Conventional wisdom has advocated environmental auditing as a prudent part of an internal control program and one of the key tools in driving proactive efforts. As a part of risk management activities, it is often employed to protect an organization, its employees, and officers from liability. Conscientious use of such audits has undoubtedly protected human health and the environment. Ironically, those who make the most consistent efforts to audit compliance and management systems, according to advocates of audit protection, may be the most vulnerable to enforcement actions and lawsuits. This article discusses creating a sustainably protective engineered and human management system in perpetuity for sites with long‐lived radiological and chemical hazards. This is essential at this time because the federal government is evaluating its property as assets and attempting to reduce its holdings, while seeking to assure that health and ecosystems are not put at risk. To assist those who have a stake in the remediation, management, and stewardship of these and analogous privately owned sites, this article discusses current end‐state planning by reviewing the federal government's accelerated efforts to reduce its footprint and how those efforts relate to sustainability. The article also provides a list of questions organized around six elements of risk management and primary, secondary, and tertiary disease and injury prevention. Throughout the article, the U.S. Department of Energy (DOE) is used as an example of an organization that seeks to reduce its footprint, manage its budget, and be a steward of the sites that it is responsible for. In this paper, the fine-scale spatial patterns of the Tertiary relict Zelkova abelicea (Lam.) Boiss. were studied (1) to reveal processes that contributed to its persistence to climate changes and (2) to assist future conservation planning, with the purpose of shifting the attention of conservation practitioners from patterns to processes. Results of the fine-scale spatial patterns of Z. abelicea indicate that the species tolerates disturbance and/or tracks changes resulting from disturbance in the range of its distribution through morphological and reproductive plasticity. In addition, our study indicates that Z. abelicea populations are conserved in the absence of metapopulation structure and that the species participates in plant–plant interactions through facilitation processes. Hence, the persistence of the species to climate changes seems to be more complicated and multifactorial than a linear and plain view of species survival in climate refugial areas, and therefore calls for a consideration of the processes revealed in this paper in future conservation planning. 相似文献

To evaluate the efficiency and the influence of thermal desorption on the soil organic compartment, contaminated soils from coking plant sites (NM and H) were compared to their counterparts treated with thermodesorption. The extractable organic matter, and the metal content and distribution with soil compartments were studied.In both thermodesorbed soils, PAH (polycyclic aromatic hydrocarbon) degradation exceeded 90%. However, the thermal desorption led not only to a volatilization of the organic compounds but also to the condensation of extractable organic matter.The treatments only affected the Fe and Zn distribution within the more stable fractions, whereas the organic compound degradation did not affect their mobility and availability. 相似文献
