Whenever a short-term or local need in the exploitation of a scarce natural resource must be pitted against its long-term use or the needs of the larger community, the commons dilemma arises. The study of commons dilemmas originated in agricultural economies but has importance in all resource management areas. Psychologists have recently found it to be a useful paradigm in the study of decision-making behavior.This paper reviews the commons dilemma as it has been used in three areas of psychological research: games theory, animal and human territorial behavior, and behavior reinforcement. In the first area, results show how communication within groups operates in cooperation/competition situations. In the second, the effects of social and political ideologies are examined. In the third, the implications of the commons dilemma with regard to breaking out of social traps are discussed. Throughout, the relevance of this basic psychological research to rational resource management is made clear. An extensive bibliography of relevant original research is provided.  相似文献

Adaptive governance is advanced as a potent means of addressing institutional fit of natural resource systems with prevailing modes of political–administrative management. Its advocates also argue that it enhances participatory and learning opportunities for stakeholders over time. Yet an increasing number of studies demonstrate real difficulties in implementing adaptive governance ‘solutions’. This paper builds on these debates by examining the introduction of adaptive governance to water management in Chiang Mai province, north-west Thailand. The paper considers, first, the limitations of current water governance modes at the provincial scale, and the rationale for implementation of an adaptive approach. The new approach is then critically examined, with its initial performance and likely future success evaluated by (i) analysis of water stakeholders’ opinions of its first year of operation; and (ii) comparison of its governance attributes against recent empirical accounts of implementation difficulty and failure of adaptive governance of natural resource management more generally. The analysis confirms the potentially significant role that the new approach can play in brokering and resolving the underlying differences in stakeholder representation and knowledge construction at the heart of the prevailing water governance modes in north-west Thailand.  相似文献

Antibiotic use in animal farming is one of the main drivers of antibiotic resistance both in animals and in humans. In this paper we propose that one feasible and fair way to address this problem is to tax animal products obtained with the use of antibiotics. We argue that such tax is supported both by (a) deontological arguments, which are based on the duty individuals have to compensate society for the antibiotic resistance to which they are contributing through consumption of animal products obtained with the use of antibiotics; and (b) a cost-benefit analysis of taxing such animal products and of using revenue from the tax to fund alternatives to use of antibiotics in animal farming. Finally, we argue that such a tax would be fair because individuals who consume animal products obtained with the use of antibiotics can be held morally responsible, i.e. blameworthy, for their contribution to antibiotic resistance, in spite of the fact that each individual contribution is imperceptible.  相似文献

Prenatal screening for sex chromosome aneuploidies (SCAs) is increasingly available through expanded non-invasive prenatal testing (NIPT). NIPT for SCAs raises complex ethical issues for clinical providers, prospective parents and future children. This paper discusses the ethical issues that arise around NIPT for SCAs and current guidelines and protocols for management. The first section outlines current practice and the limitations of NIPT for SCAs. It then outlines key guidelines before discussing the ethical issues raised by this use of NIPT. We conclude that while screening for SCAs should be made available for people seeking to use NIPT, its implementation requires careful consideration of what, when and how information is provided to users.  相似文献

The Asian Network on Climate Science and Technology (www.ancst.org), in collaborationwith Tsinghua University, held a conference on environmental and climate science, airpollution, urban planning and transportation in July 2015, with over 40 Asian expertsparticipating and presentation. This was followed by a meeting with local government andcommunity experts on the practical conclusions of the conference. Of the papers presentedat the conference a selection are included in this special issue of Journal of EnvironmentalScience, which also reflects the conclusions of the Paris Climate meeting in Dec 2015, whenthe major nations of the world agreed about the compelling need to reduce the upwardtrend of adverse impacts associated with global climate change. Now is the time for urbanareas to work out the serious consequences for their populations, but also how they shouldwork together to take action to reduce global warming to benefit their own communitiesand also the whole planet!  相似文献

Predictors of employee aggression against coworkers, subordinates, and supervisors were studied in a sample of 136 men employed full‐time. Person behaviors (history of aggression, amount of alcohol consumed) predicted aggression against a coworker. In contrast, aggression against a supervisor was predicted by two perceived workplace factors (procedural justice, workplace surveillance). However, neither person behaviors nor perceived workplace factors predicted aggression against a subordinate. In addition, person behaviors and perceived workplace factors interacted to predict aggression. First, procedural justice interacted with amount of alcohol consumed in predicting both aggression against a coworker and aggression against a subordinate. Secondly, both job security and procedural justice interacted with history of aggression in predicting aggression against a subordinate. Finally, job security and amount of alcohol consumed interacted to predict aggression against a subordinate. Results suggest that both the understanding and prediction of employee aggression will be enhanced by taking into account the target of employee aggression, and by including both perceived workplace factors and person behaviors as predictor variables. Research findings suggest that maternal employment exerts no consistent detrimental effects on children. In this study, the moderating role of employment commitment and child sex on the relationship between maternal employment status and child behavior is investigated. Mothers and teachers provided behavioral ratings for 185 elementary school children (M age = 9.42 years). Employment commitment moderated the influence of employment status on mothers' and teachers' ratings of children's attention problems and immaturity: Children whose mothers' employment status and commitment were not congruent were less attentive and more immature than those whose mothers' employment status and commitment were congruent. The statistical and applied significance of these results is suggested, as is the possibility that mother-child interactions mediate the manner in which incongruencies between employment status and employment commitment influence children's inattention-immaturity.  相似文献
