Some policy problems pit one group?s interests against another?s. One group may determine provision of a project (such as a dam) that benefits group members but hurts others. We introduce a model of such projects. In-group members may contribute to a common fund that benefits them as a public good. Benefits from the project may vary within the group. Provision has negative downstream externalities: contributions hurt agents outside the in-group (“Outsiders”), rendering them anti-social. Many models of social preferences predict that such externalities should reduce provision, although conditional cooperation or a preference for in-group members may counteract this. We test this model with a lab experiment using Outsiders with whom the in-group members have more and less contact. With homogeneous in-group benefits, the presence of negative downstream externalities reduces contributions by half when they have closer contact with Outsiders but not at all when they have had no contact. We introduce a rotating high-return position that allows subjects to trade favors. In this setting, contributions of non-privileged members diminish slightly when faced with the negative externality given closer contact with Outsiders, and not at all with less contact. Reciprocal giving occurs whether or not Outsiders are present.  相似文献

Despite its successes, the U.S. Endangered Species Act (ESA) has proven challenging to implement due to funding limitations, workload backlog, and other problems. As threats to species survival intensify and as more species come under threat, the need for the ESA and similar conservation laws and policies in other countries to function efficiently has grown. Attempts by the U.S. Fish and Wildlife Service (USFWS) to streamline ESA decisions include multispecies recovery plans and habitat conservation plans. We address species status assessment (SSA), a USFWS process to inform ESA decisions from listing to recovery, within the context of multispecies and ecosystem planning. Although existing SSAs have a single-species focus, ecosystem-based research can efficiently inform multiple SSAs within a region and provide a foundation for transition to multispecies SSAs in the future. We considered at-risk grassland species and ecosystems within the southeastern United States, where a disproportionate number of rare and endemic species are associated with grasslands. To initiate our ecosystem-based approach, we used a combined literature-based and structured World Café workshop format to identify science needs for SSAs. Discussions concentrated on 5 categories of threats to grassland species and ecosystems, consistent with recommendations to make shared threats a focus of planning under the ESA: (1) habitat loss, fragmentation, and disruption of functional connectivity; (2) climate change; (3) altered disturbance regimes; (4) invasive species; and (5) localized impacts. For each threat, workshop participants identified science and information needs, including database availability, research priorities, and modeling and mapping needs. Grouping species by habitat and shared threats can make the SSA process and other planning processes for conservation of at-risk species worldwide more efficient and useful. We found a combination of literature review and structured discussion effective for identifying the scientific information and analysis needed to support the development of multiple SSAs. The widespread use of ecological network models (e.g., Ecopath, Econetwrk, and related energy budget models) has been laudable for several reasons, chief of which is providing an easy-to-use set of modeling tools that can present an ecosystem context for improved understanding and management of living marine resources (LMR). Yet the ease-of-use of these models has led to two challenges. First, the veritable explosion of the use and application of these network models has resulted in recognition that the content and use of such models has spanned a range of quality. Second, as these models and their application have become more widespread, they are increasingly being used in a LMR management context. Thus review panels and other evaluators of these models would benefit from a set of rigorous and standard criteria from which the basis for all network models and related applications for any given system (i.e., the initial, static energy budget) can be evaluated. To this end, as one suggestion for improving network models in general, here I propose a series of pre-balance (PREBAL) diagnostics. These PREBAL diagnostics can be done, now, in simple spreadsheets before any balancing or tuning is executed. Examples of these PREBAL diagnostics include biomasses, biomass ratios, vital rates, vital rate ratios, total production, and total removals (and slopes thereof) across the taxa and trophic levels in any given energy budget. I assert that there are some general ecological and fishery principles that can be used in conjunction with PREBAL diagnostics to identify issues of model structure and data quality before balancing and dynamic applications are executed. I humbly present this PREBAL information as a simple yet general approach that could be easily implemented, could be considered for further incorporation into these model packages, and as such would ultimately result in a straightforward way to evaluate (and perhaps identify areas for improving) initial conditions in food web modeling efforts.  相似文献

The Northern Colorado Front Range (NCFR) has been in exceedance of the ozone National Ambient Air Quality Standard (NAAQS) since 2004, which has led to much debate over the sources of ozone precursors to the region, as this area is home to both the Denver, CO, metropolitan area and the Denver–Julesburg Basin, which has experienced rapid growth of oil and natural gas (O&NG) operations and associated emissions. Several recent studies have reported elevated levels of atmospheric volatile organic compounds (VOCs) as a result of O&NG emissions and the potential for significant ozone production from these emissions, despite implementation of stricter O&NG VOC emissions regulations in 2008. Approximately 88% of 1-hr elevated ozone events (>75 ppbv) occur during June–August, indicating that elevated ozone levels are driven by regional photochemistry. Analyses of surface ozone and wind observations from two sites, namely, South Boulder and the Boulder Atmospheric Observatory, both near Boulder, CO, show a preponderance of elevated ozone events associated with east-to-west airflow from regions with O&NG operations in the N-ESE, and a relatively minor contribution of transport from the Denver Metropolitan area to the SE-S. Transport from upwind areas associated with abundant O&NG operations accounts for on the order of 65% (mean for both sites) of 1-hr averaged elevated ozone levels, while the Denver urban corridor accounts for 9%. These correlations contribute to mounting evidence that air transport from areas with O&NG operation has a significant impact on ozone and air quality in the NCFR.

