Converting a congested high-occupancy vehicle (HOV) lane into a high-occupancy toll (HOT) lane is a viable option for improving travel time reliability for carpools and buses that use the managed lane. However, the emission impacts of HOV-to-HOT conversions are not well understood. The lack of emission impact quantification for HOT conversions creates a policy challenge for agencies making transportation funding choices. The goal of this paper is to evaluate the case study of before-and-after changes in vehicle emissions for the Atlanta, Georgia, I-85 HOV/HOT lane conversion project, implemented in October 2011. The analyses employed the Motor Vehicle Emission Simulator (MOVES) for project-level analysis with monitored changes in vehicle activity data collected by Georgia Tech researchers for the Georgia Department of Transportation (GDOT). During the quarterly field data collection from 2010 to 2012, more than 1.5 million license plates were observed and matched to vehicle class and age information using the vehicle registration database. The study also utilized the 20-sec, lane-specific traffic operations data from the Georgia NaviGAtor intelligent transportation system, as well as a direct feed of HOT lane usage data from the State Road and Tollway Authority (SRTA) managed lane system. As such, the analyses in this paper simultaneously assessed the impacts associated with changes in traffic volumes, on-road operating conditions, and fleet composition before and after the conversion. Both greenhouse gases and criteria pollutants were examined.
Implications: A straight before-after analysis showed about 5% decrease in air pollutants and carbon dioxide (CO2). However, when the before-after calendar year of analysis was held constant (to account for the effect of 1 yr of fleet turnover), mass emissions at the analysis site during peak hours increased by as much as 17%, with little change in CO2. Further investigation revealed that a large percentage decrease in criteria pollutants in the straight before-after analysis was associated with a single calendar year change in MOVES. Hence, the Atlanta, Georgia, results suggest that an HOV-to-HOT conversion project may have increased mass emissions on the corridor. The results also showcase the importance of obtaining on-road data for emission impact assessment of HOV-to-HOT conversion projects. 相似文献
The United Nations Sustainable Development Goal (SDG) agenda compels nations to face challenges, especially interministerial conflicts, in policy integration. This article seeks to understand whether and how conflict avoidance may hamper the implementation of the SDG agenda. Building on 56 interviews with policymakers and bureaucrats in Finland, Germany, and the Czech Republic, we explore how avoidance behaviours preclude the conflicts that are necessary for achieving integration. The findings suggest that avoided conflicts tend to be long‐standing issues related to environmental protection. We identify four factors that contribute to conflict avoidance: The issues for deliberation are too political, the actors know too little or too much about the issues, the deliberation is too abstract, and the bar for consensus is too high. These factors filter out many impactful conflicts for deliberation, which partly explains why integration regimes have not produced transformational changes. 相似文献
This article provides a short overview of the main themes of ecological economics (EE). It is argued that EE provides a platform
that fosters multidisciplinary environmental research by bringing together the core contributing disciplines – economics and
ecology. In addition, EE is regarded as a pluralistic approach to environmental research that can be set opposite to, and
has indeed developed as a response to, traditional environmental and resource economics. A comparison of the two fields is
presented to clarify the essential differences between them. In addition, specific themes are examined in more detail. These
include: sustainable development; the growth debate; international trade; dynamic processes; and behaviour and policy.

The diversity in farmers’ objectives and responses to external drivers is usually not considered in integrated assessment studies that investigate impacts and adaptation to climate and socio-economic change. Here, we present an approach to assess how farmers’ stated objectives relate to their currently implemented practices and to preferred adaptation options, and we discuss what this implies for assessments of future changes. We based our approach on a combination of multi-criteria decision-making methods. We consistently assessed the importance of farmers’ objectives and adaptation preferences from what farmers say (based on interviews), from what farmers actually do (by analysing current farm performance) and from what farmers want (through a selected alternative farm plan). Our study was performed for six arable farms in Flevoland, a province in the Netherlands. Based on interviews with farmers, we reduced the long list of possible objectives to the most important ones. The objectives we assessed included maximization of economic result and soil organic matter, and minimization of gross margin variance, working hours and nitrogen balance. In our sample, farmers’ stated preferences in objectives were often not fully reflected in realized farming practices. Adaptation preferences of farmers largely resembled their current performance, but generally involved a trend towards stated preferences. Our results suggest that in Flevoland, although farmers do have more objectives, in practical decision-making they focus on economic result maximization, while for strategic decision-making they account for objectives influencing long-term performance and indicators associated with sustainability, in this case soil organic matter. 相似文献

