewed when their teens got their learner's permit. The survey was undertaken when the state did not have a midnight restriction or a passenger restriction. RESULTS: Generally, parents were well aware of teen driving risks, thought parents should be thoroughly involved in the licensing process, and plan to be active participants themselves. DISCUSSION: Parents were concerned about the risk of driving after midnight and already restrict that behavior. However, parents do not seem to see or understand the risks of having even one teen passenger in the vehicle. IMPACT ON INDUSTRY: The views and existing practices of parents need to be taken into account in deciding on the provisions of graduated licensing legislation and how to best ensure acceptance and compliance.  相似文献

OBJECTIVE: To determine the characteristics of speeders, defined as drivers of vehicles traveling at least 15 mph above the posted speed limit and relatively faster than surrounding vehicles. METHODS: Vehicle speeds were recorded on 13 roads in Virginia with speed limits ranging from 40 to 55 mph. Speeders were compared with slower drivers, defined as drivers of adjacent vehicles traveling no more than 5 mph above the speed limit. License plates were used to identify vehicle owners; owners were inferred to have been driving if observed gender and estimated age matched those of the registered owner. For these drivers, information on exact driver age and gender, vehicle make and model, and driving record was obtained from the Virginia Department of Motor Vehicles. RESULTS: Five percent of the vehicles observed were traveling at least 15 mph above the limit, and 3% qualified as speeders, as defined in this study. Speeders were younger than drivers in the comparison group, drove newer vehicles, and had more speeding violations and other moving violations on their records. They also had 60% more crashes. DISCUSSION: Speeders are a high-risk group. Their speeding behavior is not likely to be controlled without vigorous, consistent enforcement, including the use of automated technology.  相似文献

Caveats concerning the ability of personality to predict job performance have been raised because of seemingly modest criterion‐related validity. The goal of the present research was to test whether narrowing the context via the type of job (i.e., jobs with complex task demands) and adding a social skill‐related moderator (i.e., political skill) would improve performance prediction. Further, along with political skill, the broad factor of personality demonstrated in prior research to have the strongest criterion validity (i.e., conscientiousness) was joined with a narrow construct closely related to openness to experience (i.e., learning approach) in a three‐way interactive prediction of supervisor‐rated task performance. With the employee–supervisor dyads among professionals, but not with the control group of non‐professional employees, task performance was predicted by the three‐way interaction, such that those high on all three received the highest performance ratings. This paper discusses the results of an experimental program carried out to determine dust cloud deflagration parameters of selected solid-state hydrogen storage materials, including complex metal hydrides (sodium alanate and lithium borohydride/magnesium hydride mixture), chemical hydrides (alane and ammonia borane) and activated carbon (Maxsorb, AX-21). The measured parameters include maximum deflagration pressure rise, maximum rate of pressure rise, minimum ignition temperature, minimum ignition energy and minimum explosible concentration. The calculated explosion indexes include volume-normalized maximum rate of pressure rise (KSt), explosion severity (ES) and ignition sensitivity (IS). The deflagration parameters of Pittsburgh seam coal dust and Lycopodium spores (reference materials) are also measured. The results show that activated carbon is the safest hydrogen storage media among the examined materials. Ammonia borane is unsafe to use because of the high explosibility of its dust. The core insights of this contribution are useful for quantifying the risks associated with use of these materials for on-board systems in light-duty fuel cell-powered vehicles and for supporting the development of hydrogen safety codes and standards. These insights are also critical for designing adequate safety features such as explosion relief venting and isolation devices and for supplementing missing data in materials safety data sheets.  相似文献

Accidental releases of pollution can have severe environmental, societal, economic, and institutional consequences. This paper considers the use of risk mapping of accidental pollution events, and zonal prevention measures for alleviating the impact on large urban areas. An Environmental Pollution Accident Risk Mapping (EPARM) model is constructed according to a mapping index system supported by quantitative sub-models dedicated to evaluating the risk arising from different sources of potential accidental pollution. The EPARM approach consists of identifying suitable indexes, assessment of environmental risk at regional and national scales based on information on previous pollution accidents and the prevailing environmental and social conditions, and use of GIS to map the overall risk. A case study of pollution accidents in Minghang District, Shanghai, China is used to demonstrate the effectiveness of the model. The paper also proposes a systemic framework for accidental environmental pollution risk prevention, and detailed countermeasures for specific risk zones.  相似文献

Experimental and theoretical studies were conducted to investigate the pyrophoricity and water-reactivity risks associated with employing sodium alanate (NaAlH4) complex metal hydride in on-board vehicular hydrogen (H2) storage systems. The ignition and explosivity of NaAlH4 upon exposure to oxidizers in air or water were attributed to the spontaneous formation of stable hydroperoxyl intermediates on the NaAlH4 surface and/or H2 production, as well as the large driving force for NaAlH4 conversion to favorable hydroxide products predicted by atomic and thermodynamic modeling. The major products from NaAlH4 exposure to air: NaAl(OH)4, gibbsite and bayerite Al(OH)3, and Na2CO3 observed by XRD, were identified to be formed by surface-controlled reactions. The reactivity risks were significantly minimized, without compromising de-/re-hydrogenation cyclability, by compacting NaAlH4 powder into wafers to reduce the available surface area. These core findings are of significance to risk mitigation and H2 safety code and standard development for the safe use of NaAlH4 for on-board H2 storage in light-duty vehicles.  相似文献

通过野外调查和盆栽试验,研究了类芦(Neyraudia reynaudiana)对Pb的耐性和富集能力.研究结果表明,类芦对Pb耐受的临界浓度为800 mg/kg,在此浓度以下Pb对类芦的生长基本无抑制作用.随着处理浓度的增加,类芦生长变缓慢、出现中毒症状,但仍能存活.从富集能力来看,土壤Pb为中低浓度时,类芦的富集能力较强,但Pb浓度超过1 000 mg/kg后地上部富集量增加缓慢,而根部的含量则降低.在各种Pb处理浓度下,类芦地上部Pb含量均大于根部,说明这种植物对Pb有较好的迁移能力.研究发现,类芦具有较高的生物量,因此其地上部Pb迁移总量较高,在土壤Pb浓度为800 mg/kg时类芦地上部的迁移总量可达到221.77 mg/m2.综合分析可知,类芦对中度Pb污染土壤的植物修复具有较大的潜力.  相似文献
