In this article, several findings on socio-economic conditions derived from national reports and a web-based questionnaire are discussed and related to the changing role of forestry and the future forest policy development. A number of Central and South-eastern European countries taking part in a SEE-ERA-NET project ReForMan project (www.reforman.de) participated in data acquisition: Austria, Bosnia and Herzegovina, Croatia, Germany, Serbia and Slovenia. The aim of the research was to illustrate the present structure of forestry sector, as well as investigate newly emerging topics in forestry of Central and South-eastern Europe. The results indicated certain patterns in attitudes and perceptions among stakeholders that can be related to socio-economic conditions defined for each country. Clear differences between member and non-member countries exist only in level of implementation of EU legislation. Results showed consensus on main threats to the forests among all countries, but also some country specifics in perceptions of factors influencing forestry, their importance and professional competencies. These results could be additionally explained by influence of historical conditions which shaped development of forest sector in SEE region especially in its organizational dimension as well as in perceived role of forestry expressed through recognition of main forest functions. The influence of European forest policy processes in the region is evident through adaptation of EU legislation and perceived implications of international processes on national levels. Based on this observation, two possible options for future development of the forestry sector can be foreseen: (i) focusing on the productive function of forests and fostering its' sustainable use; or (ii) putting an emphasis on environmental and social issues. In both cases supporting public participation in decision-making processes is recommendable. Another conclusion based on perceived medium to low professional competencies to cope with new topics, that there is lack of confidence and need for professional support in decisionmaking processes. 相似文献
The concept of “reference conditions” describes the benchmark against which current conditions are compared when assessing the status of water bodies. In this paper we focus on the establishment of reference conditions for European lakes according to a phytoplankton biomass indicator—the concentration of chlorophyll-a. A mostly spatial approach (selection of existing lakes with no or minor human impact) was used to set the reference conditions for chlorophyll-a values, supplemented by historical data, paleolimnological investigations and modelling. The work resulted in definition of reference conditions and the boundary between “high” and “good” status for 15 main lake types and five ecoregions of Europe: Alpine, Atlantic, Central/Baltic, Mediterranean, and Northern. Additionally, empirical models were developed for estimating site-specific reference chlorophyll-a concentrations from a set of potential predictor variables. The results were recently formulated into the EU legislation, marking the first attempt in international water policy to move from chemical quality standards to ecological quality targets. 相似文献
The authors conducted a survey based on conjoint choice experiments in Milan, Italy, about mortality risk reductions delivered by hypothetical private behaviors and public programs, and used it to estimate the value of a prevented fatality (VPF) when the cause of death is cancer. Their estimate of the VPF is 4.2 million Euros. The VPF is about C1 million larger when the risk reduction is delivered by a public program, but further analyses reveal that it is so only when the respondent believes that public programs are effective at reducing this particular type of mortality risk This estimate of the VPF is higher than generic European Union-wide figures recommended by the European Commission Directorate-General for Environment (DG Environment) for environmental policy analyses, and is comparable to other VPFs that are appropriate for Italy, hazardous waste regulations, and enforcement-based cleanup programs. The authors use their VPF to compute the benefits of addressing leaking landfills, illegal disposal of hazardous wastes, and poor hazardous waste management practices in the provinces of Naples and Caserta in southern Italy. The authors also examine the importance of the discount rates, since the mortality benefits of remediation begin in 20 yr and are assumed to continue over 30 yr. 相似文献
In this work, continuous and size-segregated aerosol measurements at Mt. Krvavec, Slovenia, during the Eyjafjallajökull volcanic eruption were performed. Based on chemical and morphological characteristics of size-segregated particles, the presence of the volcanic aerosols after long-range transport to Slovenia was to be confirmed.
Results and conclusions
Continuous measurements with the aethalometer and SMPS indicated the suspected volcanic ash plume passing over the sampling site. The aerosols collected by discrete sampling showed a chemical signature similar to the known elemental signature of the Icelandic volcanic ash. Coarse particles showed a composition typical for silicates rich in metals; in many cases also S was present. Morphological analysis showed particles with features indicative of an explosive volcanic eruption, e.g., pumice and pumice shards, glass shards, minerals, evidence of steam condensation, etc. The high sulfate concentration associated with the fine particles resulted in sulfate crystallization within the cascade impactor leading to the formation of large structures resembling a “fern”. Mass size distributions for Fe, Ti, Mn, Ca, Na, and Mg showed one primary peak (for Fe, Mn, and Ti at 2.8 μm; for Ca, Na, and Mg at ca. 4 μm), which supports the fact that most of the particles in the coarse sizes were silicates rich in metals. The size distribution of the water-soluble SO42? showed a maximum peak at 0.75 μm, which also confirms the high sulfate concentration in the fine particles. Chemical and morphological characterization of aerosols collected at Mt. Krvavec indeed confirmed that volcanic ash plume passed over Slovenia. 相似文献
