环境技术引进的环境法律规制

本文首先对环境技术引进的社会背景及其相关法律问题作了简要说明,对环境技术引进的一般法律管制进行了分析,较为深入的阐述了对环境技术引进进行环境活动规制的必要性,并提出了对环境技术引进进行环境法律规制的基本原则及基本制度。     

Stability of workface using long-wall mining method in extremely thin and gently inclined iron mine

Long-wall mining method has its own advantages, such as small mining-cutting ratio, the simple technique of recovery and high level of mechanization, which is the optimal method used to mine gently inclined and extremely thin iron mine. How to ensure the safety of workers and equipment during mining is the key technical process. Based on elastic-plastic mechanics theory, the mechanic model of long-wall method mining gently inclined and extremely thin iron mine is established and the critical safety distance of workface is obtained. With the FLAC-2D simulation software, the rule of stress change, the deformation of workface and surrounding rock in different control-roof width are also summarized. The final results accord with the ones of theory test. We confirm the support-frame resistance of workface by analogy-statistic method. The results prove that hydraulic support-frame have the ability to provide enough pressure to assure the stability of working face within the 5-m of control-roof width.

港口装卸作业过程中"人机配合"作业是较为常见的一种形式。本文通过人机系统理论分析了在港口装卸工人与机械配合作业过程中各类事故发生的原因,探索了消除"人机配合"作业中的不安全因素的解决方案,有效降低了安全风险,大大减少了生产安全事故的发生,提高了港口生产作业整体安全水平。     

Models for Initial Allocation of Emission Permits in a River Basin During Industrial Development： A Case Study of Huaihe River Basin, China

At present,water pollutant emission trading plays an increasingly important role in pollution control in many foreign countries,and its pilot studies and demonstration have also been started in China.In order to solve the problem of initial allocation of emission permits: premise and basis of emission trading in a river basin,basic principles on initial allocation of actual emission permits in China are put forward.And it is thought that local development stage of industry should be taken into full account for initial allocation model of emission permits.There are five different allocation models in different development stages of industry,including models like distribution according to needs,improved same-rate reduction,performance,integration and environmental capacity,etc.The initial allocation of emission permits in various basins should choose a suitable model in accordance with their respective development stages.It is suggested in this article that integrated allocation model should be a main choice for current development stage of industry in China.

塑料大气环境老化预测模型研究

目的为塑料老化行为预测提供简易而可靠的途径,充分发挥环境效应数据的内在价值。方法分别运用GM(1,1)模型、幂函数模型、指数函数模型、多项式模型预测9种工程塑料在3种典型大气环境下的拉伸强度、延伸率和弯曲强度等力学性能变化,并与自然环境试验实测结果进行比较。结果拉伸强度、延伸率、弯曲强度等3种力学性能中,弯曲强度预测效果最好,延伸率预测效果最差。4种模型之中,GM(1,1)模型在预测小样本数据方面具有最好的预测效果和最高的正确率,且在数据具有一定波动性的情况下仍能够保持较好的预测效果。结论在挖掘分析塑料大气老化评价指标和试验时间之间的函数关系时,不仅要考虑预测模型的拟合效果好坏、相关系数高低、预测误差和预测正确率高低,还应注意预测模型反映出来的塑料性能变化规律是否符合客观实际,这样得到的预测模型才能尽可能地反映塑料老化程度与试验时间关系的全貌。     

土地利用和生态系统服务功能变化研究 ——以三峡库区大宁河流域为例

将土地利用类型分类为耕地、有林地（森林地）、灌木林地、草地、迹地、水体、建设用地和未利用地8类。以遥感数据为数据源，通过自动分类和人工解译相结合的方法获取了以上土地利用类型，并对三峡库区大宁河流域的土地利用变化过程和驱动力做了分析。以Costanza等人的全球生态系统服务价值的估测结果为基础，对各种地类生态服务功能价值重新赋值，进而估算近30年大宁河流域的生态服务价值，分析了其变化过程。结果表明：近30年，大宁河流域土地利用总的变化趋势是林、灌、草地经历了不断破坏和缓慢恢复的过程，耕地面积经历了先增后减，建设用地不断扩展。经济发展、人口增长和国家政策是土地利用变化的主要原因。生态系统服务功能经历了一个先损害后恢复的过程，表现为生态服务价值从1973年到1995年不断减少，而1995年到2002年连续增加。

灭螺植物资源的开发利用研究

利用我国灭螺植物资源的优势 ,对32种药用植物[1]进行了灭螺实验 ,并从中筛选出5种对水陆两栖型钉螺(Oncomelaniahupensis)毒杀作用强烈、资源丰富、对环境污染较小的植物。研制了植物颗粒剂和植物粉剂两种灭螺剂型用于灭螺实验。实验结果表明 :植物颗粒灭螺剂对钉螺有强烈的毒杀作用 ,钉螺取食颗粒剂后24h死亡率分别达84 8%～100 % ,其毒杀效果明显优于相同植物的其它灭螺方法 ,对钉螺致死时间比1×10-3g/l氯硝柳胺化学灭螺剂提前12～24h。与其他植物灭螺方法比较 ,具有应用广泛、简便实用的特点 ,为利用植物资源进行灭螺提供了一种新的方法。     

Theory and Model of Agricultural Insurance Subsidy

Abstract

The issue of agricultural insurance subsidy is discussed in this paper aiming to make it provided more rationally and scientifically. It is started with the connection between agricultural insurance and financial subsidy. It is really necessary and crucial to implement the financial insurance due to the bad operational performance, especially in the developing countries. But the subsidy should be provided more rationally because financial subsidy has lots of negative effects. A model in competitive insurance markets developed by Ahsan et al (1982) and a farmers' decision model are developed to solve the optimal subsidized rate. Finally, the equation is got to calculate it. But a quantitative subsidized rate is not made here because the calculation should be under some restricted conditions, which are always absent in the developing countries. So the government should provide some subsidy for the ex ante research and preparation to get the scientific probability and premium rate.
