Governance refers to the interactions among structures, processes, and traditions that determine direction, how power is exercised, and how the views of citizens or stakeholders are incorporated into decision-making. Governance is now recognized as a critical aspect of effective conservation and is a prominent part of the Convention on Biological Diversity’s work program on protected areas. This study reports on a global survey to assess changes in governance of protected area systems between 1992 and 2002 based on responses from 41 countries. Results indicate that substantial changes have taken place with overall trends towards increased participation of more stakeholders, greater use of formal accountability mechanisms, and a wider range of participatory techniques. Many of these changes are supported by legislative and policy requirements and 75% of respondents reported changes in legislation over the past decade. Protected areas are becoming more influenced by global forces. A majority of respondents reported increased involvement of the private sector. Funding is coming from a broader range of sources, with a smaller proportion of income coming from government sources in 2002. Absolute funding amounts have increased, but almost two-thirds report that budgets fall short of requirements. Almost 90% of respondents felt that protected area governance had improved over the last decade; 67% felt that this had also led to improved management effectiveness. Respondents felt that secure funding, capacity building, and increased community involvement were the main governance needs for the future.  相似文献

Fenton's reagent in its conventional form, although effective for contaminant treatment, is impractical from an in‐situ field application perspective due to low pH requirements (i.e., pH 3‐4), and limited reagent mobility when introduced into the subsurface. Modified Fenton's processes that use chelated‐iron catalysts and stabilized hydrogen peroxide have been developed with the goal of promoting effective in‐situ field application under native pH conditions (i.e., pH 5‐7), while extending the longevity of hydrogen peroxide. Laboratory experiments conducted in soil columns packed with organic soil to compare modified Fenton's catalysts with conventional catalysts (acidified iron [II]) indicated superior mobility and sorption characteristics for modified Fenton's catalysts. Furthermore, the acidic pH of a conventional catalyst was buffered to the native soil range, leading to increased iron precipitation/adsorption following permeation through the soil column. The chelates present within the modified Fenton's catalyst showed greater affinity toward iron compared with the native soil and, hence, minimized iron loss through adsorption during the permeation process even at pH 5‐7. Field effectiveness of the modified Fenton's process was demonstrated at a former dry‐cleaning facility located in northeast Florida. Preliminary laboratory‐scale experiments were conducted on soil‐slurry and groundwater samples to test the process efficacy for remediation of chlorinated solvents. Based on successful experimental results that indicated a 94 percent (soil slurry) to 99 percent (groundwater) reduction of cis‐1,2‐DCE, PCE, and TCE, a field‐scale treatment program was initiated utilizing a plurality of dual‐zone direct push injection points installed in a grid fashion throughout the site. Results of treatment indicated a 72 percent reduction in total chlorinated contamination detected in the site groundwater following the first injection event; the reduction increased to 90 percent following the second injection event. © 2002 Wiley Periodicals Inc.  相似文献

Predictors of employee aggression against coworkers, subordinates, and supervisors were studied in a sample of 136 men employed full‐time. Person behaviors (history of aggression, amount of alcohol consumed) predicted aggression against a coworker. In contrast, aggression against a supervisor was predicted by two perceived workplace factors (procedural justice, workplace surveillance). However, neither person behaviors nor perceived workplace factors predicted aggression against a subordinate. In addition, person behaviors and perceived workplace factors interacted to predict aggression. First, procedural justice interacted with amount of alcohol consumed in predicting both aggression against a coworker and aggression against a subordinate. Secondly, both job security and procedural justice interacted with history of aggression in predicting aggression against a subordinate. Finally, job security and amount of alcohol consumed interacted to predict aggression against a subordinate. Results suggest that both the understanding and prediction of employee aggression will be enhanced by taking into account the target of employee aggression, and by including both perceived workplace factors and person behaviors as predictor variables. Multiple criteria evaluation (MCE) is often used with GIS to identify suitable sites for multi-purpose development such as ecotourism. Typically, expert or stakeholder consultation is used to identify weights reflecting the relative importance of map layers representing different criteria. The objective of this study was to evaluate a new consultative approach to GIS-based MCE, using ecotourism development in Kurdistan, Iraq, as a case study. In an initial and follow-up consultation, stakeholders were asked not only to assess the relative importance of different map layers for ecotourism development, but also to identify specific sites suitable for ecotourism. Seventy-eight ecotourism destinations nominated by participants had significantly higher MCE scores than a set of 58 locations chosen without reference to stakeholders (t-test = 21.16; p < 0.001). The approach thus provides a straightforward means of assessing the consistency of stakeholder input into MCE and could be adapted for use in other site suitability assessments.  相似文献

