ABSTRACT: A retrospective benefit-cost analysis of major water resources projects in the Cumberland River basin was conducted. The U.S. Army Corps of Engineers' projects selected were Dale Hollow, Wolf Creek, Center Hill, and J. Percy Priest Reservoirs. The ex-post performance of the evaluated reservoirs were compared to the ex-ante estimates. Benefits and costs for each project were deflated to their base year and respective average annual values for each of these components were calculated. An ex-post benefit-cost ratio was determined for each project, as well as the combined system. The benefit-cost ratio for each project surpassed unity. The actual ratio as compared to the ex-ante estimate for each project is as follows: Dale Hollow, 1.24 to 1.46; Wolf Creek, 1.40 to 1.53; Center Hill, 1.17 to 2.02; and J. Percy Priest, 1.45 to 1.6. The internal rate of return was also determined for each project. The results obtained for each project are tabulated and discussed with consideration given to factors effecting the economic evaluation of the projects. 相似文献

Abstract A study was conducted to investigate the effect of selective catalytic reduction (SCR) catalyst on mercury (Hg) speciation in bituminous and subbituminous coal combustion flue gases. Three different Illinois Basin bituminous coals (from high to low sulfur [S] and chlorine [Cl]) and one Powder River Basin (PRB) subbituminous coal with very low S and very low Cl were tested in a pilot-scale combustor equipped with an SCR reactor for controlling nitrogen oxides (NOx) emissions. The SCR catalyst induced high oxidation of elemental Hg (Hg0), decreasing the percentage of Hg0 at the outlet of the SCR to values <12% for the three Illinois coal tests. The PRB coal test indicated a low oxidation of Hg0 by the SCR catalyst, with the percentage of Hg0 decreasing from ~96% at the inlet of the reactor to ~80% at the outlet. The low Cl content of the PRB coal and corresponding low level of available flue gas Cl species were believed to be responsible for low SCR Hg oxidation for this coal type. The test results indicated a strong effect of coal type on the extent of Hg oxidation. 相似文献

Water quality concerns and revised regulations are changing how confined animal feeding operations manage manure. Devising acceptable and feasible changes in manure practices requires a full understanding of the forces shaping current manure management decisions. Previous theoretical models have shown that a wide range of factors influence the lowest cost solution for manure management. We used a mechanistic model to characterize the manure management practices on 39 swine operations (20 unagitated lagoon and 19 slurry operations) in five states (Iowa, Missouri, North Carolina, Oklahoma, and Pennsylvania). Information was collected from each operation about animal numbers, feed and water use, manure handling and storage characteristics, field locations, crop rotation, fertilizer need, and equipment inventory and usage. Collected data were used as input and to validate results from a mechanistic model that determined acres required for manure application, manure application rate, time required for manure application, value of manure, and costs of manure management. The 39 farms had a mean of 984 animal units (AU) per operation, 18.2 AU ha(-1) (7.4 AU acre(-1)), and manure application costs of dollar 10.49 AU(-1) yr(-1). Significant factors affecting manure management included operation size, manure handling system, state, and ownership structure. Larger operations had lower manure management costs (r2 = 0.32). Manure value potentially exceeded manure application costs on 58% of slurry and 15% of lagoon operations. But 38% of slurry operations needed to apply manure off the farm whereas all lagoon operations had sufficient land for N-based manure management. Manure management was a higher percentage of gross income on contract operations compared with independents (P < 0.01). Quantitative environmental impact assessment (EIA) provides a tool for decision makers and the public to understand issues relating to sustainable development. The use of advanced hydro-environmental modelling and visualization technology can help to provide an intuitive and interactive digital platform to better communicate EIA issues and thus promote continuous public involvement and stakeholder engagement. Such a platform must be based on a robust hydrodynamic model engine that provides seamless predictions from the near to far field. This lecture summarizes the key issues of impact assessment in urban coastal cities, and presents examples of impact assessment of several major sewage outfalls, including the Hong Kong Harbour Area Treatment Scheme. The predictions of a recently developed Distributed Entrainment Sink Approach (DESA) for dynamic coupling of the near and far fields are compared with alternative “actual source" approaches and field experiments. The conceptual elements of a real time water quality forecast and management system are outlined. 相似文献

