This study estimates efficient nitrogen load reductions to the Stockholm archipelago, a Swedish coastal zone in the Baltic Sea, and compares these with politically determined and implemented nitrogen abatement programs. The region is relatively well equipped with necessary data, and a simple programming model is constructed. The results show a large divergence in efficient nitrogen reductions, mainly due to the divergences in benefit estimates from water quality improvements in the archipelago. However, the results need to be interpreted with caution due to all uncertainties related to predicting net values from changes in nitrogen load to a coastal zone. In spite of this, it is still of policy relevance to infer results which show that the politically determined target coincides with an efficient nitrogen reduction at relatively low benefit estimate, but that actual net benefits could be increased from a reallocation of abatement measures towards more low cost measures.  相似文献

This paper investigates the impact of the recent criminalisation of humanitarian actors engaged in the search for and rescue of migrants in distress in the Mediterranean Sea, focusing on the impact on the motivation and engagement of humanitarian volunteers in Greece. It argues that criminalisation is aimed at reducing search and rescue (SAR) activities and thus removing perceived ‘pull factors’ for migrants. The paper locates this phenomenon within the broader trend of policing and punishing those who assist migrants in order to deter them and prevent others from engaging in such endeavours. It finds that efforts to criminalise can have the unintended effects of encouraging and mobilising volunteers, as well as generating public attention and support for migrants. However, the negative consequences of criminalisation are far-reaching, including contributing to a high mortality rate among those crossing the Mediterranean without SAR capabilities and the heightened risk of violence against migrants and those who help them.  相似文献

In this paper we analyse and discuss the views of Swedish stakeholders on how to mitigate climate change to the extent it is caused by meat production. The stakeholders include meat producer organisations, governmental agencies with direct influence on meat production, political parties as well as non-governmental organisations. Representatives of twelve organisations were interviewed. Several organisations argued against the mitigation option of reducing beef production despite the higher greenhouse gas intensity of beef compared to pork and chicken meat (according to life cycle analysis). Regarding feed production some organisations proposed use of the best available industrial fertilizers, others were against all use of such fertilizers. Several organizations suggested domestic production of more protein-rich fodder and use of manure for biogas production. Regarding meat consumption the focus was on throwing away less food as waste and on eating less meat but the best (most climate friendly) meat, which was considered to be Swedish meat in contrast to imported meat. There was agreement on many issues. Most disagreement was found regarding political steering. We find many of the stakeholders’ mitigation proposals regarding meat production and consumption acceptable. However, we are to some extent critical to their defence of Swedish beef production. We also point out certain problems with the suggestion to reduce consumption of imported meat but not of domestically produced meat.  相似文献

There must be a change in attitude towards end-of-life products. The view that these products pose a liability must be changed. Secondary material is valuable as raw material. Thus, activities encouraging changes in opinion are important.Two major EU directives guide the recycling process; the Directive of End-of-Life Vehicles (ELV) and the Directive of Waste Electrical and Electronic Equipment (WEEE). Both focus on the input of the recycling system, not on what is coming out of the system.The WEEE Directive is the legislation on the European level that governs the handling and processing of these types of products. The WEEE Directive is not only aimed at stricter handling and reduction of hazardous materials but also encourages EU member states to support technical development in order to facilitate increased recycling.In order to properly address these issues a mind-set, material hygiene, has been introduced. The basic idea is to act, in every life cycle phase of the product, towards highest possible efficiency in recycling. The outcome of useful material is in focus.A study on dishwashers is made with copper outcome as target. The results are based on Swedish conditions but general conclusions can be made. Limited design efforts can raise the outcome of valuable materials, if the recycling process is organized in an optimal manner.A theoretical concept of disassembly structures is used to draw general conclusions on the case study.Increasing product recycling suitability is one side of the problem; another is increasing effectiveness of handling and processing of end-of-life products.The purpose of this paper is to introduce the concept of “material hygiene” and based on that demonstrate a method for grading structural properties in a recycling perspective. In a warming climate, permafrost is likely to be significantly reduced and eventually disappear from the sub-Arctic region. This will affect people at a range of scales, from locally by slumping of buildings and roads, to globally as melting of permafrost will most likely increase the emissions of the powerful greenhouse gas methane, which will further enhance global warming. In order to predict future changes in permafrost, it is crucial to understand what determines the presence or absence of permafrost under current climate conditions, to assess where permafrost is particularly vulnerable to climate change, and to identify where changes are already occurring. The Tornetr?sk region of northern sub-Arctic Sweden is one area where changes in permafrost have been recorded and where permafrost could be particularly vulnerable to any future climate changes. This paper therefore reviews the various physical, biological, and anthropogenic parameters that determine the presence or absence of permafrost in the Tornetr?sk region under current climate conditions, so that we can gain an understanding of its current vulnerability and potential future responses to climate change. A patchy permafrost distribution as found in the Tornetr?sk region is not random, but a consequence of site-specific factors that control the microclimate and hence the surface and subsurface temperature. It is also a product of past as well as current processes. In sub-Arctic areas such as northern Sweden, it is mainly the physical parameters, e.g., topography, soil type, and climate (in particular snow depth), that determine permafrost distribution. Even though humans have been present in the study area for centuries, their impacts on permafrost distribution can more or less be neglected at the catchment level. Because ongoing climate warming is projected to continue and lead to an increased snow cover, the permafrost in the region will most likely disappear within decades, at least at lower elevations.  相似文献

