This paper describes a systematic method for comparing options for the long-term management of surplus elemental mercury in the US, using the analytic hierarchy process as embodied in commercially available Expert Choice software. A limited scope multi-criteria decision analysis was performed. Two (2) general types of treatment technologies were evaluated (stabilization/amalgamation and selenide), combined with four (4) disposal options: (a) hazardous waste landfill; (b) hazardous waste monofill; (c) engineered below-ground structure; and (d) mined cavity. In addition, three storage options for elemental mercury were considered: (a) aboveground structure; (b) hardened structure; and (c) mined cavity. Alternatives were evaluated against criteria that included costs, environmental performance, compliance with current regulations, implementation considerations, technology maturity, potential risks to the public and workers, and public perception. Considering non-cost criteria only, the three storage options rank most favorably. If both cost and other criteria are considered, then landfill options are preferred, because they are the least expensive ones. Storage options ranked unfavorably on cost because: (a) even relatively small per annum costs will add up over time; and (b) storage is a temporary solution and, sooner or later, a treatment and disposal technology will be adopted, which adds to the cost. However, the analysis supports continued storage for a short period (up to a few decades) followed by permanent retirement when treatment technologies have matured. Suggestions for future work include: (a) involving additional stakeholders in the process, (b) evaluating alternatives for mercury-containing wastes rather than for elemental mercury only, (c) revisiting the analysis periodically to determine if changes are required, (d) conducting uncertainty analyses utilizing Monte Carlo-based techniques. 相似文献

Approximately 37% of forestlands in the conterminous United States are publicly owned; they represent a substantial area of potential carbon sequestration in US forests and in forest products. However, large areas of public forestlands traditionally have been less intensively inventoried than privately owned forests. Thus, less information is available about their role as carbon sinks. We present estimates of carbon budgets on public forestlands of the 48 conterminous states, along with a discussion of the assumptions necessary to make such estimates. The forest carbon budget simulation model, FORCARB2, makes estimates for US forests primarily based on inventory data. We discuss methods to develop consistent carbon budget estimates from inventory data at varying levels of detail. Total carbon stored on public forestlands in the conterminous US increased from 16.3 Gt in 1953 to the present total of 19.5 Gt, while area increased from 87.1 million hactares to 92.1 million hactares. At the same time the proportion of carbon on public forestlands relative to all forests increased from 35% to 37%. Uncertainty is an important consideration for both developers and users of environmental simulation models. Establishing quantitative
estimates of uncertainty for deterministic models can be difficult when the underlying bases for such information are scarce.
We demonstrate an application of probabilistic uncertainty analysis that provides for refinements in quantifying input uncertainty
even with little information. Uncertainties in forest carbon budget projections were examined with Monte Carlo analyses of
the model FORCARB. We identified model sensitivity to range, shape, and covariability among model probability density functions,
even under conditions of limited initial information. Distributional forms of probabilities were not as important as covariability
or ranges of values. Covariability among FORCARB model parameters emerged as a very influential component of uncertainty,

Security buffers of Department of Defense (DoD) and Department of Energy (DOE) reservations provide long-term habitat protection for many rare and endangered species. The importance of these government-owned reservations as nationally valuable resources has been relatively unrecognized. During the last 50 years, the DOE Oak Ridge Reservation (ORR) has been a relatively protected island in a region of rapidly expanding urbanization and land clearing. Consisting of the Oak Ridge National Environmental Research Park and associated lands surrounding DOE facilities at Oak Ridge Tennessee, the unique nature of the ORR in the surrounding landscape is clearly visible from the air and has been documented using remote sensing data. Although forests dominate much of other regions of eastern Tennessee, this 15,000-ha tract of mostly natural forest habitat is unique in the southern Ridge and Valley physiographic province, which is otherwise widely developed for pasture, marginal cropland, woodlot, and urban uses. Twenty state-listed and federal-candidate plant species are known to be present on the ORR. This richness of species, which are provided protection by state and federal laws, exceeds that of the Great Smoky Mountains National Park on a species area basis and is an index of the value of the ORR both regionally and nationally in conserving biodiversity. With the end of the Cold War, changing DoD and DOE missions combined with increasing development pressure contribute to uncertainty in the future management of security reservations. 相似文献

ABSTRACT: The Safe Drinking Water Act of 1974 as amended in 1986 requires that consumers be notified when maximum contaminant levels are exceeded in their community water supply and when prescribed testing and treatment procedures are not met. A review of communication theory indicates that for the message to be effective (1) it must be received by the intended audience, (2) it must be attended to by that audience, (3) it must be understood, and (4) it must be accepted and acted upon. A review and analysis of existing research evaluating notification programs administered under the Safe Drinking Water Act indicates (1) that receipt rates have been highly, variable, (2) that attention to the message has usually not been directly assessed, (3) that levels of understanding, while variable, have usually been minimal, and (4) that acceptance, though not often directly measured, seemed higher than expected. These results, while critical of past notification programs, indicate that understanding and acceptance can be increased if receipt and attention rates are increased. The paper concludes with a series of recommendations for improving receipt and attention rates, for increasing understanding, and, most importantly, for increasing acceptance and community action for upgrading local water treatment and quality. 相似文献

ABSTRACT: One-hundred-and-sixty step pools were examined that have developed in andesitic, basaltic, or dacitic lavas or in glaciofluvial sediments along several reaches of Soda Creek in the Three Sisters Wilderness of the Oregon High Cascades to determine whether such systems exhibit similar morphology. Pool shapes, sizes, and spacing were measured, and the hydraulic head loss calculated for each pool surface. Lithologic variations among 15 shape categories were not significant, but size attributes - length, depth, and area - of pools were systematically different by rock type. The energy lost at hydraulic jumps did not differ significantly among the four lithologies, suggesting that perhaps step pools represent similar stream channel adjustments in steep terrain. 相似文献

In this multidisciplinary study, an Internet-based tool was used to encourage households (N=189) to reduce their direct (gas, electricity and fuel) and indirect energy use (embedded in the production, transportation and disposal of consumer goods). A combination of tailored information, goal setting (5%), and tailored feedback was used. The purpose of this study was to examine whether this combination of interventions would result in (i) changes in direct and indirect energy use, (ii) changes in energy-related behaviors, and (iii) changes in behavioral antecedents (i.e. knowledge). After 5 months, households exposed to the combination of interventions saved 5.1%, while households in the control group used 0.7% more energy. Households exposed to the interventions saved significantly more direct energy than households in the control group did. No difference in indirect energy savings emerged. Households exposed to the interventions adopted a number of energy-saving behaviors during the course of the study, whereas households in the control group did so to a lesser extent. Households exposed to the interventions had significantly higher knowledge levels of energy conservation than the control group had. It is argued that if the aim is to effectively encourage household energy conservation, it is necessary to examine changes in energy use, energy-related behaviors and behavioral antecedents. 相似文献