during the pre-IPCC period. In the Netherlands arena, the assessments in this period can be seen as exponents of two different
lines, a Netherlands line and an international line. We seek to identify what factors were decisive in the selection processes
that resulted in the closure of visible disputes (visible in or across the assessment reports) for both cases. Our analysis
reveals a remarkable difference in the adoption behavior of two Dutch assessment groups despite a large overlap in membership.
We provide evidence that it is not the paradigmatic predisposition of the experts in the committee that was decisive for the
closure of visible disputes, but it was the context in which the experts operated and the commitments they had made in each

Economic aspects of possible land use strategies and protection measures in coastal zones as a response to global environmental
change are examined. First, some key elements are mentioned that are of critical importance for water and land management
in coastal zones. Next, various socio-economic repercussions are discussed. In this context, research needs will be addressed.
Subsequently, these issues are considered for the case of The Netherlands. It is concluded that integrated modelling and analysis
is just starting and needs to receive more attention in order to study long run economic costs, benefits and changes in coastal

The literature was reviewed to assess the relationship between the lipid adjusted concentration in human serum and breast milk (expressed as the serum/milk ratio) of a broad range of POPs in paired samples. Thirteen studies were identified, including seven studies that reported serum/milk ratios for polychlorinated dibenzo-dioxins and -furans (PCDD/Fs), ten for polychlorinated biphenyls (PCBs), five for polybrominated diphenyl ethers (PBDEs), and five for organochlorine pesticides (OCPs). Mean serum/milk ratios ranged between 0.7 and 25 depending on the compound and congener. For PCDD/Fs, PCBs and PBDEs, a clear trend of increasing mean serum/milk ratio by increasing molar volume, hydrophobicity and number of halogen substitutes was observed. The mean serum/milk ratios reported by the 13 studies summarized here will aid comparison between human POPs exposure studies using either serum or milk samples. More studies are needed to allow a valid comparison between data obtained from analysis of breast milk and serum samples for a broader range of POPs. Furthermore such studies may shed light on compound specific factors as well as other determinants that may affect the partitioning and partition kinetics of POPs between serum and breast milk. 相似文献
Over the past decades, significant experience has been gained in demand-driven research on climate change in many countries. In the Netherlands, a competitive call for proposals for large research programmes at the interface between policy, science and private sector was issued in 2001. Members of the Dutch climate research community proved they were able to develop two large research programme proposals which were funded: ‘Climate changes Spatial Planning’ and its successor ‘Knowledge for Climate’. The programmes ran from 2004 to 2012 and from 2008 to 2014, respectively. Both programmes can be considered as a 10-year research programme experiment to develop knowledge about both the climate system and climate compatible development by crossing disciplines, institutions and national research funding strategies. Within this 10-year period, a trend can be observed in which a ‘top-down’ climate impact assessment approach is increasingly combined with a ‘bottom-up’ approach. Based on the 15 articles presented in this special issue (and others), we argue that this development has enriched both fundamental and applied research on climate adaptation. Despite the predominantly Dutch-oriented scope of the presented research, we believe that such experiences can be of international interest. Climate adaptation research finds itself in between global systems knowledge on the one hand and practical needs and experiences at the local, regional and national level on the other. This demands the utmost from all actors involved to enable an efficient and constructive flow and use of knowledge and expertise. 相似文献
