Bangladesh is a very flat delta built up by the Ganges—Brahmaputra—Meghna/Barak river systems. Because of its geographical location, floods cause huge destruction of lives and properties almost every year. Water control programs have been undertaken to enhance development through mitigating the threat of disasters. This structural approach to flood hazard has severely affected floodplain fisheries that supply the major share of protein to rural Bangladesh, as exemplified by the Chandpur Irrigation Project. Although the regulated environment of the Chandpur project has become favorable for closed-water cultured fish farming, the natural open-water fishery loss has been substantial. Results from research show that fish yields were better under preproject conditions. Under project conditions per capita fish consumption has dropped significantly, and the price of fish has risen beyond the means of the poor people, so that fish protein in the diet of poor people is gradually declining. Bangladesh is planning to expand water control facilities to the remaining flood-prone areas in the next 15–20 years. This will cause further loss of floodplain fisheries. If prices for closed-water fish remain beyond the buying power of the poor, alternative sources of cheap protein will be required. 相似文献

Summary Pesticide residues in soil, water, food, wildlife and other media have been analysed in several monitoring studies. The purpose was to establish the distribution of these residues across a defined area, ascertain their trend over a specific period and use the results to assess environmental compliance and safety. In the present review the availability of information on pesticide residues in various Canadian environmental components was sought. With the possible exception of localized pesticide contamination of some private water supply wells, ground and surface water, most analyses revealed concentrations below guideline limits. Only a few cases were reported of mishandling, misuse and poisoning from pesticides. Continuing surveillance programmes and in-depth and well-organized monitoring studies, with special focus on areas that are vulnerable to contamination, by both provincial and federal governments, are largely responsible for the encouraging results. This experience in the control of pesticide use and monitoring of residues in the environment should be of particular interest in developing countries.Dr A.Y. The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity. 相似文献

Wetland loss and substitution by the Section 404 permit program in southern California,USA 总被引:1,自引:0,他引:1
To test the effectiveness of the 404 permit program in preventing a net loss of wetland resources, 75 Section 404 projects permitted in the years 1987–1989 and located in a portion of southern California were evaluated. From this group of projects, 80.47 ha of wetlands were affected by Section 404 permits and the Army Corps of Engineers required 111.62 ha of wetland mitigation. To verify the successful completion of each mitigation project, all 75 project sites were visited and evaluated based on the amount of dead vegetation, growth and coverage, and the number of invasive species. Based on the field verification results, the actual amount of completed mitigation area was 77.33 ha, resulting in a net loss of 3.14 ha of wetland resources in the years 1987–1989. By comparing the types of wetlands lost to the types of wetlands mitigated, it is apparent that, in particular, freshwater wetlands are experiencing a disproportionately greater loss of area and that riparian woodland wetlands are most often used in mitigation efforts. The net result of these accumulated actions is an overall substitution of wetland types throughout the region. Results also indicate that, typically, large-scale mitigation projects are more successful compared to smaller projects and that successful compliance efforts are not evenly distributed throughout the region. We recommend that better monitoring, mitigation in-kind, mitigation banking, and planning on a regional or watershed scale could greatly improve the effectiveness of the Section 404 permitting program. 相似文献

