Globally, rural regions are searching for innovative growth opportunities to reinvigorate their economies. This paper examines the redevelopment of rural communities through an ecological lens – based on the notion of continuous cycles of adaptive change within complex systems as first identified within Holling’s concept of panarchy. Panarchy suggests that complex systems have more than a single equilibrium point and, instead, have some inherent resiliency based on the notion of multiple stable regimes. As such, panarchy provides a conceptual model that describes the ways in which complex social and ecological systems are organized and structured both spatially and temporally. By drawing parallels between the characteristics of ecological communities and rural economic systems, a novel framework is developed to assist policy-makers reflect on a rural community’s position along its own adaptive change cycle and, then, implement appropriate inventions to improve system resiliency – which in this case is linked with economic resiliency through development and/or growth. Supported by empirical data emerging from both key informant interviews and content analysis of current rural development policy, this work also identifies leverage points where policy intervention may be most advantageous by specifying the timing of policy instruments on the cycle. Specifically, this framework describes four leverage points, three major and one minor, to help push or pull rural regions into an area of higher resilience.  相似文献

At the global scale, biodiversity indicators are typically used to monitor general trends, but are rarely implemented with specific purpose or linked directly to decision making. Some indicators are better suited to predicting future change, others are more appropriate for evaluating past actions, but this is seldom made explicit. We developed a conceptual model for assigning biodiversity indicators to appropriate functions based on a common approach used in economics. Using the model, indicators can be classified as leading (indicators that change before the subject of interest, informing preventative actions), coincident (indicators that measure the subject of interest), or lagging (indicators that change after the subject of interest has changed and thus can be used to evaluate past actions). We classified indicators based on ecological theory on biodiversity response times and management objectives in 2 case studies: global species extinction and marine ecosystem collapse. For global species extinctions, indicators of abundance (e.g., the Living Planet Index or biodiversity intactness index) were most likely to respond first, as leading indicators that inform preventative action, while extinction indicators were expected to respond slowly, acting as lagging indicators flagging the need for evaluation. For marine ecosystem collapse, indicators of direct responses to fishing were expected to be leading, while those measuring ecosystem collapse could be lagging. Classification defines an active role for indicators within the policy cycle, creates an explicit link to preventative decision-making, and supports preventative action.  相似文献

Soil is an important compartment in the environmental cycling of trichloroacetic acid (TCA), but soil TCA concentration is a methodologically defined quantity; analytical methods either quantify TCA in an aqueous extract of the soil, or thermally decarboxylate TCA to chloroform in the whole soil sample. The former may underestimate the total soil TCA, whereas the latter may overestimate TCA if other soil components (e.g. humic material) liberate chloroform under the decarboxylation conditions. The aim of this work was to show that extraction and decarboxylation methods yield different TCA concentrations because the decarboxylation method can also determine "bound" TCA. Experiments with commercial humic acid solutions showed there was no additional chloroform formation under decarboxylation conditions, and that all TCA in a TCA-humic acid mixture could be quantitatively determined (108 +/- 13%). Anion exchange resin was used as a provider of solid-phase TCA binding; only 5 +/- 1% of a TCA solution mixed with the resin was present in the aqueous extract subsequently separated from the resin, yet the decarboxylation method yielded mass balance (123 +/- 22%) with TCA remaining in the resin. In aqueous extraction of a range of soil samples (with or without added TCA spike), the decarboxylation method was able to satisfactorily account for TCA in the extractant + residue post-extraction, compared with whole-soil TCA (+ spike) pre-extraction: e.g. mass balances for unspiked soil from Sikta spruce and larch forest were 99 +/- 8% and 93 +/- 6%, respectively, and for TCA-spiked forest and agricultural soils were 114 +/- 13% and 102 +/- 2%. In each case recovery of TCA in the extractant was substantially less than 100%(<20% for unspiked soils, <55% for spiked soils). Extraction efficiencies were generally lower in more organic soils. The results suggest that analytical methods which utilise aqueous extraction may underestimate whole-soil TCA concentrations. Application of both methodologies together may enhance insight into TCA behaviour in soil.  相似文献

Ex situ conservation efforts such as those of zoos, botanical gardens, and seed banks will form a vital complement to in situ conservation actions over the coming decades. It is therefore necessary to pay the same attention to the biological diversity represented in ex situ conservation facilities as is often paid to protected‐area networks. Building the phylogenetic diversity of ex situ collections will strengthen our capacity to respond to biodiversity loss. Since 2000, the Millennium Seed Bank Partnership has banked seed from 14% of the world's plant species. We assessed the taxonomic, geographic, and phylogenetic diversity of the Millennium Seed Bank collection of legumes (Leguminosae). We compared the collection with all known legume genera, their known geographic range (at country and regional levels), and a genus‐level phylogeny of the legume family constructed for this study. Over half the phylogenetic diversity of legumes at the genus level was represented in the Millennium Seed Bank. However, pragmatic prioritization of species of economic importance and endangerment has led to the banking of a less‐than‐optimal phylogenetic diversity and prioritization of range‐restricted species risks an underdispersed collection. The current state of the phylogenetic diversity of legumes in the Millennium Seed Bank could be substantially improved through the strategic banking of relatively few additional taxa. Our method draws on tools that are widely applied to in situ conservation planning, and it can be used to evaluate and improve the phylogenetic diversity of ex situ collections. The effort to transition energy sources away from dependence on fossil fuels has become highly divided along partisan lines in some countries, but the social-science literature has not yet caught up with this important problem. Policy-adoption studies do not address the specific problem of polarization and gridlock, and the literature on gridlock does not examine conditions for breaking gridlock for renewable energy and energy efficiency (REEE) policy. Qualitative research can help to fill the void by identifying strategies that legislators use for achieving support for REEE policy where there is gridlock, polarization, and/or strong opposition. Interview data from a stratified sample of US states reveals three strategies that state-government legislators use to enhance REEE policy development under these conditions: bring to the process countervailing industrial interests to align REEE with business; transfer decision making to public service commissions; and use extra-legislative consultation processes to develop stakeholder consensus.  相似文献
