Because of its serious large-scale effects on ecosystems and its transboundary nature, acid rain received for a few decades at the end of the last century wide scientific and public interest, leading to coordinated policy actions in Europe and North America. Through these actions, in particular those under the UNECE Convention on Long-range Transboundary Air Pollution, air emissions were substantially reduced, and ecosystem impacts decreased. Widespread scientific research, long-term monitoring, and integrated assessment modelling formed the basis for the policy agreements. In this paper, which is based on an international symposium organised to commemorate 50 years of successful integration of air pollution research and policy, we briefly describe the scientific findings that provided the foundation for the policy development. We also discuss important characteristics of the science–policy interactions, such as the critical loads concept and the large-scale ecosystem field studies. Finally, acid rain and air pollution are set in the context of future societal developments and needs, e.g. the UN’s Sustainable Development Goals. We also highlight the need to maintain and develop supporting scientific infrastructures.

Most European goose populations have increased exponentially, and this has increasingly brought them into conflict with human activities. To manage this conflict, we used multi-criteria decision analysis to help set population targets for a super-abundant population of greylag geese (Anser anser). We relied on expert elicitation to assess the consequences of varying goose abundance on nine ecological, economic, and societal objectives. Representatives from national governments and from non-governmental organizations then weighted the objectives based on their perceived relative importance, and we used a consensus-convergence model to reach stakeholder agreement on the tradeoffs among objectives. The preferred population targets for two management units represent about a 20% reduction from current abundances, which from a management perspective would require considerable effort above and beyond current population-control measures. We believe that multi-criteria decision analysis can provide a systematic and transparent framework for building consensus among diverse stakeholders in a wide array of human-wildlife conflicts.  相似文献

This paper theorizes how and why safety climate can be conceived as both a leading and a lagging indicator of safety events (i.e., accidents, injuries). When safety climate is conceived as a leading indicator, a prospective design is utilized and safety climate data are correlated with accidents/injuries that occur in the future. When safety climate is conceived as a lagging indicator, retrospective designs are used in which safety climate data are correlated with prior accidents/injuries. We examine the research literature to reveal that safety climate has been investigated as both a leading and a lagging indicator, but it is usually only examined as one or the other within a given study and has been examined as a lagging indicator most frequently. Consistent with our theorizing, prospective designs yield stronger relationships than retrospective designs, suggesting that safety climate is a better leading indicator than lagging indicator; however, it is clearly both. Implications for safety climate research and study design are discussed.  相似文献

Within the initiatives for poliomyelitis eradication by WHO, Italy activated an environmental surveillance (ES) in 2005. ES complements clinical Acute Flaccid Paralysis (AFP) surveillance for possible polio cases, detects poliovirus circulation in environmental sewage, and is used to monitor transmission in communities. In addition to polioviruses, the analyses comprised: (i) the monitoring of the presence of non-polio enteroviruses in sewage samples and (ii) the temporal and geographical distribution of the detected viruses. From 2009 to 2015, 2880 sewage samples were collected from eight cities participating in the surveillance. Overall, 1479 samples resulted positive for enteroviruses. No wild-type polioviruses were found, although four Sabin-like polioviruses were detected. The low degree of mutation found in the genomes of these four isolates suggests that these viruses have had a limited circulation in the population. All non-polio enteroviruses belonged to species B and the most frequent serotype was CV-B5, followed by CV-B4, E-11, E-6, E-7, CV-B3, and CV-B2. Variations in the frequency of different serotypes were also observed in different seasons and/or Italian areas. Environmental surveillance in Italy, as part of the ‘WHO global polio eradication program’, is a powerful tool to augment the polio surveillance and to investigate the silent circulation or the re-emergence of enteroviruses in the population.  相似文献

A crucial challenge for including biophysical photosynthesis–transpiration models into complex crop growth models is to integrate the plasticity of photosynthetic processes that is related to factors like nitrogen (N) content, age, and rank of leaves, or to the adaptation of plants to growth temperature (Tg). Here we present a new version of the combined photosynthesis-stomatal conductance model LEAFC3-N [Müller, J., Wernecke, P., Diepenbrock, W., 2005. LEAFC3-N: a nitrogen sensitive extension of the CO2 and H2O gas exchange model LEAFC3 parameterised and tested for winter wheat (Triticum aestivum L.). Ecological Modelling 183, 183–210.] that was revised, extended and completely re-parameterised for barley (Hordeum vulgare L.) with special regard for these factors to facilitate the use of the model in ecophysiological studies and in crop modelling. The analysis is based on novel comprehensive data on photosynthetic CO2 and light response curves measured at two oxygen concentrations and different temperatures on leaves of barley (H. vulgare L.) differing in leaf N and chlorophyll content. Plants were grown in climatic chambers or in the field at different N and Tg.We thoroughly revised the existing and introduced new nitrogen relations for key model parameters that account for a linear increase with leaf N of Vmax, Jmax, Tp, and Rdmax (maximum rates of carboxylation, electron transport, triose phosphate export, and mitochondrial respiration), a saturation-type increase of φ (quantum yield of electron transport), and a non-linear decrease of θ and m (curvature of the light dependence of electron transport rate, scaling factor of the stomata model). The adaptation of photosynthetic characteristics to Tg was included into the model by linear relations that were observed between Tg and the activation energy ΔHa of the temperature response characteristics of Vmax, Jmax, and Tp as well as of the nitrogen dependency of these characteristics. Based on an analysis of diurnal time courses of gas exchange rates it was found necessary including not only the relation between leaf water potential (Ψ) and stomatal conductance as used originally in LEAFC3, but additional effects on Vmax and Jmax. With the above-listed extensions, the model was capable to reproduce the observed plasticity and the recorded diurnal time courses of gas exchange rates fairly well. Thus, we conclude that the new model version can be used under a broad range of conditions, both for ecophysiological studies and as a submodel of crop growth models. The results presented here for barley will facilitate adapting photosynthesis models like LEAFC3-N to other C3-species as well. The modelling of the effects of drought stress should be further elaborated in future based on more specific experiments.  相似文献