Male mating biases may be a widespread feature of animal mating systems but the phenotypic consequences of these biases are often unclear, especially in species for which the operational sex ratio is strongly male-biased. In Colias butterflies, male choice is thought to be one of the factors responsible for maintaining a female-limited genetic color polymorphism, in which female wings appear either yellowish-orange or white (the “alba” variant). Previous studies have indicated that alba females of two montane Colias species mate fewer times during their lifetime, possibly as a partial consequence of this bias. Here we report the results of a field study of male mating behavior and female mating biology in Colias eurytheme, conducted under conditions of high (summer) and low (spring) population densities. Our data show that despite a substantial male bias in approaching alba vs yellowish-orange phenotypes [ratios of 0.08:1 (spring) and 0.28:1 (summer)], alba females did not contain, on average, fewer or smaller spermatophores. Not one of the 308 sampled females was virgin, but females of both phenotypes accumulated spermatophores with age, and tended to carry fewer, larger spermatophores in spring. These data suggest that significantly fewer (or lighter) spermatophores need not be an obligatory or simple consequence of a strong male bias in butterflies. We discuss these findings in light of the known, thermally and density-dependent complexities of alba reproductive biology and of the Colias mating system. 相似文献

A gasoline pipeline owned by Explorer Pipeline Company ruptured leaking methyl tertiary butyl ether (MTBE), a gasoline additive, into a creek and lake that the city of Dallas used as a water source. Because of the contamination, the city had to build a pipeline (nine feet in diameter, over two and three‐quarters of a mile in length, and built in three months) to another lake, at a cost of about $9 million. The volume of the release was estimated at 1.7 million gallons of gasoline containing MTBE at 9 percent per volume. Thousands of soil, water, and groundwater samples were taken to track the MTBE plume as it migrated from the spill site, through almost 30 miles of creek and throughout a lake containing 700,000 acre‐feet (228 billion gallons) of water. Four years after the spill, MTBE remains throughout the groundwater system, primarily in the drainage basin along the almost 30 miles of creek. Mining remains one of the most hazardous occupations worldwide and underground coal mines are especially notorious for their high accident rates. In this work, we provide an overview of the broad and multi-faceted topic of safety in the mining industry. After reviewing some statistics of mining accidents in the United States, we focus on one pervasive and deadly failure mode in mines, namely explosions. The repeated occurrence of mine explosions, often in similar manner, is the loud unfinished legacy of mining accidents and their occurrence in the 21st century is inexcusable and should constitute a strong call for action for all stakeholders in this industry to settle this problem. We analyze one such recent mine disaster in which deficiencies in various safety barriers failed to prevent the accident initiating event from occurring, then subsequent lines of defense failed to block this accident scenario from unfolding and to mitigate its consequences. We identify the technical, organizational, and regulatory deficiencies that failed to prevent the escalation of the mine hazards into an accident, and the accident into a “disaster”. This case study provides an opportunity to illustrate several concepts that help describe the phenomenology of accidents, such as initiating events, precursor or lead indicator, and accident pathogen. Next, we introduce the safety principle of defense-in-depth, which is the basis for regulations and risk-informed decisions by the US Nuclear Regulatory Commission, and we examine its relevance and applicability to the mining system in support of accident prevention and coordinating actions on all the safety levers, technical, organizational, and regulatory to improve mining safety. The mining system includes the physical confines and characteristics of the mine, the equipment in the mine, the individuals and the organization that operate the mine, as well as the processes and regulatory constraints under which the mine operates. We conclude this article with the proposition for the establishment of defense-in-depth as the guiding safety principle for the mining industry and we indicate possible benefits for adopting this structured hazard-centric system approach to mining safety. 相似文献

We have extended the paired watershed concept to examine the effectiveness of watershed management programs by adding comparative criteria for social characteristics. For four different 8 or 11/12 digit hydrologic unit code (HUC) watersheds in the Midwest, we have piloted a systematic method for selecting paired subwatersheds. First, we developed a list of 11 key variables. Next, a factor analysis was conducted to determine the underlying structure of the 11 input variables. Finally, in each of the four watersheds, potential paired subwatersheds (all 14 digit HUCs) were selected using the factors in a cluster analysis. Informal interviews were then held with key informants in each watershed to provide qualitative assessments of criteria that could impact the comparability of the subwatersheds. This method for selecting paired watersheds should be helpful for other researchers to test the effectiveness of watershed management programs focused on behavior change. 相似文献