Biodegradation mechanisms were elucidated for three dibenzoate plasticizers: diethylene glycol dibenzoate (D(EG)DB), dipropylene glycol dibenzoate (D(PG)DB), both of which are commercially available, and 1,6-hexanediol dibenzoate, a potential green plasticizer. Degradation studies were done using Rhodococcus rhodochrous in the presence of pure alkanes as a co-substrate. As expected, the first degradation step for all of these systems was the hydrolysis of one ester bond with the release of benzoic acid and a monoester. Subsequent biodegradation of the monobenzoates of diethylene glycol (D(EG)MB) and dipropylene glycol (D(PG)MB) was very slow, leading to significant accumulation of these monoesters. In contrast, 1,6-hexanediol monobenzoate was quickly degraded and characterization of the metabolites indicated that the biodegradation proceeded by way of the oxidation of the alcohol group to generate 6-(benzoyloxy) hexanoic acid followed by β-oxidation steps. This pathway was blocked for D(EG)MB and D(PG)MB by the presence of an ether function.The use of a pure hydrocarbon as a co-substrate resulted in the formation of another class of metabolites; namely the esters of the alcohols formed by the oxidation of the alkanes and the benzoic acid released by hydrolysis of the original diesters. These metabolites were biodegraded without the accumulation of any intermediates.  相似文献

报告中国 4城市 8所小学儿童肺功能指标受室外空气污染影响的结果。以 FVC/预测值 (85% )、FEV1 /预测值(85% )、FEV1 / FVC(实测值之比 ) (80 % )作为判断肺功能指标异常的参考标准 ,并将 8所小学按污染程度分为污染严重和污染较轻两类三组。污染严重组儿童肺功能指标的异常率均比污染较轻组要高。空气的严重污染 ,可使儿童肺功能FVC、FEV1 、FEV1 / FVC异常率的危险程度分别增高 3 0 %~ 78%、52 %~ 86%和 1 0 2 %~ 1 2 7%。异常组儿童的 FVC、FEV1 的平均值约下降 3 3 0~ 4 60 ml,FEV1 / FVC平均值约下降 1 3 %~ 1 5%。说明空气的严重污染对儿童肺功能生长发育可能有不利影响  相似文献

Characterization of water-soluble ion species in urban ambient particles   总被引:18,自引:0,他引:18  
Concentrations and distributions of water-soluble ion species contained in ambient particles were measured in a coastal urban area, Kaohsiung City, Taiwan. PM10 and PM2.5 samples were collected using a dichotomous sampler from November 1998 to April 1999 and were analyzed for water-soluble ion species with ion chromatography. On the average, ion species measured in this study accounted for 42.2% of the PM2.5 and 35.7% of the PM10. It was found that SO4(2-) , NO3-, and NH4+ dominated the identifiable components within both fine (PM2.5) and coarse (PM2.5-10) fractions, and occupied 90.0% and 80.6% of total dissolved ionic concentrations for PM2.5 and PM10. The secondary aerosol formed through the NOx/SO2 gas-to-particle conversion was estimated based on the oxidation ratio of sulfur and nitrogen (SOR and NOR, respectively), i.e., sulfate sulfur/nitrate nitrogen to total sulfur/total nitrogen. The average SOR/NOR values were 0.25/0.07 and 0.29/0.12 for PM25 and PM10, respectively. The high SOR and NOR values obtained in this study suggested that there existed a secondary formation of SO4(2-) from SO2 along with NO3- from NOx in the atmosphere.  相似文献

Copper based catalysts supported on mesoporous materials, which were in turn based on a surfactant expanded zirconium phosphate for the formation of silica galleries in the interlayer space, were prepared by the impregnation method. They were then characterised and tested in the selective catalytic reduction of NO with ammonia as active catalysts for the control of the NOx emissions from heavy duty vehicles. Copper catalysts displayed a high catalytic performance, even in the presence of 14% (v/v) of H2O and 100 ppm of SO2. They also displayed improved catalytic behaviour when compared to a CuZSM5 catalyst.  相似文献
