Community-based approaches are pursued in recognition of the need for place-based responses to environmental change that integrate local understandings of risk and vulnerability. Yet the potential for fair adaptation is intimately linked to how variations in perceptions of environmental change and risk are treated. There is, however, little empirical evidence of the extent and nature of variations in risk perception in and between multiple community settings. Here, we rely on data from 231 semi-structured interviews conducted in nine communities in Western Province, Solomon Islands, to statistically model different perceptions of risk and change within and between communities. Overall, people were found to be less likely to perceive environmental changes in the marine environment than they were for terrestrial systems. The distance to the nearest market town (which may be a proxy for exposure to commercial logging and degree of involvement with the market economy), and gender had the greatest overall statistical effects on perceptions of risk. Yet, we also find that significant environmental change is underreported in communities, while variations in perception are not always easily related to commonly assumed fault lines of vulnerability. The findings suggest that there is an urgent need for methods that engage with the drivers of perceptions as part of community-based approaches. In particular, it is important to explicitly account for place, complexity and diversity of environmental risk perceptions, and we reinforce calls to engage seriously with underlying questions of power, culture, identity and practice that influence adaptive capacity and risk perception.
The individual's choice of cleaning frequency is examined theoretically under assumptions more general than those of previous authors. The individual is assumed to maximize utility over “cleanliness” and a general commodity, where cleanliness is determined by frequency of cleaning and ambient pollution. Allowance is made for the possibility that the cost per cleaning episode is positively affected by pollution and negatively affected by the frequency of cleaning. The prenatal diagnosis of an echogenic fetal lung (EFL) is now often made in the early second trimester using high-resolution ultrasound. This ultrasound appearance is usually caused by a congenital cystic adenomatoid lung malformation (CCAM), an intrapulmonary lung sequestration or obstruction of a major airway. In order to provide prognostic guidelines to parents who may be considering termination of a fetus with these findings, we have analysed a series of 11 cases diagnosed in our centre over the past 2 years in conjunction with 60 cases from major published series. The data suggest that in the absence of non-immune hydrops fetalis (NIHF) or other anomalies, the outcome for the fetuses is excellent, with over 90 per cent survival. Neither early diagnosis (24 weeks) nor the presence of mediastinal shift is a poor prognostic indicator. In addition, it appears that if NIHF is absent at diagnosis, the chance that it will develop as the pregnancy continues is small (6 per cent). Furthermore, there is a significant (up to 30 per cent) chance that this ultrasound finding will resolve in utero. The development of in utero fetal surgical techniques may be the only hope for those hydropic fetuses who appear to have a dismal prognosis. 相似文献
Assuming expected profit maximization, the behavior of the firm under imperfectly enforceable pollution standards is examined. Among other results, it is found that cost subsidies can reduce the size of violation and amount of wastes, and that the shape of the expected penalty function determines the direction of the firm response to tighter standards. Under imperfectly enforceable pollution taxes, it is found, among other results, that the firm's actual level of wastes is independent of proportional changes in the expected penalty for pollution tax evasion, and that the marginal cost of actual waste reduction equals the unit tax on reported wastes. This study investigates patterns of plant diversity following wildfires in fire-prone shrublands of California, seeks to understand those patterns in terms of both local and landscape factors, and considers the implications for fire management. Ninety study sites were established following extensive wildfires in 1993, and 1000-m(2) plots were used to sample a variety of parameters. Data on community responses were collected for five years following fire. Structural equation modeling (SEM) was used to relate plant species richness to plant abundance, fire severity, abiotic conditions, within-plot heterogeneity, stand age, and position in the landscape. Temporal dynamics of average richness response was also modeled. Richness was highest in the first year following fire, indicating postfire enhancement of diversity. A general decline in richness over time was detected, with year-to-year variation attributable to annual variations in precipitation. Peak richness in the landscape was found where (1) plant abundance was moderately high, (2) within-plot heterogeneity was high, (3) soils were moderately low in nitrogen, high in sand content, and with high rock cover, (4) fire severity was low, and (5) stands were young prior to fire. Many of these characteristics were correlated with position in the landscape and associated conditions. We infer from the SEM results that postfire richness in this system is strongly influenced by local conditions and that these conditions are, in turn, predictably related to landscape-level conditions. For example, we observed that older stands of shrubs were characterized by more severe fires, which were associated with a low recovery of plant cover and low richness. These results may have implications for the use of prescribed fire in this system if these findings extrapolate to prescribed burns as we would expect. 相似文献
A national analysis of weekday/weekend ozone (O3) differences demonstrates significant variation across the country. Weekend 1-hr or 8-hr maximum O3 varies from 15% lower than weekday levels to 30% higher. The weekend O3 increases are primarily found in and around large coastal cities in California and large cities in the Midwest and Northeast Corridor. Both the average and the 95th percentile of the daily 1-hr and 8-hr maxima exhibit the same general pattern. Many sites that have elevated O3 also have higher O3 on weekends even though traffic and O3 precursor levels are substantially reduced on weekends. Detailed studies of this phenomenon indicate that the primary cause of the higher O3 on weekends is the reduction in oxides of nitrogen (NOx) emissions on weekends in a volatile organic compound (VOC)-limited chemical regime. In contrast, the lower O3 on weekends in other locations is probably a result of NOx reductions in a NOx-limited regime. The NOx reduction explanation is supported by a wide range of ambient analyses and several photochemical modeling studies. Changes in the timing and location of emissions and meteorological factors play smaller roles in weekend O3 behavior. Weekday/weekend temperature differences do not explain the weekend effect but may modify it. 相似文献
An alternative derivation of the irreversibility concept, with an application to the preservation of endangered species, is presented in this paper. The analysis involves a standard intertemporal welfare maximization procedure and is interested in the allocation of land between the production of economic goods and the preservation of species. Conversion of habitat is assumed to be irreversible. It is shown that the existence of utility value for species stocks, combined with increasing severity of the irreversibility constraint implies less conversion of species habitat than would occur in the absence of irreversibility. 相似文献
Consideration is given to various reasons for changing standards on emissions, effluents, and ambient air and water quality. It is proposed that adjustment costs may be of significant practical importance in determining the optimal time path of waste treatment (at least currently). The problem of minimizing the present value of the sum of treatment plus damage plus adjustment costs is placed in a calculus of variations framework and the optimal time path of waste treatment is characterized as well as the corresponding optimal tax.