Implications: This article builds on several previous pieces of research that implied significant contributions from oil and natural gas emissions on ozone production in the Northern Colorado Front Range. By correlating increased ozone events with transport analyses we show that there is a high abundance of transport events with elevated ozone originating from the Denver–Julesburg oil and natural gas basin. These findings will help air quality regulators to better assess contributing sources to ozone production and in directing policies to curb ozone pollution in this region.  相似文献

This paper represents one of the first attempts to analyse the many ways in which Facebook and Twitter were used during a tornado disaster. Comparisons between five randomly selected campus samples and a city of Tuscaloosa, Alabama, sample revealed that campus samples used Facebook and Twitter significantly more both before and after the tornado, but Facebook usage was not significantly different after the event. Furthermore, differences in social media usage and other forms of communication before the tornado were found for age, education, and years lived in Tuscaloosa. Generally, age and education were inversely proportionate to social media usage. Influences on shelter‐seeking actions varied between social media users and three random samples of non‐social media users; however, it appears that social media respondents were likely to be using a smartphone simultaneously to access warning polygon information, to receive text message alerts, and to listen or respond to environmental cues.  相似文献

Despite heavy insecticide usage in urban areas, only a few studies have investigated the impact of current-use insecticides on benthic invertebrates in urban streams. The objective of this study was to measure the presence and concentration of current-use pesticides in sediments of residential streams in central Texas. Additionally, toxicity of these sediments to Hyalella azteca was evaluated. Sediment samples were collected from several sites in urban streams over the course of a year, of which, 66% had greater than one toxic unit (TU) of insecticide. Bifenthrin was the greatest contributor accounting for 65% of the TUs, and sediment toxicity to H. azteca correlated with the magnitude of total insecticides and bifenthrin TUs. The results of this study further raise concerns over the environmental consequences posed by many current-use insecticides, especially pyrethroids, in urban settings.  相似文献

Urban national parks were designed in the 1970s to bring nature and recreational opportunities to socio-economically disadvantaged communities in the USA. Using the theoretical frame of environmental justice, this paper discusses findings of a recent survey of visitors to Los Angeles' Santa Monica Mountains National Recreation Area – the United States' largest urban national park. Findings show park visitors were predominantly white, affluent, and lived nearby. People of colour travelled further, were significantly less likely to be return visitors, and were less inclined to use the park for active recreation. Seemingly, this park fails to meet the needs of the disadvantaged urban communities for whom it was created, a problem that may also affect other parks in the United States and potentially parks in other countries. Park planners and managers can take practical steps to increase accessibility to this park for people of colour and low-income earners, and should monitor other parks for patterns of ethno-racially differentiated access and utilisation.  相似文献

Earthworm heavy metal concentrations (critical body residues, CBRs) may be the most relevant measures of heavy metal bioavailability in soils and may be linkable to toxic effects in order to better assess soil ecotoxicity. However, as earthworms possess physiological mechanisms to secrete and/or sequester absorbed metals as toxicologically inactive forms, total earthworm metal concentrations may not relate well with toxicity.  相似文献

Organochlorine contaminants (OCs) were determined in liver and fat of seven species of seabirds (Alle alle, Uria lomvia, Cepphus grylle, Rissa tridactyla, Pagophila eburnea, Larus hyperboreus, and Fulmaris glacialis) collected in May/June 1998 from the Northwater Polynya in northern Baffin Bay. OC concentrations ranged over an order of magnitude between seabird species and OC groups, with PCBs having the highest concentrations followed by DDT, chlordane, HCH and ClBz. Positive relationships between delta15N (estimator of trophic level) and OC concentrations (lipid basis) were found for all OC groups, showing that trophic position and biomagnification significantly influence OC concentrations in Arctic seabirds. Concentrations of a number of OCs in particular species (e.g., HCH in P. eburnean) were lower than expected based on delta15N and was attributed to biotransformation. P. eburnea and F. glacialis, which scavenge, and R. tridactyla, which migrate from the south, were consistently above the delta15N-OC regression providing evidence that these variables can elevate OC concentrations. Stable isotope measurements in muscle may not be suitable for identifying past scavenging events by seabirds. OC relative proportions were related to trophic position and phylogeny, showing that OC biotransformation varies between seabird groups. Trophic level, migration, scavenging and biotransformation all play important roles in the OCs found in Arctic seabirds.  相似文献
