An international concern with climate change has prompted a political commitment to the use of renewable energies. Yet, the operationalization and management of this political objective may be frustrated at the local level, where, it is suggested, an implementation impasse exists. This paper reports on a case study that examines the planning issues around the harvesting of wind at an urban brownfield site in Scotland. The paper discusses the nature of the state-market-civil relations involved in the development management of private wind-energy infrastructure, and the potential for a positive mediating role for the planning system.  相似文献

Variability and trends in water‐year runoff efficiency (RE) — computed as the ratio of water‐year runoff (streamflow per unit area) to water‐year precipitation — in the conterminous United States (CONUS) are examined for the 1951 through 2012 period. Changes in RE are analyzed using runoff and precipitation data aggregated to United States Geological Survey 8‐digit hydrologic cataloging units (HUs). Results indicate increases in RE for some regions in the north‐central CONUS and large decreases in RE for the south‐central CONUS. The increases in RE in the north‐central CONUS are explained by trends in climate, whereas the large decreases in RE in the south‐central CONUS likely are related to groundwater withdrawals from the Ogallala aquifer to support irrigated agriculture.  相似文献

ABSTRACT

Measurements of 15-min average PM2.5 concentrations were made with a real-time light-scattering instrument at both outdoor (central monitoring sites in three communities) and indoor (residential) locations over two seasons in the Minneapolis-St. Paul metropolitan area. These data are used to examine within-day variability of PM2.5 concentrations indoors and outdoors, as well as matched indoor-to-outdoor (I/O) ratios. Concurrent gravimetric measurements of 24-hr average PM2.5 concentrations were also obtained as a way to compare real-time measures with this more traditional metric. Results indicate that (1) within-day variability for both indoor and outdoor 15-min average PM2.5 concentrations was substantial and comparable in magnitude to day-to-day variability for 24hr average concentrations; (2) some residences exhibited substantial variability in indoor aerosol characteristics from one day to the next; (3) peak values for indoor short-term (15-min) average PM2.5 concentrations routinely exceeded 24-hr average outdoor values by factors of 3-4; and (4) relatively strong correlations existed between indoor and outdoor PM2.5 concentrations for both 24-hr and 15-min averages.  相似文献

A novel biodegradable polymer based on glycerol, succinic anhydride and maleic anhydride, poly(glycerol succinate-co-maleate), poly(GlySAMA), was synthesized by melt polycondensation and tested as a matrix for composites with nanocrystalline cellulose. This glycerol-based polymer is thermally stable as a consequence of its targeted cross-linked structure. To broaden its range of properties, it was specifically formulated with nanocrystalline cellulose (NCC) at concentrations of 1, 2 and 4 wt%, and showed improved mechanical properties with NCC. Specifically, the effect of reinforcement on mechanical properties, thermal stability, structure, and biodegradability was evaluated, respectively, by tensile tests and thermogravimetric analyses, X-ray diffraction and respirometry. The neat poly(GlySAMA) polymer proved flexible, exhibiting an elongation-to-break of 8.8 % while the addition of nanowhiskers (at 4 wt%) caused tensile strength and Young’s modulus to increase, 20 and 40 %, respectively. Stiffness improved without significantly decreasing thermal stability as measured by thermogravimetric analysis. Biodegradation tests indicated that all samples were degradable but NCC reduced the rate of biodegradation.  相似文献

Assessing the accuracy of agronomic and water quality simulation models in different soils, land-use systems, and environments provides a basis for using and improving these models. We evaluated the performance of the ADAPT model for simulating riverine nitrate-nitrogen (NO3-N) export from a 1500-km2 watershed in central Illinois, where approximately 85% of the land is used for maize-soybean production and tile drainage is common. Soil chemical properties, crop nitrogen (N) uptake coefficient, dry matter ratio, and a denitrification reduction coefficient were used as calibration parameters to optimize the fit between measured and simulated NO3-N load from the watershed for the 1989 to 1993 period. The applicability of the calibrated parameter values was tested by using these values for simulating the 1994 to 1997 period on the same watershed. Willmott's index of agreement ranged from 0.91 to 0.97 for daily, weekly, monthly, and annual comparisons of riverine nitrate N loads. Simulation accuracy generally decreased as the time interval decreased. Willmott's index for simulated crop yields ranged from 0.91 to 0.99; however, observed crop yields were used as input to the model. The partial N budget results suggested that 52 to 72 kg N ha(-1) yr(-1) accumulated in the soil, but simulated biological N fixation associated with soybeans was considerably greater than literature values for the region. Improvement of the N fixation algorithms and incorporation of mechanisms that describe soybean yield in response to environmental conditions appear to be needed to improve the performance of the model.  相似文献

ABSTRACT: The effects of potential climate change on water resources in the Delaware River basin were determined. The study focused on two important water-resource components in the basin: (1) storage in the reservoirs that supply New York City, and (2) the position of the salt front in the Delaware River estuary. Current reservoir operating procedures provide for releases from the New York City reservoirs to maintain the position of the salt front in the estuary downstream from freshwater intakes and ground-water recharge zones in the Philadelphia metropolitan area. A hydrologic model of the basin was developed to simulate changes in New York City reservoir storage and the position of the salt front in the Delaware River estuary given changes in temperature and precipitation. Results of simulations indicated that storage depletion in the New York City reservoirs is a more likely effect of changes in temperature and precipitation than is the upstream movement of the salt front in the Delaware River estuary. In contrast, the results indicated that a rise in sea level would have a greater effect on movement of the salt front than on storage in the New York City reservoirs. The model simulations also projected that, by decreasing current mandated reservoir releases, a balance can be reached wherein the negative effects of climate change on storage in the New York City reservoirs and the position of the salt front in the Delaware River estuary are minimized. Finally, the results indicated that natural variability in climate is of such magnitude that its effects on water resources could overwhelm the effects of long-term trends in precipitation and temperature.  相似文献