Atmospheric deposition of nitrogen (N) and sulfur (S) containing compounds affects soil chemistry in forested ecosystems through (1) acidification and the depletion of base cations, (2) metal mobilization, particularly aluminum (Al), and iron (Fe), (3) phosphorus (P) mobilization, and (4) N accumulation. The Bear Brook Watershed in Maine (BBWM) is a long-term paired whole-watershed experimental acidification study demonstrating evidence of each of these acidification characteristics in a northeastern U.S. forested ecosystem. In 2003, BBWM soils were studied using the Hedley fractionation procedure to better understand mechanisms of response in soil Al, Fe, and P chemistry. Soil P fractionation showed that recalcitrant P was the dominant fraction in these watersheds (49%), followed by Al and Fe associated P (24%), indicating that a majority of the soil P was biologically unavailable. Acidification induced mobilization of Al and Fe in these soils holds the potential for significant P mobilization. Forest type appears to exert important influences on metal and P dynamics. Soils supporting softwoods showed evidence of lower Al and Fe in the treated watershed, accompanied by lower soil P. Hardwood soils had higher P concentrations in surface soils as a result of increased biocycling in response to N additions in treatments. Accelerated P uptake and return in litterfall overshadowed acidification induced P mobilization and depletion mechanisms in hardwoods. 相似文献

Environmental objects (surface and groundwater, soil, bottom sediments, wastewater) are reservoirs in which large-scale multidirectional exchange of determinants of antibiotic resistance between clinical strains and natural bacteria takes place. The review discusses the results of studies on antibiotic-resistant bacteria (ARB) and antibiotic resistance genes (ARG) isolated from environmental objects (water, soil, sewage, permafrost) of the Russian Federation. Despite the relevance of the topic, the number of available publications examining the resistomes of Russian water bodies and soils is small. The most studied environmental objects are surface waters (rivers, lakes), permafrost deposits. Soil resistomes are less studied. Data on ARG and ARB in wastewater are the least covered in publications. In most of the studies, antibiotic resistance of isolated pure bacterial cultures was determined phenotypically. A significant number of publications are devoted to the resistance of natural isolates of Vibrio cholerae, since the lower reaches of the Volga and Don rivers are endemic to cholera. Molecular genetic methods were used in a small number of studies. Geographically, the south of the European part of Russia is the most studied. There are also publications on the distribution of ARG in water bodies of Siberia and the Russian Far East. There are practically no publications on such developed regions of Russia as the center and northwest of the European part of Russia. The territory of the country is very large, anthropogenic and natural factors in its various regions vary significantly; therefore, it seems interesting to combine all available data in one work.
Introduction In this work, sediments of the River Tisa (Tisza) are studied to assess their environmental pollution levels for some major
heavy metals, as well as to predict the investigated elements’ mobility on the basis of their association type with the substrate.
The Tisa River catchments area is a subbasin of the River Danube. Part of this river, 166 km long, belongs to the Serbian
province of Vojvodina, before it flows into the Danube. It has been chosen for our investigation, because it has been exposed
to intense pollution in the last decades.
Materials and Methods The river sediment samples were collected at 32 locations. The proportions of sand, silt and clay fractions were determined.
The sequential extraction procedure following a modified Tessier method was applied for speciation of the metal forms in the
collected samples. The metal concentrations of Zn, Cd, Pb, Ni, Cu, Cr, Fe and Mn in extracts were determined by atomic absorption
spectroscopy.
Results and Discussion Granulometric analysis showed that some 50% of the Tisa River sediments were silt and clay, while the rest was sand with quartz,
as the main constituent. The average metal content of the surface river sediment samples for every fraction of sequential
extraction was presented and discussed in relation to pH, Eh and metal fractionation. The average metal content from the Tisa
River sediments, obtained as an average of the metal’s concentration released in all five sequential extraction fractions
was compared with: average metal contents of the Tisa River sediments in Hungary, metal content in soils formed on the Tisa
River alluvium of Vojvodina, average metal content in soils of Vojvodina, and average metal content in soils of Hungary. An
assessment of metal pollution levels in Tisa River sediments was made by comparing mean values for obtained results for the
Tisa River sediments with the freshwater sediment’s Quality Guidelines as published by US EPA, Environment Canada and soil
standards for Serbia.
Conclusion According to US EPA and Canadian Quality Guidelines for freshwater sediments, the concentration of heavy metals in Tisa sediments
were: (a) much higher than defined concentrations below which harmful effects on river biota are unlikely to be observed,
(b) below defined concentrations above which harmful effects on river biota are likely to be observed. The concentration levels
of Pb, Ni, Cu and Cr in Tisa River sediments are safe when compared with Serbian MAQ (Maximum Allowed Quantity) standards
for soils, but they are unsafe in the case of Zn and Cd.
Recommendations and Outlook The quality of sediments in the Tisa River was on the border line between potentially polluted and polluted. This line could
very easily be exceeded since the quality of sediments in the Tisa River in Hungary was already worse than in Serbia. These
results indicated the need for further monitoring of heavy metals in that locality. 相似文献
Halogenated aliphatic compounds were evaluated for toxic and genotoxic effects in the somatic mutation and recombination test employing Drosophila melanogaster. The tested chemicals included chlorinated, brominated and iodinated; mono-, di- and tri-substituted; saturated and unsaturated alkanes: 1,2-dibromoethane, 1-bromo-2-chloroethane, 1-iodopropane, 2,3-dichloropropene, 3-bromo-1-propene, epibromohydrin, 2-iodobutane, 3-chloro-2-methylpropene, 1,2,3-trichloropropane, 1,2-dichloroethane, 1,2-dichlorobutane, 1-chloro-2-methylpropane, 1,3-dichloropropane, 1,2-dichloropropane, 2-chloroethymethylether, 1-bromo-2-methylpropane and 1-chloropentane. N-methyl-N-nitrosourea served as the positive and distilled water as the negative control. The set of chemicals for the toxicological testing was selected by the use of statistical experiment design. Group of unsaturated aliphatic hydrocarbons were generally more toxic than saturated analogues. The genotoxic effect was observed with 14 compounds in the wing spot test, while 3 substances did not show any genotoxicity by using the wing spot test at 50% lethal concentration. The highest number of wing spots was observed in genotoxicity assay with 1-bromo-2-chloroethane, 1,2-dichloroethane, 1,2-dibromoethane and 1-iodopropane. Nucleophilic superdelocalizability calculated by quantum mechanics appears to be a good parameter for prediction of both toxicity and genotoxicity effects of halogenated aliphatic compounds. 相似文献