During the last 40 years, merchant ships have become safer and a number of new safety measures have been introduced. The purpose of the first part of this study was to investigate the trend of fatalities due to maritime disasters in the Danish merchant fleet over a 40-year period from 1970 to 2009, during which a total of 146 seafarers lost their lives. The relative risk of fatal accidents in the period 1990–2009 compared with the period 1970–1989 was 0.81 (CI: 0.58–1.14).The second part of the study focuses on seafarers who abandoned a merchant ship in the period from 1990 to 2009. The purpose was to investigate factors influencing survival. During the 20-year period 44 incidents were identified involving a total of 267 seafarers. Among these, 51 did not survive. The fatality risk for seafarers on small and large ships was 3.68 and 0.64 per 1000 years at risk, respectively. Among the 171 seafarers who were rescued dry, one was injured and did not survive (0.6%). Out of 64 seafarers ending up in the water, 18 (28%) did not survive. Among the remaining 32 seafarers, 23 were with great certainty inside the vessel when it sank and another nine may have remained inside the sinking vessel. None of these survived. Suboptimal organisation of the evacuation process was of importance in some cases. Survival suits and automatic emergency transmitters (EPIRB’s) have been shown to work in practice but their introduction has had limited influence on survival statistics.  相似文献

Seasonal and long-term variations in the body size of planktonic copepods were studied in the northern Baltic Sea. The influence of temperature, salinity and phytoplankton concentration to the body size of Eurytemora affinis, Acartia bifilosa and Limnocalanus macrurus (Calanoida) was examined at three sea areas, differing in their hydrographical and trophic conditions (an archipelago area and an enclosed bay on the SW coast of Finland in 1992 and at an open sea station in the Gulf of Bothnia in 1991). There was an inverse relationship between copepod body length and temperature, while there was a direct effect of phytoplankton concentration. According to multiple regression analysis, the relative importance of these factors varied according to species, developmental stage and study area. In the archipelago area, copepod body size was mainly determined by temperature, while in the open Gulf of Bothnia, phytoplankton concentration was usually more important. Interannual variation in the summer body length of E. affinis and A. bifilosa was examined using samples collected over 18 years (1967 to 1984) in the archipelago area. In this analysis, the inverse relationship between water temperature and copepod body size disappeared; in E. affinis the average female length correlated positively with summer temperature. We suggest that the length and timing of the study period greatly influence the investigator's view of the factors regulating copepod body size.  相似文献

Summary In this study conducted in southeastern Ontario, Canada, we manipulated the length of outer tail feathers (streamers) of male barn swallows (Hirundo rustica) shortly after they returned to four small breeding colonies in the spring. Both streamers on most males in these colonies were experimentally either lengthened or shortened by 20 mm and as a result 10 randomly chosen males of each category had their streamer lengths manipulated before the fertile period of their mate. Males with elongated streamers had a significantly shorter pre-laying period (from arrival until first egg date) than those with shortened streamers and we interpret this as indicating that they obtained their mates more rapidly. Females mated to elongated males had significantly longer tails and laid their first egg significantly earlier than those mated to shortened males; no other indices of reproductive success differed between these two experimental groups. These results provide some support for previous work suggesting that females prefer males with longer streamers and thus that streamer length in this species is under the influence of sexual selection. We also found that males with longer natural streamers were significantly more likely to break them and that males were much more likely to break their streamers than were females. Since males participate in incubation in North America but not in Europe, we suggest that the aerodynamic disadvantages of streamer breakage that result from incubation attentiveness are at least partly responsible for the shorter streamer length of males in North America.