Ten common mistakes in designing biodiversity indicators for forest policy   总被引:2,自引:0,他引:2  
This paper identifies 10 common 'mistakes' in developing and using forest biodiversity indicators from the standpoint of making better forest management choices. The mistakes relate to a failure to clarify the values-basis for indicator selection and a failure to integrate science and values to design indicators that are concise, relevant and meaningful to decision makers. The combined effects of these ten mistakes include inconsistent and indefensible on-ground management strategies and hidden trade-offs at a policy level. They result in frustrated professionals, a confused public, an inability to assess performance with respect to key forest policy objectives and, almost certainly, types and amounts of biodiversity conservation that fail to achieve either scientifically or socially preferred levels. Correcting the mistakes will help to address these problems and, more generally, recognizes the need to better understand the interface between science, public values, and decision making.  相似文献

ABSTRACT: Batch-mixing experiments were used to help identify lithologic and mineralogic sources of increased concentrations of dissolved solids in water affected by surface coal mining in northwestern Colorado. Ten overburden core samples were analyzed for mineral composition and mixed with distilled water for 90 days until mineral-water equilibrium was reached. Between one day and 90 days after initial contact, specific conductance in the sample mixtures had a median increase of 306 percent. Dissolved-solids concentrations ranged from 200 to 8,700 mg/L in water samples extracted from the mixtures after 90 days. Mass. balance simulations were conducted using the geochemical models BALANCE and WATEQF to quantify mineral-water interactions occurring in five selected sample mixtures and in water collected from a spring at a reclaimed mine site. The spring water is affected by mineral-water interactions occurring in all of the lithologic units comprising the overburden. Results of the simulations indicate that oxidation of pyrite, dissolution of dolomite, gypsum, and epsomite, and cation-exchange reactions are the primary mineral-water interactions occurring in the overburden. Three lithologic units in the overburden (a coal, a sandstone, and a shale) probably contribute most of the dissolved solids to the spring water. Water sample extracts from mixtures using core from these three units accounted for 85 percent of the total dissolved solids in the 10 sample extracts. Other lithologic units in the overburden probably contribute smaller quantities of dissolved solids to the spring water.  相似文献

ABSTRACT: Dairy cow pastures and feeding areas around barns can be a significant source of nonpoint source pollutants to nearby streams. To help document the significance of these sources, nutrient export in streamfiow from a 56.7-ha, mostly agricultural, watershed located in southwestern North Carolina was monitored from August 1994 to January 1996. Total nitrogen and phosphorus export rates from the upper, predominantly pasture, part of the watershed were 18.0 and 1.4 kg/ha/yr, respectively, as measured by weekly grab sampling and 18.7 and 4.9 kg/halyr, respectively, as measured from storm event monitoring. Nitrogen and phosphorus export rates for the area between the monitoring sites, which included overgrazed cow holding and feeding areas and farm buildings, were 376 and 86 kgfhalyr, respectively, for grab sampling and 351 and 160 kg/ha/yr, respectively, for storm event monitoring. To estimate the amount of reduction from nonpoint source controls necessary to effect a significant reduction in pollutant loading, statistical analyses of the load data were conducted. The analyses for the five pollutants monitored showed that total suspended solids would require the greatest reduction (34.6 percent for weekly grab and 33.6 percent for storm) in loading after the implementation of controls for statistical significance. Nitrate plus nitrite was found to require the least reduction (12.6 percent for weekly grab). Pollutant export rates computed from weekly grab samples and storm event samples used separately were compared to corresponding export rates computed from combining grab and storm event samples to assess the differences in monitoring schemes.  相似文献

ABSTRACT: Observed April 1 snowpack accumulations within and near the Gunnison River basin in southwestern Colorado are compared with simulations from the Rhea-orographic-precipitation model to determine if the model simulates reliable magnitudes and temporal and spatial variability in winter precipitation for the basin. Twenty simulations of the Rhea model were performed using‘optimal’parameter sets determined for 10-kilometer (km) grids (10-km by 10-km grid cells) through stochastic calibration. Comparisons of Rhea-model simulations of winter precipitation with April 1 snowpack accumulations at 32 snowcourse stations were performed for the years 1972–1990. For most stations and most years the Rhea model reliably simulates the temporal and spatial variability in April 1 snowpack accumulations. However, in general, the Rhea-model underestimates April 1 snowpack accumulations in the Gunnison River basin area, and the underestimation is greatest for locations that receive the largest amount of snow. A significant portion of the error in Rhea-model simulations is due to the calibration of the Rhea model using gauge-catch precipitation measurements which can be as much as 50 percent below actual snowfall accumulations. Additional error in the Rhea-model simulations is a result of the comparison of gridded precipitation values to observed values measured at points.  相似文献