Results from a survey of power utility biologists indicate that terrestrial biodiversity is considered a major issue by only a few utilities; however, a majority believe it may be a future issue. Over half of the respondents indicated that their company is involved in some management for biodiversity, and nearly all feel that it should be a goal for resource management. Only a few utilities are funding biodiversity research, but a majority felt more research was needed. Generally, larger utilities with extensive land holdings had greater opportunities and resources for biodiversity management. Biodiversity will most likely be a concern with transmission rights-of-way construction and maintenance, endangered species issues and general land resource management, including mining reclamation and hydro relicensing commitments. Over half of the companies surveyed have established voluntary partnerships with management groups, and biodiversity is a goal in nearly all the joint projects. Endangered species management and protection, prevention of forest fragmentation, wetland protection, and habitat creation and protection are the most common partnerships involving utility companies. This paper assesses the status of coastal zones in the context of expected climate change and its related impacts, as well as current and future socioeconomic pressures and impacts. It is argued that external stresses and shocks relating to sea-level rise and other changes will tend to exacerbate existing environmental pressures and damage in coastal zones. Coastal zones are under increasing stress because of an interrelated set of planning failures including information, economic market, and policy intervention failures. Moves towards integrated coastal zone management are urgently required to guide the coevolution of natural and human systems. Overtly technocentric claims that assessments of vulnerability undertaken to date are overestimates of likely future damages from global warming are premature. While it is the case that forecasts of sea-level rise have been scaled down, much uncertainty remains over, for example, combined storm, sea surge, and other events. In any case, within the socioeconomic analyses of the problem, resource valuations have been at best only partial and have failed to incorporate sensitivity analysis in terms of the discount rates utilized. This would indicate an underestimation of potential damage costs. Overall, a precautionary approach is justified based on the need to act ahead of adequate information acquisition, economically efficient resource pricing and proactive coastal planning. 相似文献

Adaptive management is a policy framework within which an iterative process of decision making is followed based on the observed responses to and effectiveness of previous decisions. The use of adaptive management allows science-based research and monitoring of natural resource and ecological community responses, in conjunction with societal values and goals, to guide decisions concerning man's activities. The adaptive management process has been proposed for application to hydropower operations at Glen Canyon Dam on the Colorado River, a situation that requires complex balancing of natural resources requirements and competing human uses. This example is representative of the general increase in public interest in the operation of hydropower facilities and possible effects on downstream natural resources and of the growing conflicts between uses and users of river-based resources. This paper describes the adaptive management process, using the Glen Canyon Dam example, and discusses ways to make the process work effectively in managing downstream natural resources and biodiversity. 相似文献

Proponents of the scientific adaptive management approach argue that it increases knowledge acquisition rates, enhances information flow among policy actors, and provides opportunities for creating shared understandings. However, evidence from efforts to implement the approach in New Brunswick, British Columbia, Canada, and the Columbia River Basin indicates that these promises have not been met. The data show that scientific adaptive management relies excessively on the use of linear systems models, discounts nonscientific forms of knowledge, and pays inadequate attention to policy processes that promote the development of shared understandings among diverse stakeholders. To be effective, new adaptive management efforts will need to incorporate knowledge from multiple sources, make use of multiple systems models, and support new forms of cooperation among stakeholders. 相似文献

ABSTRACT: Detailed studies of long-term management impacts on rangeland streams are few because of the cost of obtaining detailed data replicated in time. This study uses government agency aquatic habitat, stream morphologic, and ocular stability data to assess land management impacts over four years on three stream reaches of an important rangeland watershed in northwestern Nevada. Aquatic habitat improved as riparian vegetation reestablished itself with decreased and better controlled livestock grazing. However, sediment from livestock disturbances and road crossings and very low stream flows limited the rate of change. Stream type limited the change of pool variables and width/depth ratio, which are linked to gradient and entrenchment. Coarse woody debris removal due to previous management limited pool recovery. Various critical-element ocular stability estimates represented changes with time and differences among reaches very well. Ocular stability variables tracked the quantitative habitat and morphologic variables well enough to recommend that ocular surveys be used to monitor changes with time between more intensive aquatic surveys. 相似文献

ABSTRACT: Atrazine and atrazine-residue (atrazine + two metabolites - deethylatrazine and deisopropylatrazine) concentrations were examined to determine if consideration of these atrazine metabolites substantially adds to our understanding of the distribution of this pesticide in groundwater of the midcontinental United States. The mean of atrazine.residue concentrations was 53 percent greater than that of atrazine alone for those observations above the detection limit (> 0.05 μg/l). Furthermore, a censored regression analysis using atrazine-residue concentrations revealed significant factors not identified when only atrazine concentrations were used. Thus, knowledge of concentrations of these atrazine metabolites is required to obtain a true estimation of risk of using these aquifers as sources for drinking water, and such knowledge also provides information that ultimately may be important for future management policies designed to reduce atrazine concentrations in ground water. 相似文献
